Administration


Administration of the policies adopted by the Town has been greatly enhanced by the appointment of Mr. Flint as Executive Officer.


Although regularly scheduled office hours were es- tablished, it has become apparent that required services place a greater demand on his time than anticipated.


We are of the belief that closer guardianship of Town rights can be obtained by the use of the Executive Officer where on-the-job construction supervision is needed. We urge all Boards, Committees, and Commissions to use the Executive Officer to represent the Town in these instances.


We would like to call your attention to the increased work load now being handled by Mrs. Causer and Mrs. Pad- dock. The cause of a part of this increase, in a period of five years, is listed below.

Wherever possible a duplication of accounting has been eliminated, but State and Federal requirements place an ever increasing demand on the system.

SELECTMEN


The time has come, however, when the present staff cannot cope with this increase of paper work. The Select- men are taking immediate steps to add another full time clerk-typist to relieve this situation.


Legal


The Selectmen have followed procedures established two years ago for handling the legal affairs of the Town. John W. White, Esquire, was appointed Town Counsel at the Organization Meeting of the Board of Selectmen following the Town Meeting and functioned in that capacity during the year. As this practice develops from year to year, it becomes more worthwhile from the point of view of the


Town. Focusing legal responsibility on one able counsel improves and sharpens the handling of the many matters which a counsel should oversee.


We hope that all Town boards will become increasingly conscious of the usefulness of a Town Counsel who, in legally representing the Town, represents every Board and Committee in Town. In this way, a common approach to many Town problems can be developed.


During 1961 the Selectmen took action against Mahoney Brothers, Inc., of Lexington, to limit and define the activities at the corporation's location on North Great Road, known as Fritz's Cider Mill. It is anticipated that a Court decree will issue which will be the basis for any necessary future containment.


Town Hall


The re-finishing of the interior of the Town Hall is now nearly complete. The upper hall has been re-decorated this year, leaving only a few storage areas to be painted which can be done by the custodian. The wiring of the building has been checked and some improvements added.


The exterior of the building needs a great deal of repair and the Board has sought competent advice on this matter. The terra cotta brick throughout the building is deteriorating badly and needs, in many places, to be re- placed immediately.


One of the heating units has been a constant source of trouble this year and will be replaced in the immediate

future.


It is the intent of the Board to put this building in excellent condition to the end that the Towns' people will make greater use of it in the future. Rules and regulations for its use may be obtained at the Selectmen's office.


Public Safety - Fire


As authorized by vote of the Town, at the Annual Meeting, the Selectmen appointed Mr. William Dean, Chief of the Fire Department, Mr. William Doherty, Deputy Chief and Messrs. Thomas Coan and Frank Gordon, Sr., Captains. The Board also approved appointments involving twenty- seven call men.


The Chief is responsible for the maintenance of apparatus and the purchase of equipment, and is authorized to manage the general affairs of the Fire Department with- in the framework of regulations approved by the Selectmen.


The 500-gallon pumper purchased this year was placed into service and is located at the station at the inter- section of Route 2 and Bedford Road. The addition of this equipment has sharply increased the fire protection coverage of a very important segment of Lincoln.


The 1961 budget reflects an increase in the salary account due to the assignment of day-time coverage in the Fire Department. This subject is brought to your atten- tion under the communication phase of public safety.


Public Safety - Police


We have received many letters of commendation regard- ing the quality of our police force. The Selectmen feel that Chief Algeo and his men have contributed a great deal to the support of a policy that commands respect.


Police work can strain the imagination of the layman. One minute these duties require alert decision that must be made to save life and the next the development of planned activities to appeal to our youth. In both of these areas the Police Department has shown outstanding aptitude.

SELECTMEN


Through the leadership of Chief Algeo and the efforts of many others, Lincoln has finished its first year of Little League Baseball. Other activities include the use of the rifle and pistol range under the guiding hands of Sgt. MacInnis.


Through the co-operation of the Concord Police De- partment, the Selectmen witnessed a demonstration of radar speed detection. At the moment we are not inclined to recommend the capital outlay required to support this method of patrol. The Selectmen have requested Chief Algeo to use all necessary police action to reduce in- town speeding. In reviewing the results of the satura- tion patrols made during July and August of this year, we are of the opinion that this type of apprehension is effective and should be expanded whenever and wherever these efforts serve the purpose.


Our thanks are extended to the "Ladies in Blue" who served two years as special officers during school hours. On August 8th the Selectmen appointed Lorraine Dean and Anne Sturgis to serve in this capacity. Their super - vision of traffic at school bus loading and unloading time has contributed to the safety factor in a very critical spot.


Public Safety - Communications


The death of Mr. Chester Wood on December 31, 1960, came as a shock to all of us who have been associated with him during his past fifteen years' service with the Town. In his memory we inscribe, on the Town records, our deep- est appreciation for his unfailing response to duty, his comforting assistance to all, in the performance of his duties, and his contribution as a servant of the people.


Conferences were held with Chief Algeo, Chief Dean, and other officers of the Fire Department, after which it was decided to appoint a person who would serve as a regu- lar member of the Fire Department. On January 5, 1961, John Ciraso was appointed to fill this position.


Mr. Ciraso is to work as a full time member of the Fire Department and will be on duty at Fire and Police headquarters, Mondays through Fridays, from 7 A. M. to 5 P. M.

An intercept system will allow the Town to receive and dispatch all emergency calls now re-routed to head- quarters, thus making it possible to have continuing stand-by coverage for all emergency communications re- ceived during the period of abandonment of this position at headquarters.


Work was completed on the frequency conversion of the radio transmission and receiving as required under the F. C. C. ruling which became effective August 3, 1960. The Police, Fire, Civil Defense, Highway and Water Depart- ments are locked into this local government band.


Our department heads deserve high praise for their individual efforts for the control and efficiency of these various departments and the contribution they have made to the overall effectiveness of the Selectmen's adminis- trative responsibility.


Public Safety - Road Network


One of the major improvements in the safety of our system involved the application of Chapter 90 Construction and Maintenance Funds to Route 126. A contract was awarded Municipal Signal and Supply Company for the in- stallation of automatic traffic signals at the intersection of Routes 126 and 117 at a cost to the town of approximate- ly $16,000.00.


The installation of all conduits, necessary to the operation of these lights, and the construction of chan- nelized islands at this intersection and the junction of Route 126 and Codman Road were included in the widening and re-surfacing of this portion of Route 126 under the Chapter 90 program.


A start has been made in widening the corner at Old Bedford and Virginia Roads. This spot is used as a turn- ing point for school buses. Completion of this project is included in the 1961 schedule.


An article is being placed in the warrant for the annual town meeting, March 20, 1961, requesting further capital outlay to meet the highway improvement require- ments.

SELECTMEN


Of extreme importance, from a safety factor, is the inclusion in the 1961 program of the Sandy Pond and Baker Bridge Road projects detailed in the Selectmen's report on Highways.


To supplement our report to the Town last year, we are contemplating surface improvements on Weston and Lex- ington Roads. Estimated costs indicate the advisability of doing this work over a period of 2 years.


In this way we can add substantially to the safety factor and still maintain the rural quality of these roads essential to our general standards.


Public Safety - Civil Defense


At the request of Eveleth Todd, the Selectmen regret- fully accepted his decision to retire as active director of Civil Defense. On April 11, 1960, Ernest Johnson was appointed director. Through the past efforts of Mr. Todd and Mr. Keiley, we have established and are maintaining a very active part in C. D. communications, vital to nation- al defense and the local disaster program. The control center for this activity is located in the basement of the Town Hall.


Problems related to this and the general communica- tions affecting the public safety of the town will be brought up for discussion at Town Meeting. A special article on this subject will appear in the warrant.


Chapter 639, section 11A, G. L., of the Acts of 1950, as amended, provides for the establishment of an auxiliary fire fighting force of unpaid volunteers. The director and the Selectmen are of the opinion that much is to be gained by the formation of such a force. Engine 4, de- commissioned by the Fire Department this year, has been modified to serve as a valuable supplement in the hands of C. D. personnel.


It is hoped that real progress can be made in the formation, training, and active participation of the C.D. in this vital area of public safety. The Selectmen have requested the director to submit all necessary specifica- tions in order to proceed with appointments and organiza- tion.

Not only do we appreciate the efforts of those who have been so loyal to this important phase of our secur- ity, but also we thank the many "sparks" who have assisted our regular forces at various times of need.


Highway Department


The Highway Department moved early in the season with an accelerated road improvement program. Old Sud - bury Road, started in 1959 after the re-laying of a water main, was completed with a mix-in-place. Silver Hill Road, started in 1959, was also completed with an appli- cation of oil and stone. Lincoln Road was resurfaced with a mix-in-place from Ballfield Road to the parking area in South Lincoln.


The intersection of the five roads at the watering trough in the Center has been resurfaced. Library Lane is now complete with taking, widening, re- surfacing, curbing, drainage and grading. Lincoln Road, from the Larrabee home north to the foot of the hill, has been hot topped. Brooks Road was resurfaced with a mix- in-place, and both ends of Old County Road were graveled and oiled. Ballfield Road and the drainage program voted at Town Meeting from Lincoln Road to Ballfield Road through Dr. Calkins' property are near completion. The shoulders of the drainage ditch will be dressed up as soon as weather permits and the final surface application on Ballfield Road will be done during this coming summer vacation. A new culvert was installed under Tower Road just beyond the Matthew Doherty's.


For some time the Board of Selectmen has been troubled about the number of accidents occurring at the intersection of Routes 126 and 117. An engineering study was requested from the Department of Public Works. According to State recommendations, traffic islands were constructed at the intersection of Routes 126 and 117, and also at the intersection of Route 126 and Codman Road, and traffic lights were installed at the intersection of Routes 126 and 117. The State allowed Chapter 90 funds to be used for the construction of the islands. The cost of the traffic signals was carried directly by the Town . Chapter 90 construction money further included the road resurfacing on Route 126 between Route 117 and Codman Road. Chapter 90 maintenance funds were used on Route 126 from Codman Road to Knowles' Garage.

SELECTMEN


The Board has spent a great deal of time studying possible improvements in the corner at Sandy Pond. There have been many meetings with residents in the area and agreement has been reached as to what changes should be made.


Meetings have also been held with the abutters rela- tive to the widening and improving of Bedford Road from last year's taking to Route 2.


The Board is encouraged by what has been accomplished during the past year and is urging a continuance of this program during the coming year. Other roads needing immediate major repair are Baker Bridge Road, Lexington Road, Weston Road and drainage in South Lincoln.


There continue to be far too many accidents during the winter on the narrow roads when the snow is piled high. It is imperative that the shoulders be widened on these narrow ways.


The roadside brush and ivy control program was con- tinued this year and is proving an inexpensive way to con- trol shoulder growth. In the future there should be less of the objectionable browning.


There is at present a study going on with the City of Waltham, Weston and Lincoln to determine the merits of a mile of new highway of a circumferential nature, from the intersection of Weston Road and Route 117 east to the Winter Street interchange at Route 128.


The Selectmen have been studying a proposal for set- ting up a Parks division within the Highway Department. Grouping the funds of the Tree Department, the maintenance fund of the Cemetery Department, and the Landscape Com- mittee, will allow more effective use of personnel and equipment.

The mowing and leaf removal from the Town's proper- ties will continue under outside contract.

leaf minor of a year ago in good form, perhaps due to

the extra spraying applied late in 1959. This year neither of these pests was the serious problem of a year earlier and additional spraying was unnecessary.


The elms continue to succumb to the Dutch Elm dis- ease. Mr. Albert Brooks, our Tree Warden, is catching up with the removal of the diseased trees along the Town's ways and it is hoped that the toll in elms will at least be slowed.


The grounds at Pierce Park are now nearly finished as to grading, drainage, seeding and removal of brush. Only the rebuilding of the wall along Weston Road remains to be done.


The Pierce house had some major outside repairs last fall and painting is scheduled for early spring.


Insurance


A thorough study of our hospital, medical and in- surance program was made by a Committee appointed by the Selectmen. Some changes have been made in order to con- form with changes in the law. Other recommendations made by this group will be considered by the Selectmen and the Finance Committee for presentation to the Town at a future date.


We wish to thank Messrs. Harry Healey, Louis Paddock and Winthrop Walker for their excellent report.


The 1960 expenditures for general insurance will show a sharp decrease from estimated cost. In order to forecast more accurate budget figures, insurance premiums on buildings and contents, under comprehensive fire cover- age, have been re-scheduled to January of each year rather than mid-December.


We wish to record the appreciation of the Town for the many years of valuable service given by Mr. F. Win- chester Denio, one of the Town's senior citizens, and recent chairman of the Finance Committee, who retired from active service this past year; for the many dedicated hours to the Planning Board by Katharine S. White during

The Selectmen will continue to strive for the sensi- ble resolution of policies that will affect the Town in its future.
