In Table 8, the district debt service is shown and includes all debt issued since its formation in 1954. As with the Town's debt service, annual estimated school construction grant pay- ments have been applied in arriving at the net debt service.
COMBINED NET DEBT SERVICE OF THE TOWN AND REGIONAL SCHOOL DISTRICT
To fairly evaluate the debt service which must be sup- ported by local taxation, the net debt service of the Town and of the district should be combined. This resulting debt ser- vice is the net effect of borrowings for capital projects with the appropriate utility debt service deducted and "state aid" receipts applied. This combined schedule must be considered as a vital cornerstone on which rests the future consideration by the taxpayers of additional borrowings and their willingness to support a higher debt service.

No attempt is made here to presently set levels beyond which no additional town or district debt service should be assumed. This study has been presented only with the inten- tion that taxpayers will now have a clearer understanding of the debt service or mortgage that exists as a result of borrow- ing for capital projects. This we hope will also place the town in a better position to evaluate future capital projects to be financed wholly or partially by the issuance of debt.

Administration
The Selectmen's responsibility, as defined by law, encompasses matters involving both fiscal policy and the general management of Town Government. Although the school system operates entirely within the administrative policies developed by the School Committee, we have had many meetings with this Committee and their Superintendent of Schools in an effort to integrate over-all policies, where such would increase operating efficiencies.
The position of Executive Officer has been an effect- ive instrument in co-ordinating the efforts of various Town Boards, Committees and department heads. On the job decisions have been made in the area of engineering, con- struction and direction, all of which have been vitally important in the protection of the Town's interest. We anticipate extending the service of this office in 1962.
As to the future, it is becoming increasingly appar - ent to the Selectmen that the position of Executive Secre- tary should be established, as defined by the statute, to replace the existing position of Executive Officer.
This is not a Town Management form of government. The general policy and administrative responsibility is still vested with elected officers and by-law committees of the Town. An executive secretary is appointed by the Selectmen and during the time that he holds office he shall hold no elective town office, but he may be appointed by the Selectmen or, with their approval, by any other town officer, board, committee or commission, to any other town office or position consistent with this office. He shall

act by and for the Selectmen in any matter which they may assign to him relating to the administration of the affairs of the town, or, of any town office or department under their supervision and control, or, with the approval of the Selectmen, may perform such other duties as may be re- quested of him by any other town officer, board, committee or commission.
The Selectmen will recommend action by the Town, on this subject, at the annual town meeting in 1963.
Legal
The office of Town Counsel, ably held by John W. White, Esquire, has continued to develop with the con- structive result that Town Committees and Boards are wisely making fuller use of this service.
In addition to the all important job of counseling, as situations develop, the Town Counsel has successfully maintained the position of the Town in two different in- stances. He also is defending against a tort action due to a pedestrian accident at Bedford Road and Route 2A.
Public Buildings
As a result of a consistent maintenance program, most town buildings are in good condition and should require only a minimum of maintenance in the future. The Land - scape Committee is working on plans which will enhance the beauty of the grounds around all public buildings and the Town's Park areas.
Public Safety - Fire - Police
In anticipating the future growth of our public safety requirements, the Selectmen are recommending a con- solidation of the Fire and Police Departments under one administrative head who shall have the authority to manage these departments within the scope of policies determined by the Board of Selectmen.
The Selectmen feel that through such a move the town will be in a position to receive maximum efficiency and economy in the application of personnel and equipment assigned to these departments.

The Selectmen are recommending full day time coverage of communications from 7 A.M. to 5 P.M. by staffing the center with Communications Clerks (female). This change in daytime communications personnel will permit immediate routing of apparatus to an alarm of fire or any other emer- gency. At present, the night watch covers communications from 5 P.M. to 7 A.M. and is supplemented by an on-duty fireman from 8 P.M. to 6 A.M.
Public Safety - Road Network
As a result of the installation of traffic signals at the intersection of routes 117 and 126 and the installa- tion of mercury vapor 11,000 lumen lights at route 126 and Codman Road and Codman and Lincoln Roads, accidents at these points have dropped significantly. The Board in- tends to install similar lights at Bedford and Lexington Roads as they intersect route 2, with the hope that the accident rate at these two intersections will be reduced. At the request of the Board, the traffic department of the Department of Public Works raised the poles on traffic lights at Bedford Road and Route 2 and installed larger lenses. We have further requested a cantilever warning sign be placed over the east bound lanes of route 2 in the vicinity of Oak Knoll. It is possible that, with this additional warning, speed will be reduced to a reason- able degree as cars approach the stop lights.
Public Safety - Civil Defense
At the Special Town Meeting in November, the Select- men presented an article requesting $8,000 be appropriated for the purpose of transferring our C. D. Headquarters from the basement of the Town Hall to the Storrow House bomb shelter. This motion was defeated. An advisory committee appointed by the Selectmen on August 8th is continuing their study and we expect recommendations to be forthcoming, which will require action by the Town. We are not prepared to go before the Town until this re- port is finalized. It might be interesting to note that the Towns of Concord, Bedford, Lexington, and Weston, along with officials from Hanscom Field and Nike installation, met with this Board and the Committee to exchange views and contemplated action. In brief, the following was recorded :

Weston -- The constructing of blast shelter for C.D. Headquarters.
Bedford - Action at Town Meeting for community shelter facility with new school project.
Lexington - Under study.
Hanscom Field - Dispersal to designated shelters, in operation. Shelters are stocked with food and medical supplies. Integrated program with Air Police and Base Fire De- partment.
Nike - Limited personnel protected by nature of facility. Experienced radiological teams equipped for 24-hour duty.
Lincoln - Under study.
Highways
The Highway Department continued with the accelerated road improvement program in 1961. Lexington Road was re- surfaced with hot top from Trapelo Road to Old Farm Road. Weston Road was treated in the same manner from the Center to the intersection of Silver Hill Road. Bedford Road was resurfaced with hot top from the Center to the top of the hill, and the 1,000 foot section south of route 2 was widened, graded and surfaced. After the Water Department installed a new main on Virginia Road, the road was graded, graveled and oiled from Old Bedford Road to the Concord line. The residents, in this area, are enjoying for the first time in years clean water and a smooth surface on which to drive. Sandy Pond Road was redesigned and re- surfaced for a distance of 1500 feet beginning at the intersection of Baker Bridge Road. The Water Commission- ers installed a new main on this section at the same time. The Board made every effort to make this change in a man- ner which would make the road safe but at the same time maintain the beauty of the area. The Selectmen are grate- ful for the interest and co-operation shown by those con- cerned with this change. A section of Winter Street be- ginning at Trapelo Road going south for 2,000 feet was re- surfaced with a mix in place. Lincoln Road was sealed with oil and sand from the Center to the brook near the home of Mr. Fred Davis in South Lincoln. A new drainage system was installed in South Lincoln from the tracks go-

ing north 1300 feet. This should control any foreseeable drainage requirement in the business area.
Under Chapter 90 Maintenance, a section of route 126, from Old Concord Road to Baker Bridge Road, was resurfaced. Chapter 90 Construction funds were used for resurfacing route 117 from route 126 to Farrar Pond.
Roads on the agenda for 1962 are Baker Bridge, the balance of Lexington and Weston Roads, Sandy Pond Road from the new construction to the Concord line, Conant Road to the Weston line and Beaver Pond Road.
The Board is gratified with the step taken in setting up a Park division within the Highway Department. It has worked toward greater efficiency in the use of town equip- ment and labor.
Parks - Public Trees
The Town is fortunate to have a Tree Warden who is capable and interested in the control of disease and thus saves trees along public ways and town properties. Re- search is going on in an effort to find new controls for Dutch Elm Disease and the Tree Warden has tried to control the spread of disease with sprays which are less toxic to animal and bird life.
The Tree Warden has worked with the Landscape Com- mittee making plans for improving roadsides and the grounds around town owned buildings. Because the brush and ivy control program has achieved satisfactory results, a mini- mum treatment should keep the road shoulders under control in the future.
The contractual arrangements for mowing and leaf re- moval on the Town's properties have proved very satis- factory. Unless there is a marked change in cost it seems wise to continue on the same basis.
Insurance
As recommended by the Insurance Committee last year, the hospital and medical coverage for town employees is being strengthened to meet the ever increasing costs.

SELECTMEN
All town owned buildings have been placed on Public and Institutional property rates, with respect to extended fire coverage, made available by the rating bureau to pre- ferred risks only. The change to this type of municipal insurance will mean some savings to the town.
In behalf of the town, we wish to express deep appre- ciation to those who are retiring from active Town service. Frederick H. Greene, Jr. has served as chairman of the Board of Assessors for seven years. He and George Kidder, who is retiring after five full and busy years on the Planning Board, have contributed largely to the well being of the town. Donald Brown is also retiring after con- tributing a full term as Water Commissioner.

The Town Clerk is the official recorder of Town events and activities and issues licenses and certifi- cates. His duties include recording the proceedings at Town Meetings and Elections, and notifying the Selectmen and other officers concerned of appropriations which have been voted.
The record of Registered Voters of Lincoln is kept at the Clerk's office. Persons wishing to become voters
in the Town should communicate with the Clerk.
ANNUAL TOWN MEETING March 20, 1961
Pursuant to a Warrant duly served, the meeting was called to order by the Moderator, Mr. Charles Wadsworth, at 7:40 P.M. The return of the Warrant was read and the invocation was given by Reverend Father Mclaughlin. The Moderator then called attention to Article 1 (Election of Officers), and the following business was transacted:
Article 2. To bring in their votes for any com- mittees, commissioners, trustees, and other officers re- quired by law to be elected by ballot or otherwise. VOTED : That Albert Brooks be elected Measurer of Wood and Bark for the ensuing year.
Article 3. To hear and act upon the reports of Town Officers, Committees, Commissioners and Trustees. VOTED : That the reports of the Town Officers, Committees, Commissioners and Trustees, as printed in the Town Report, be accepted, and the reports of the following committees be accepted as interim reports, and that the Committees and their unexpended appropriations be con- tinued: Fire and Police Building Committee, Hartwell School Addition Building Committee, Long Term Capital Requirements Committee.
