In the name of the Commonwealth you are hereby required to notify and warn the inhabitants of said Town who are quali- fied to vote in the State Election to meet at the Fire and Police Building, Tuesday, the sixth day of November, 1962, to bring in their votes for the election of the following officers and questions: Senator in Congress; Governor; Lieutenant Governor; Attorney General; Secretary; Treasurer; Auditor; Representative in Congress; Councillor; Senator; Representative in General Court; District Attorney, Northern District; County Commissioners; Sheriff; County Treasurer. Question No. 1 Do you approve of the adoption of an amend- ment to the constitution giving the General Court the power to pass an income tax at graduated or proportioned rates? Question No. 2. Do you approve of a law which would in- crease the compensation of certain officers and members of the General Court? Question No. 3. (A) Shall licenses be granted in this town for the sale therein of all alcoholic beverages (whiskey, rum, gin, malt beverages, wines, and all other alcoholic beverages)? (B) Shall licenses be granted in this town for the sale therein of wines and malt beverages (wines and beer, ale, and all other malt bever- ages ) ? SPECIAL TOWN MEETING
November 26, 1962
Pursuant to a Warrant duly served, the meeting was called to order by the Moderator, Mr. Charles Wadsworth. The return of the Warrant was read and the invocation was given by Reverend Charles Styron. The following trans- actions then took place :
Article 1. To determine whether the Town will vote to appropriate the sum of $600.00, or any other sum, for the purpose of moving Police and Fire transmitter equipment from the Town Hall to Fire and Police Building. VOTED : That the Town appropriate the sum of $600.00 for the purpose of removing the Police & Fire Radio Transmitter from the Town Hall and installing same at the Fire & Police Building, said sum to be taken from Free Cash.
Article 2. To determine whether the Town will vote to authorize the Selectmen to abandon and release a certain drainage easement conveyed to the Town by the Loveys' Cor - poration, Inc., by two instruments recorded with the Middle- sex South District Registry of Deeds in Book 9941, Pages 594 and 597, for the reason that said easement is no longer required for public purposes, or take any other action rela- tive thereto. VOTED : That the Selectmen be and they hereby are authorized, if, in their discretion, it is for the best in- terests of the Town, to abandon and release a certain drain- age easement conveyed to the Town by the Loveys' Corporation,

FINAL REPORT OF THE PLANNING BOARD OF THE TOWN OF LINCOLN TO THE SPECIAL TOWN MEETING, NOV. 26,1962
In accordance with the provisions of Chapter 40A, Section 6, of the General Laws of the Commonwealth of Mass- achusetts, the Planning Board presents herewith its final report to the Special Town Meeting on its proposal to amend the Zoning Map of Lincoln, Massachusetts, dated February 2, 1953, and thereafter amended, to include certain parcels of land within the B-1 Retail Business District established in Section V-B of the Zoning By-Law of the Town. The parcels of land are shown as parcels #5 and #6 on a plan entitled "Plan B", prepared by Snelling, Hilton & Associates for the Lincoln Planning Board, dated October, 1962. Copies of this plan were posted in the Town and published in adver- tisement of the statutory public hearing on the proposed amendment which was held in the Town Hall on November 20,
1962.
No material changes to the proposed amendment were
made at this time. This amendment to the Zoning Map is strongly recommended by the Planning Board in furtherance of a long range plan for the area, the purpose of which is to unify the B-1 Retail Business District. The rezoning of parcels #5 and #6 will consolidate the district to the northeast of the B. & M. R. R. tracks and within the bound- aries established by the right of way of the proposed relo- cation of Lincoln Road.

REPORT OF THE PLANNING BOARD TO THE TOWN MEETING ON THE PROPOSAL TO CHANGE THE ZONING OF THE B-1 RETAIL BUSINESS DISTRICT
The Planning Board presents herewith its report to the Town Meeting on its proposal to amend the zoning map of the town dated Feb. 2, 1953, in accordance with Chapter 40A, Section 6, of the General Laws of Massachusetts. The stat- utory hearing was held on Nov. 20, 1962.
