The Town Clerk is the official recorder of Town events and activities and issues licenses and certificates. His duties include recording the proceedings at Town Meet- ings and Elections, and notifying the Selectmen and other officers concerned of appropriations which have been voted.
The record of Registered Voters of Lincoln is kept at the Clerk's office. Persons wishing to become voters in the town should communicate with the Clerk.
ANNUAL TOWN MEETING March 19, 1962
Pursuant to a Warrant duly served, the meeting was called to order by the Moderator, Mr. Charles Wadsworth. The return of the Warrant was read and the invocation was given by Reverend Morris R. Robinson. The Moderator then called attention to Article 1 (Election of Officers) and, a quorum being present, the following business was tran- sacted :
Article 2. To bring in their votes for any com- mittees, commissioners, trustees, and other officers re- quired by law to be elected by ballot or otherwise. VOTED : That Albert Brooks be elected Measurer of Wood and Bark for the ensuing year.
Article 3. To hear and act upon the reports of Town Officers, Commissioners, Committees and Trustees. VOTED : That the reports of the Town Officers, Commissioners, Committees and Trustees, as printed in the Town Report, be accepted, and the reports of the following committees be accepted as interim reports, and that the Committees and their unexpended appropriations be continued : Hartwell School Addition Committee, Study Committee, School Needs Committee.

Article 4. To fix the salaries and compensation of the several elective officers of the Town and to determine whether Department, Board, or Committee shall be authorized to employ for additional compensation any of its members, and to fix additional compensation of such members. VOTED : That the salaries of the elected officers of the Town for the current year be fixed at the following amounts respectively :

Article 5. To raise and appropriate money for the necessary and expedient purposes of the Town or take any other action relative thereto.
VOTED : That the Town adopt as separate appropria- tions the listed recommendations in the schedule attached to the Report of the Finance Committee for 1961, printed on pages 5 to 12 inclusive of the Financial Section of the 1961 Town Report, except that the following final amounts shall be appropriated in substitution for the same numbered items in said Schedule :

Article 6: To determine whether the Town will vote the sum of $100,000 to be transferred from Free Cash for use by the Assessors in reducing the tax rate for the cur- rent year VOTED : That the Town appropriate the sum of $100,000 from Free Cash to be used by the Assessors for the purpose of reducing the tax rate in the year 1962.
Article 7. To determine whether the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipa- tion of the revenue of the financial year beginning Janu- ary 1, 1963, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws.
VOTED : That the Town Treasurer, with the approv- al of the Selectmen, be authorized to borrow money from time to time in anticipation of the revenue of the finan- cial year beginning January 1, 1963, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, Gen- eral Laws.

Article 9. To determine whether the Town will vote to conduct services on Memorial Day, the thirtieth of May, appoint a committee, raise and appropriate the sum of $250.00, or any other sum, or take any action relative thereto.
VOTED : That the Moderator be authorized to ap- point a committee of five to plan and carry out exercises on Memorial Day, the thirtieth of May next, and that the Town raise and appropriate the sum of $250.00 for the use of such Committee in connection with the exercises.
Article 10. To determine whether the Town will vote to celebrate Independence Day, the fourth of July, appoint a committee, raise and appropriate the sum of $1,000.00, or any other sum, or take any action relative thereto. VOTED : That the Moderator be authorized to ap- point a committee of five to plan and carry out a celebra- tion for Independence Day, the fourth of July, and that the Town raise and appropriate the sum of $1,000.00 to be used by the Committee, together with $250.00 from the Donald Gordon Fund.
Article 11. To determine whether the Town will vote to raise and appropriate from taxation, borrowing, availa- ble funds, or any combination of these, the sum of $30,000 for the purpose of original construction, extension, or paving with macadam certain public ways, or take any other action relative thereto.
VOTED : That the Town raise and appropriate the sum of $30,000.00 for the purpose of original construction, widening, extension, or paving with macadam, hot top or mix in place, certain public ways.
Article 12. To determine whether the Town will vote to raise and appropriate the sum of $4,500.00, or any other sum, for the purchase of a truck for the use of the High- way Department, or take any other action relative thereto. VOTED : That the Town raise and appropriate the sum of $4,5.00.00 for the purchase of a truck for the use of the Highway Department.
Article 13. To determine whether the Town will vote to raise and appropriate the sum of $2,200.00, or any other sum, for the purchase of a police cruiser, to replace ex- isting equipment, or take any other action relative there- to.

Article 14. To determine whether the Town will vote to request the Trustees under the Will of Julian De Cordova to pay over to the De Cordova and Dana Museum and Park one hundred per cent (100%) of the B Trust net income for the year 1962, or take any other action relative thereto. VOTED : That the Trustees under the Will of Julian De Cordova pay over to the De Cordova and Dana Museum and Park one hundred per cent (100%) of the B Trust net income for the year 1962.
Article 15. To determine whether the Town will auth- orize the Board of Selectmen and the School Committee to continue its annual contract with U. S. Commissioner of Education to operate the elementary school at L. G. Hans- com Field, Bedford, Massachusetts. VOTED : That the Town authorize the Board of Selectmen and the School Committee to continue its annual contract with the U. S. Commissioner of Education to oper- ate the elementary school at Lawrence G. Hanscom Field, Bedford, Massachusetts.
Article 16. To determine whether the Town will vote to raise and appropriate the sum of $2,000.00, or any other sum, for the purpose of continuing renovation of the Li- brary Building, or take any other action relative thereto. VOTED : That the Town raise and appropriate the sum of $2,000.00 for the purpose of continuing the renova- tion of the Library Building.
Article 17. To determine whether the Town will vote to raise and appropriate the sum of $1,000.00, or any other sum, for the purpose of electrifying and repairing the Library clock, or take any other action relative thereto. VOTED : That the Town raise and appropriate the sum of $1,000.00 for the purpose of electrifying and re- pairing the Library clock.
Article 18. To determine whether the Town will vote to accept as a public way the private way known as Boyce Farm Road, as shown on a plan entitled "Subdivision of Land in Lincoln owned by Joseph J. Napoli", and drawn by Rowland H. Barnes & Co., dated September, 1960, said plan being approved by the Planning Board of the Town of Lincoln on September 14, 1960, and recorded with the Middlesex Regis-

try of Deeds by Plan #1564 of 1960 and Plan #153 of 1960. Subsequently this land was recorded by Land Court Certifi- cate Case #30349. VOTED : That subject to final approval by the Board of Selectmen and to a deed under easement in form satisfactory to the Selectmen, the Town accept as a public way the private road known as Boyce Farm Road, as shown on a plan entitled "Subdivision of Land in Lincoln owned by Joseph J. Napoli", and drawn by Rowland H. Barnes & Co., dated September, 1960, said plan being approved by the Planning Board of the Town of Lincoln on September 14, 1960, and recorded with the Middlesex Registry of Deeds by Plan #1564 of 1960 and Plan #153 of 1960. Subsequently this land was recorded by Land Court Certificate Case #30349.
Article 19. To see if the Town will authorize the Selectmen on behalf of the Town to enter into a written contract with Wes-Lex Corporation pursuant to which Wes-Lex Corporation will deliver to the Town Treasurer the sum of $10,000.00, which sum the Town shall be empowered to appro- priate and use from time to time for a period of ten years for any one or more of several purposes, relative to the provision of water mains or fire fighting services or facilities for the benefit of the subdivision of land of Wes-Lex Corporation off Tower Road and for the benefit of adjacent or adighboring properties, or take any action relative thereto.
VOTED : That the Selectmen be authorized on be- half of the Town to enter into a written contract with Wes- Lex Corporation pursuant to which Wes-Lex Corporation will deliver to the Town Treasurer the sum of $10,000.00, which sum or any part thereof the Town shall be empowered to ap- propriate and use from time to time for a period of ten years for any one or more of several purposes relative to the provision of water mains or fire fighting services or facilities for the benefit of the subdivision of land of Wes-Lex Corporation off Tower Road and/or for the benefit of neighboring properties.
Article 20. To determine whether the Town will vote to raise and appropriate the sum of $3,000.00, or some other sum, to be added to the Stabilization Fund established pursuant to the vote of the Town under Article 23 of the 1959 Annual Town Meeting, or take any other action relative thereto.
VOTED : That there be raised and appropriated for addition to the Stabilization Fund established pursuant to the vote of the Town under Article 23 of the Annual Meet-

ing of March 16, 1959, for long-range land acquisition, the sum of $3,000.00.
Article 21. To determine whether the Town will vote to raise and appropriate the sum of $4,000.00, or some other sum, to be added to the Conservation Fund estab- lished pursuant to the vote of the Town under Article 13 of the 1961 Annual Town Meeting, or take any other action relative thereto.
VOTED : That there be raised and appropriated the sum of $4,450.00 to be added to the Conservation Fund established pursuant to the vote of the Town under Article 13 of the 1961 Annual Town Meeting.
Article 22. To determine whether the Town will vote to acquire for conservation and recreational purposes, by eminent domain, purchase, or in any other way, from Joseph and Mira C. Garland, a certain parcel of land on Sandy Pond Road, shown as Lot 2 on a plan entitled "Division of Land in Lincoln, Massachusetts, owned by Joseph and Mira C. Garland", recorded with Middlesex South District Regis- try of Deeds in Book 9955, Page 511, said parcel having an area of 1.8 acres, more or less, and for such purposes to expend from monies in the Conservation Fund established under vote of the Town under Article 13 of the 1961 Annual Town Meeting the sum of $4,000.00, or some other sum, or take any other action relative thereto.
VOTED : That the Selectmen be authorized and em- powered in the name and on behalf of the Town to acquire in fee by purchase, eminent domain, or in any other manner, for conservation and recreational purposes a certain par- cel of land on Sandy Pond Road belonging to Joseph and Mira C. Garland, shown as Lot 2 on a plan entitled "Division of Land in Lincoln, Massachusetts, owned by Joseph and Mira C. Garland", recorded with Middlesex South District Registry of Deeds in Book 9955, Page 511, said parcel having an area of 1.8 acres, more or less, and for such purpose to expend from monies in the Conservation Fund established pursuant to the vote of the Town under Article 13 of the 1961 Annu- al Town Meeting the sum of $4,000.00.
Article 23. To determine whether the Town will vote to amend the Zoning Map of Lincoln, Mass., dated February 2, 1953, as heretofore amended, to include within the C- Open Space Conservation District of the Town, under the Town's Zoning By-Law, certain parcels of land north of Beaver Pond, between Weston Road and Old Farm Road, more particularly shown and described on a plan entitled "Plan of Proposed C-Open-Space District", dated January 29, 1962,

VOTED : That the Zoning Map of the Town of Lin- coln, dated February 2, 1953, as heretofore amended, be further amended to include within the C-Open-Space Conser- vation District established under Section V-C of the Zon- ing By-Law of the Town certain parcels of land shown on a plan entitled "Plan of Proposed C-Open-Space Conservation District in Lincoln, Mass.", dated January 29, 1962, lying between Weston Road and Old Farm Road, said parcels being shown on the aforementioned plan as now or formerly of Fitts, DeNormandie, and Flint, and copies of said plan having been published, and posted in the office of the Town Clerk and in the Town Hall, as required by law.
Article 24. To determine whether the Town will vote to amend the Zoning Map of Lincoln, Mass., dated February 2, 1953, as heretofore amended, to include within the C- Open-Space Conservation District of the Town under the Town's Zoning By-Law certain parcels of land lying between Sandy Pond on the west and Bedford Road on the east, now or formerly of Ann S. Monks, Olga Pertzoff, and Constantin A. and Olga Pertzoff, or take any other action relative thereto.

To determine whether the Town will vote to amend its By-Laws by adding a new section as follows: The Board of Selectmen shall each year appoint an inspect- or of gas piping and gas appliances in buildings, whose duty shall be the enforcement of the rules and regulations adopted by the Board established by General Laws, Chapter 25, Section 12 (h), inserted by Section 1 of Chapter 737 of the Acts of 1960, and amendments thereto. VOTED : That the Town amend its By-Laws by add- ing a new section as follows: The Board of Selectmen shall in each year appoint an inspector of gas piping and gas appliances in buildings, whose duty shall be the enforce- ment of the rules and regulations adopted by the Board es- tablished by General Laws, Chapter 25, Section 12 (h), in- serted by Section 1 of Chapter 737 of the Acts of 1960, and amendments thereto.
Article 26. To determine whether the Town will vote to amend Section 4 - Fire Safety Requirements, and add a new section - Electrical Installations - to the Building Code of the Town of Lincoln, as proposed in a copy now on file with the Town Clerk.

tions to the Building Code of the Town of Lincoln be adop- Section 4. Fire Safety Requirements. Add new paragraph 4.0 - Fire Resisting Rating. 'The measured time in hours or fractions thereof that the material or con- struction will withstand fire exposure as determined by fire tests conducted in conformity to recognized standards. Change paragraph 4.2.2., ninth line to read " ... protected to afford the fire resistive ratings specified as follows :" Change paragraph 4.2.2., heading of tabulation to read, "FIRE RESISTING RATING OF CONSTRUCTION". Change paragraph 4.2.3 by adding to the second sentence, line 5, ... "or such other materials as will provide a minimum fire resistive
rating of 3/4 hour". Change paragraph 4.2.6, third and fourth lines, first sentence, to read ... "must have ceiling and interior walls constructed of metal lath and cement plaster at least 3/4 inches thick or of such other mater- ials as will provide a fire resisting rating of one hour." Add to paragraph 4.2.6, last line ". .. and the ducts are constructed of materials providing a fire resisting rating of 3/4 hour and further are equipped with dampers con- trolled by fuseable links and springs to insure closing the duct in case of fire." Change paragraph 4.2.7 (c), line 7, to read . "spector which provides equivalent fire resisting rating." Change paragraph 4.2.7 (d), add- ing to last line . . or such other materials as will pro- vide a fire resistive rating of 3/4 hour." New section

To see if the Town will vote to acquire in fee for school purposes by eminent domain, purchase, or any other way, a certain parcel of land now or formerly of Sandy Pond Trust, and formerly of Sumner Smith, located on the southwesterly side of Sandy Pond Road, between land now of Rouner and land now of Emmons and land now of the Town of Lincoln, for the use of schools, containing 35 acres, more or less, raise and appropriate a sum of money therefor, or take any other action relative thereto. VOTED : To pass over the article.

To determine whether the Town will vote to approve or disapprove the amount of indebtedness author- ized by vote of the Lincoln-Sudbury Regional District School Committee for the purpose of acquiring land. VOTED : That the Town approve the incurrence of indebtedness in the amount of $18,000.00, as authorized by vote of the Lincoln-Sudbury Regional District School Committee on March 13, 1962, for the purpose of acquiring land.
