To either of the Constables of the Town of Lincoln in said County :


GREETING:


In the name of the Commonwealth you are hereby required to notify the legal voters of said Town of Lincoln quali - fied to vote in Town Meeting for the transaction of Town Affairs to meet in the Charles S. Smith School in said Lincoln on Monday the 20th day of March next at 7:30 o'clock P. M. then and there to act on the following arti- cles except Article 1, and also to meet at the Fire and Police Station on Saturday, the twenty-fifth day of March next, at eight o'clock A. M., then and there to act on the following Article 1, by posting a copy of this Warrant, by you attested, in said Town seven days at least before the twentieth day of March next.


The polls for voting the Australian ballot on Saturday, March twenty-fifth, will be opened at 8 o'clock A. M. and may be closed at 7 o'clock P. M.

Garland, a certain parcel of land on Sandy Pond Road, being a portion or all of certain premises des- cribed in a deed recorded with Middlesex South District Registry of Deeds in Book 6169, Page 214, said premises having a total area of 14 acres more or less, and for such purposes to expend from monies in the Conservation Fund established pursuant to vote of the Town under Article 13 of this meeting, the sum of $4,000.00, or some other sum, to expend from monies in the Stabilization Fund established pursuant to vote of the Town under Article 23 of the annual meeting on March 16, 1959, the sum of $10,000.00, or some other sum, and to raise and appropriate the sum of $6,000.00 or any other sum, or take any other action relative there- to.

ARTICLE 15. To determine whether the Town will vote to amend the Zoning Map of Lincoln, Mass., dated February 2, 1953, as heretofore amended, to include within the C-Open- Space Conservation District of the Town under the Town's

Zoning By-Law certain parcels of land in the vicinity of Beaver Pond and Stony Brook, more particularly shown and described on a plan entitled "Plan of Proposed C-Open- Space District", dated February 10, 1961, by reference incorporated herein, or take any other action relative thereto.

ARTICLE 16. To determine whether the Town will vote to amend the existing General By-Laws, Article II, Section 5, by inserting after the words "the same" and before the words "this section" the following: "and provided that at the time of voting on a question of whether or not to amend the Zoning Map of the Town or any part thereof to permit uses referred to under Section V-B-3 of the Zoning By-Law adopted December, 1960, the number of voters con- stituting a quorum shall be 400" so that the Section reads as follows:


"The number of voters necessary to constitute a quorum at any Town Meeting shall be 100, provided however that a number less than a quorum may from time to time adjourn the same, and provided that at the time of voting on a question of whether or not to amend the Zoning Map of the Town or any part thereof to permit uses referred to under Section V-B-3 of the Zoning By-Law adopted December, 1960, the number of voters constituting a quorum shall be 400. This section shall not apply to such parts of meet- ings as are devoted to the election of Town Officers."

Report with Recommended Budget for 1961


The Finance Committee Report and its recommended Budget for 1961 is being published in the "Financial Section to the 1960 Town Report". The Section also carries the report of the Long- Term Capital Expenditures Committee, which is a useful back- ground for current as well as long-term considerations.


We recommend the adoption of the several appropriations for General Purposes in 1961 itemized in the Financial Supple- ment mentioned above which total $1,117,093, and compare with actual expenditures for the same General Purposes last year of $1,002,339. This is an increase of $114,754, or 11.3%.


We recommend adoption of a budget for the Water Department consisting of the several appropriations also shown in detail in the Financial Section and totaling $46,890. This compares with 1960 actual expenditures of $52,493.


In accordance with the By-Laws, the hearing on the Elemen- tary School Budget was held in conjunction with the School Committee on January 30. A hearing on the remainder of the Budget will be held after the publication of this report, and it is expected that it will be at least two weeks prior to the Town Meeting. The Committee hopes there will be a large atten- dance at this meeting.


Total cost of schools, including operating budgets for Elementary Schools, Regional High Schools, and bond service on their several properties, but excluding insurance, amounts to an estimated $769,000 or 69% of our total 1961 Budget. This is a 9.3% increase over the 1960 Budget and compares with an over- all budgeted increase of 7.2%. All wages and salaries at $642, 000 represent 57.5% of our total Budget and are up 15.5% over 1960. Increases in this category amount to 16% for schools and 14% for other Town Departments. However, these figures should not be construed as wage increases to individuals as the personnel in the schools and elsewhere has increased.


In 1960 the Finance Committee in cooperation with the various department heads in the Town functioned as a wage board in an attempt to coordinate the wage policies of the different departments. We believe this project has been reasonably successful and expect to continue this function in the future. Our policy in making the 1961 Budget was based on an approximate 5% increase in individual salaries and wages. The foregoing does not apply to teachers in either the Elementary Schools or the Regional High School as, in these two cases, the respective school boards function as wage committees.
