In the name of the Commonwealth you are hereby re- quested to notify and warn the inhabitants of said Town who are qualified to vote in the State and National Election to meet at the Fire and Police Building, Tuesday the eighth day of November, 1960, to bring in their votes for the election of the following officers and questions: Electors of President and Vice-President; Senator in Con- gress; Governor; Lieutenant Governor; Secretary; Attorney General; Treasurer; Auditor; Representative in Congress; Councillor; Senator; Representative in General Court (1); Register of Probate and Insolvency; County Commissioners; County Treasurer ; District Attorney, Northern District; Questions A. Shall licenses be granted in this town for the sale therein of all alcoholic beverages (whiskey, rum, gin, malt beverages, wines and all other alcoholic bever- ages)? - B. Shall licenses be granted in this town for the sale therein of wines and malt beverages (wines and beer, ale and all other malt beverages)? - C. Shall licenses be granted in this town for the sale therein of all alcoholic beverages in packages so called not to be drunk on the premises?

SPECIAL TOWN MEETING December 12, 1960


Pursuant to a Warrant duly served the Special Town Meeting was duly called to order on Monday, December 12, 1960, at 7:30 o'clock P. M. at the Smith School.


Elliott V. Grabill was appointed Temporary Clerk and kept the records of the meeting. A lack of a quorum was noted, and on motion duly made and seconded it was unanimously voted: That the meeting be adjourned to Tuesday, December 13, 1960, at 7:30 P.M. to meet in the Charles S. Smith


School. There being no further business to come before the meeting it was unanimously voted to adjourn as afore- said.

ADJOURNED TOWN MEETING December 13, 1960


In accordance with the above adjournment, the Rev. Morris R. Robinson gave the invocation at 7:45 P. M. The meeting was then called to order by the Moderator, Mr. Charles Y. Wadsworth, the return of the Warrant was read, and the following business transacted:


Article 1. To determine whether the Town will vote to accept Massachusetts General Laws, Chapter 54, Section 103A, which makes the provisions of the General Laws rela- tive to absent voters applicable to Town Elections. Voted : That the Town accept the provisions of Massachusetts General Laws, Chapter 54, Section 103A.

Article 2. To determine whether the Town will vote to amend Article II, Town Meetings, Section 1 of its General By-Laws, by substituting for the words " ... the polls shall be open from 12 M until 7 P. M. or to such later time up to 8 P. M. as the Moderator may determine", the words "the polls shall be open from 8 A. M. until 7:30 P. M.", so that Article II, Town Meetings, Section 1, as amended, shall read: "The Annual Town Meeting shall be held on the first Monday after the fifteenth day of March in each year at 7:30 P. M. for the transaction of all business except that the election of such officers and the determination of such matters as by law are required to be elected or determined by ballot shall take place on the following Saturday when the polls shall be open from 8 A. M. until 7:30 P. M.", or take any other action rela- tive thereto. Voted : That the Town amend Article II, Town Meetings, Section 1, of its General By-Laws, by substitut- ing for the words " ... the polls shall be open from 12 M until 7 P. M. or to such later time up to 8 P. M. as the Moderator may determine" the words " ... the polls shall be open from 8 A. M. until 7:00 P. M. until 7:00 P. M."


Article 3. To determine whether the Town will vote to appropriate the sum of $1,000.00 for the Water Depart- ment Pumping Station Maintenance and Expense Account, or take any other action relative thereto. Voted : That the Town appropriate the sum of $1,000.00 for the Water Department, Pumping Station Main- tenance and Expense Account, said sum to be taken from Water Department Surplus.


Article 4. To determine whether the Town will vote to amend its Zoning By-Law by striking out the existing Zoning By-Law in its entirety and by adopting in lieu thereof a proposed Zoning By-Law, copies of which have been posted in the Town Hall and in the office of the Town Clerk, or take any other action relative thereto. separating from the main motion for later consideration under this article all references to Light Industrial District zoning" was lost, with 155 for and 205 against.


A motion "To amend the main motion by striking out section B-3 - Selected Light Industrial District (from 3, page 8, line 37, through "street", page 11, line 5, inclusive) and further to erase all reference to light industrial districts anywhere in proposed zoning by-law by making the following eight additional changes: (1) Table of contents: In Section V under B-Busi- ness Districts, omit 3-B-3, Selected Light Industrial District, 8-11;


(2) Page 1, line 18: Change six to five; (3) £ Page 1, line 24: Omit B-3 - Selected Light Industrial District (Sect. V-B-3);


(4) Page 13, lines 39 and 40: Change comma to period and omit "and in a B-3 Selected Light Industrial District 400,000 square feet";


(5) Page 14, lines 7 and 8: Omit "and a B-3 Selected Light Industrial District";


(6) Page 17, lines 6 and 7: Omit "and a light industrial"; (7) Page 19, lines 4, 5, and 6: Change comma to period and omit rest of sentence;


(8) Page 19, line 14: Omit "and light industrial"; was lost.


It was then Voted: (239 for - 103 against) That the Town amend its zoning by-law by striking out the existing zoning by-law in its entirety and by adopting in lieu thereof the proposed zoning by-law, copies of which have been posted in the Town Hall and in the office of the Town Clerk, with the following amendments :


(1) In Section 1, captioned Purposes, in line 9, on page 1, delete the word "the" after the word "with" and before the word "comprehensive" and insert the word "a" in place thereof.


(2) In Section V-A-1, captioned R-1 Single Family Residence District, on page 6 in line 4, after the semi- colon, add "provided that a permit to erect and maintain such a tower in connection with the operation of an amateur radio station shall not be denied unless the safe- ty of the public will be endangered by such erection or maintenance."


(3) In Section V-A-2, captioned R-2 General Resi- dence District, on page 7 in line 14, insert after the

word "to" and before the word "the" the words "and ap- proved by".


(4) In Section V-B-2, captioned B-2 Service Busi- ness District, on page 8 in line 23, delete the period after the word "repair", add a comma, and insert the words "or awaiting delivery or pick up after repair". On the same page in line 30 delete the word "and" after the word "products" and before the word "subject". (5) In Section VI-A, captioned Height Regulations, on page 13 in line 19, after the word "to" and before the word "chimneys", add the words "radio and television towers, permits for which have been granted under Section V-A-1 above, or to", and on the same page in line 20, add a comma after the word "tanks" and insert after such comma and before the word "and" the word "antennas".


(6) In Section VI-D-1-f, captioned Wholesale and light industrial establishments: on page 17 in line 7, delete the word "two" and on the same page in line 8, substitute the word "person" for the word "persons". (7) In Section VI-E, captioned Signs, on page 18 in line 21, add after the semicolon the following: provided that a temporary sign with an area not to exceed thirty- two (32) square feet may be placed upon a tract of land to advertise the sale of individual lots into which such tract is to be divided and provided, further, that if such tract of land to be divided has frontage on more than one street or way, one such sign with an area not to exceed thirty-two (32) square feet may be placed thereon to face each street or way, provided that no two such signs are closer together than five hundred (500) feet".
