COMMONWEALTH OF MASSACHUSETTS NORFOLK, ss.
To the Constables of the Town of Weymouth in said County, GREETING :
In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of Weymouth aforesaid qualified to vote in Town affairs to meet in the hall of the Weymouth High School on Monday, the second day of March, 1931, at seven o'clock and forty-five minutes in the evening, then and there to act upon the following articles, namely :

and to determine in each case how and under whose direction the money shall be expended, to impose any conditions and restrictions thereon which the Town may see fit; to determine how much money so appropriated shall be available for expenditures under Clause (34) of Section 5 of Chapter 40 of the General Laws as amended by Chapter 36 of the Acts of 1928; to determine what, if any, sums so appropriated shall remain available after December 31, 1931; to fix the terms and conditions of any loan or loans authorized to pro- cure any of such funds and to authorize the issue of bonds or notes for the same, and fix the term and rate of interest of any such bonds or notes; to fix such salaries as require to be fixed by the Town Meeting; and to impose such conditions upon the drawing of compensation from the Town as the Town may see fit; or take any other action in reference to any of the foregoing subjects.
COMMITTEE REPORTS 7
(By Direction of the Selectmen)
Article 2. To take any action that the Town may think proper upon the reports of the several Town Boards and Committees and appoint or change any committee that the Town may think proper.
TOWN FINANCES (By Direction of the Selectmen)
Article 3. To see if the Town will vote to authorize its Treasurer, with the approval of its Selectmen, to borrow money in anticipation of the revenue of the current financial year.
Article 4. To see if the Town will vote to authorize its Treasurer, with the approval of its Selectmen, on and after January 1, 1932, to borrow money in anticipation of the revenue of the year 1932.
Article 5. To see what sum of money the Town will vote from surplus for the use of the Assessors in determining the tax rate for the year 1931.

Article 6. To determine in what manner taxes shall be collected during the current year, and fix the rate of interest on all taxes remaining unpaid after the time fixed for payment.
Article 7. To see if the Town will vote to authorize the Select- men to sell or otherwise dispose of any real or personal property of which the Town may be possessed or seized and for which it has no further use, including all real estate of which the Town has possession or title for non-payment of taxes; to see if the Town will vote to authorize any other department to sell or otherwise dis- pose of any personal property in its possession, and to determine the manner or conditions of such sales, or take any other action in reference thereto.
Article 8. To see if the Town will vote to authorize its Board of Selectmen to accept conveyances or mortgages of any real or personal property belonging to persons receiving poor relief from the Town and to dispose of said property in the manner they may adjudge for the Town's best interest, and to authorize them to dis charge any encumbrance on said property if they consider it for the best interests of the Town so to do, and to see what sum of money the Town will vote to raise and appropriate for the discharging such encumbrances.
Article 9. To see what disposition the Town will make of any insurance money which may be recovered from the loss or damage by fire of any Town property and to see what action the Town will take in reference to paying from the Municipal Buildings Insurance Fund any such losses on property not covered by insurance.
WATER DEPARTMENT (At Request of the Water Department)
Article 10. To see if the Town will authorize the issuance of not to exceed $7,500.00 in bonds or notes for the construction of water mains of six inches or more in diameter, said bonds or notes to be payable within fifteen years of the date of issue, and in accord- ance with Section 19 of Chapter 44 of the General Laws, or take any other action in relation thereto.
Article 11. To see if the Town will authorize the appropriation of not to exceed $20,000.00 from the General Fund of the Water Department for carrying on necessary work for private parties, pay- ment for such work to revert to the General Fund, or take any other action in relation thereto.
Article 12. To see if the Town will vote to re-affirm the action taken under Article 35 of the warrant for the Annual Town Meet- ing in 1928, Article 12 of the warrant for the Annual Town Meet- ing in 1929, and Article 18 of the warrant for the Annual Town Meeting in 1930 authorizing the Board of Water Commissioners to acquire by gift or purchase or take by right of eminent domain for the purpose of protecting the Town's water supply certain land lying within the water shed of Great Pond and not already owned

by the Town, and to see what sum of money the Town will vote to raise and appropriate for said purpose, and to determine by vote in what manner the funds for said purpose shall be raised and de- termine the conditions of any loan or loans necessary to procure such fund, to authorize the issue of bonds or notes for the same, and to fix the term and rate of interest on said bonds or notes, or take any other action in reference thereto.
Article 13. To see if the Town will vote to authorize the Select- men to accept on behalf of the Town deeds of any lands adjoining par- cels taken or purchased by the Town for the protection of the water supply in the vicinity of Great Pond, and will authorize the Board of Selectmen to sell said lands or to convey them in full or partial settlement of any claims for damages for land taken for the pur- pose of preserving the purity of the water supply, or take any other action in reference thereto.
Article 14. (On petition of Joseph W. Conren and others.) To see if the Town will vote to authorize the Board of Water Com- missioners to annul the agreement entered into between Henry S. Moody, Trustee, and the Town of Weymouth by which said Moody agreed to pay the Town 7% on $7,000 for five years for a water main to be laid from Commercial Street through the Moody Land Trust property known as Idlewell, or take any other action in ref- erence thereto.
Article 15. (On petition of Joseph W. Conren and others.) To see if the Town will vote to authorize the Board of Water Com- missioners to take over the deep water pipes now owned by the Moody Land Trust but laid by the Town of Weymouth during the years 1923 and 1924 and refund to the Moody Land Trust what they consider a fair value for said pipes.
Article 16. (At request of the Committee appointed under Article 20 of the warrant for the Annual Town Meeting in 1930.) To see what sum of money the Town will vote to raise and appropriate for the purpose of providing an emergency water supply for the Edison Plant, or to take any other action in reference thereto,
STREETS AND SIDEWALKS
Article 17. (By direction of the Selectmen and on petition of abutters on the several streets hereinafter named.) To see if the Town will accept the several reports of the Selectmen laying out as Town ways the following designated private ways and parts of ways, or any of them, to wit :
Puritan Road Sycamore Road White Park Pierce Road Mt. Vernon Road East
Mt. Vernon Road West Mt. Ida Road Woronoco Road Lakehurst Avenue Drew Avenue Glendale Avenue

or any portion of said ways and will authorize the Board of Select- men to acquire by gift or take by right of eminent domain an ease- ment for all purposes of a public street and highway in and over each of said streets as so «laid out and accepted, and to see what sum of money the Town will vote to raise and appropriate for the work- ing of each of the above named streets including the acquisition of the easements above referred to or for the building of any bridges in connection therewith and to see whether the Town will authorize the Board of Selectmen- to accept deeds of any reservation strips existing in connection with any of said streets, or to take any other action in reference thereto.
Article 18. To see if the Town will accept the several reports of the Selectmen relocating the following intersections and other portions of certain streets in the Town, or to take any other action in reference to the same, to wit :
The junction of North and Neck Streets ; The junction of Lake and Charles Streets ;
Bayview Street at its junction with Babcock Avenue; The junction of Bartlett Street and Babcock Avenue; The junction of Broad and Spring Streets ;
Iron Hill Street between property of the Weymouth Water Power Co. and property of Jeremiah S Connell;
The junction of Torrey Street and Park Avenue.
or any portions thereof, and to see if the Town will authorize the Board of Selectmen to acquire by gift or purchase or take by right of eminent domain an easement for all purposes of a public street and highway in and over the portions of said streets as so relocated and accepted; to see if the Town will vote to abandon any portion of said streets as formerly laid out which are not within the lines of said streets as so located; and to see what sum or sums of money the Town will vote to raise and appropriate for the working of each of the above streets as so relocated including the acquisition of the easements above referred to and for the building of any bridges which may be necessary in connection therewith, or take any other action in reference thereto.
- Article 19. (At the request of the Superintendent of Streets.) To see what sum of money the Town will vote to raise and appropriate for the permanent construction of existing streets, or take any other action in reference thereto.
Article 20. To see what sum of money the Town will vote to raise and appropriate for permanent sidewalks, or take any other action in reference thereto.
Article 21. To see what sum of money the Town will vote to raise and appropriate for private work, the same to be done by the Street Department on approval of the Selectmen and to see what disposition the Town will make for moneys received for such private work, or take any other action in reference thereto. ;

Article 22. To see what sum of money the Town will vote to raise and appropriate for regrading and curbing of the grass plot between Front and Main Streets near the junction of said streets, or take any other action in reference thereto.
Article 23. To see what sum of money the Town will vote to raise and appropriate for the removal of the ledge on that portion of Winter Street between Main and Front Streets, or take any other action in reference thereto.
Article 24. (On petition of Daniel Reidy and others.) To see what sum of money the Town will vote to raise and appropriate for the removal of a ledge on Canterbury Street and for putting said street in passable condition, or take any other action in reference thereto.
Article 25. (On petition of Arthur I. Negus and others represent- ing the Pond Plain Improvement Association.) To see what sum of money the Town will raise and appropriate to resurface Great Pond Road, Pine Circle and Partridge Road, and properly drain the same, or take any other action in reference thereto.
Article 26. (On petition of Arthur I. Negus and others represent- ing the Pond Plain Improvement Association.) To see what sum of money the Town will raise and appropriate to resurface Pond Street from Fountain Square to Independence Square, or take any other action in reference thereto.
: Article 27. (On petitions as hereinafter specified.) To see what sum or sums of money the Town will vote to raise and appropriate for the construction of permanent sidewalks on the streets herein- after set forth, or take any other action in reference thereto:
On Adams Place (on petition of John P. Desmond and others) ; On the Northerly side of Union Street from property of Oswald Ralph to the Rockland line ( on petition of Fred J. Allen and others) ;
