CLOSING REPORT OF THE BICKNELL SCHOOL BUILDING COMMITTEE


To the Citizens of Weymouth :


Although the general construction of the Bicknell School was completed on November 29, 1930, and the building made ready for occupancy at that time, formal acceptance did not take place until sixty days later, or about the middle of January. At that time there was an informal dedication of the building under the auspices of the Parent-Teachers' Association, with a musical entertainment and a short address by Burr F. Jones, State Supervisor of Elementary Education. During the evening the building was open to visitors for inspection, and a large number availed themselves of the privilege.


The balance available, as shown in last year's report, $5,692.80, plus an adjustment with the general contractors of $50.00, making a total of $5,742.80, was expended as follows :

REPORT OF COMMITTEE FOR PLANS OF NEW SCHOOLHOUSE AT WEYMOUTH HEIGHTS


To the Citizens of Weymouth :


Under a vote at the last Annual Town Meeting the undersigned were appointed by the Moderator a Committee to obtain plans and bids on a schoolhouse to be located on land on Church Street, Wey- mouth Heights, and a sum of $1,500.00 was voted to be raised and appropriated to be expended under the direction of this Committee for such purpose.


The Committee organized with Allan C. Emery as Chairman, and Prince H. Tirrell as Secretary.


Mr. Howard B. S. Prescott, Architect of a considerable number of schools in Weymouth, was authorized to prepare plans for a six- room schoolhouse, with assembly hall, fitted for the location secured.


Such plans have been prepared in detail, and have been accepted by the Committee as suitable for the location and well designed for the use proposed.


Before the date of the Annual Town Meeting there should be at hand bids or estimates of cost in proper form to be presented to the meeting.


A further report of the Committee will, therefore, be presented at the March meeting.

REPORT OF THE TOWN ACCOUNTANT


East Weymouth, Mass. January 22, 1932


To the Board of Selectmen :


Gentlemen :


I submit the thirtieth annual report of the Accounting Depart- ment, classified as nearly as possible to meet the requirements re- quested by the State Division of Accounts.


The customary examination of the accounts of the several Town officials has been made during the year and I believe the reports made by those officials to be correct. Cash balances have been ver- ified at least once a month as required by law.


The Town Treasurer's office was established in the Town Hall soon after the annual meeting and has accomplished all that was expected in bringing about more efficient management of Town finances.


The several Trust accounts in possession of the Treasurer have been examined and found correct. It is gratifying to note that the Laban Pratt Hospital Fund has now passed the $400,000 mark and it would seem that the policy of the Town relative to this fund has been a wise one. Should this fund be allowed to remain at interest a while longer the fear of the hospital becoming a liability on the Town would be reduced to a minimum.


The final payment was made in 1931 on the loan issued for the installation of the Police Signal System. Although an issue of $27,000 in notes was made for the construction of the Water Storage Tank at the Edgar Station of the Edison Electric Illuminating Co. of Boston the net debt of the Town was reduced to $932,000 by the payment of $84,000 for debt retirement in 1931.


The borrowing capacity has increased to $494,601.41. The Town appropriated $75,000 from Surplus Revenue in 1931 which accounts in part for the fact that Surplus Revenue has decreased this year to $164,978.07.


The assessment of $40,130.58 levied by the Commonwealth for Weymouth's entrance into the South Metropolitan Sewerage Dis- trict was not included in the tax levy by the Assessors in view of the fact that certain legal aspects of the case were being given con- sideration. This amount was, however, deducted by the State Treas- urer in the annual settlement with the Town which accounts for the overdraft in this item.

The classification of the many, financial transactions for the past year is given in as great detail as would seem necessary in a pub- lished report. Should further information be desired, however, the citizens of Weymouth should never hesitate to seek it by calling at this office, where you may be assured all possible information will be gladly furnished by its personnel. In fact, it is my desire that true facts relative to financial and other matters be ascertained to the end that mis-statements pertaining to municipal activities, which have a detrimental effect on our Town, be eliminated.


The willingness of the officials and department heads to co-op- erate in the work of this department has been most helpful.
