BE IT FURTHER RESOLVED that attested copies of these resolutions be furnished to Mr. Pearson, and that the Moderator appoint a committee of three to wait upon the School Committee of Arlington with a copy of these resolutions and request Mr. Pear- son's release.


The question on the adoption of these resolutions was by a rising vote and was unanimous.


The Moderator appointed Newland H. Holmes as a committee to retire and telephone to the family of George L. Barnes, Annual Moderator, and wish for him a speedy recovery from his illness.


Budget


Article 1. Voted: To provide for the salaries, operation and expenses during the current fiscal year of the several town's depart- ment and activities, for certain permanent improvments and to meet certain requirements of the law, the several sums hereinafter set forth are hereby appropriated for the several purposes and subject to the conditions hereinafter specified, all such sums to be raised by taxation in the levy of the current year unless some other source of revenue is expressed.


A. General Government


Item 1. For all expenses of the Appropriation Committee. $600.00

Mr. Everett Callahan moved as an amend- ment that the sum of $250. for the enforce- ment of the liquor law be taken out of the total amount.

Item 15. For the salaries and all expenses of the Fire Department.

C. Health and Sanitation


Item 24. For the salaries and all expenses of the Board of Health, which sum shall include the payment of compensation for inves- tigation to a member of the Board and the payment of the established rate of compensation to a member of the Board as an Inspector should the Board ap- point one of its own members to such a position.

Item 25. For the employment of Nurses under the direction of the Board of Selectmen who are hereby authorized to contract with the Weymouth Visiting Nurse Associa- tion to furnish the services of one or more nurses in cases where such services are a proper charge against the town Voted: the same be tentatively adopted.


Item 26. For the maintenance of the Norfolk County Tuberculosis Hospital. Voted : the same be tentatively adopted.

Item 28. For the collection of Garbage to be ex- pended under the direction of the Board Selectmen who shall arrange for the collection and disposal of garbage by contract, which shall expire either Dec. 1, 1931 or Dec. 1, 1932, all contracts for one year or more to be let after public notice and the submission of bids.


Provided that if a contract expiring Dec. 1, 1931 shall be let, the Selectmen are authorized to relet after public no- tice and bids, a contract for the year next ensuing.

Mr. William B. Dasha moved to amend by adding "all garbage to be removed from the town."

Item 29. For Charities.


In addition to which sum the further amount of $25,000. shall be raised and appropriated for the purpose of provid- ing work for persons in need of assist- ance who are or are in danger of becom-

ing chargeable to the Town of Wey- mouth for support. This sum shall be used for such highway, drainage and other public works as the Selectmen and Supt: of Streets may determine. The first charge against said appropriation to be not over $5,000.00 for working Lakehurst Avenue, commencing at Pleas- ant Street and working continuously toward Washington Street, provided the Town accepts said street and the second charge to be the drainage of Partridge Road and adjacent streets.


The work herein provided for shall be done independently of the regular Street Department work, no employee of the Street Department shall be employed thereon except for superintendence or to operate motor vehicles or road machinery and no person who is furnished work hereinunder in lieu of assistance shall be paid at a higher rate than $4.00 per day and at a like rate for portions of a day and no person shall be employed more days in any week than in the judgement of the Selectmen will be sufficient to provide sustenance for such person and his lawful dependents nor shall any per- son be so employed who has not a legal settlement in the Town of Weymouth.


Mr. Francis H. Maguire, Jr. moved as an amendment to strike out the words "and no person who is furnished work hereun- der in lieu of assistance shall be paid at a higher rate than $4.00 per day" and in- sert the words "any person employed on such work shall receive regular street department wages."


This amendment was put before the meeting and it was declared not a vote. Mr. Everett Callahan moved as an amendment : That the sum be $120,000.00 instead of $79,870.00.

And in case the present Superintendent of Schools shall continue in office after July 1, 1931, an additional sum of $3,000. wherein one-half shall be for an in- crease in the salary of the Superinten- dent and the other half for clerical as- sistance to the Superintendent.

tion for the Tufts Library shall be available for travelling expenses of the officers and employees of said Depart- ments outside the Commonwealth in securing information upon matters which may tend to improve the ser- vices in their respective Departments, and whenever any official whose com- pensation is at the rate of $1,000.00 a year or less shall be required to leave the town for the purpose of attending on behalf of the town any hearing be- fore an administrative board or official or before a court or otherwise than as a witness, the Selectmen may allow him not exceeding $10.00 per day for the time so consumed, in addition to the salary or emoluments of his posi- tion hereinbefore fixed or otherwise fixed in accordance with law.


And further provided that no monies appropriated herein or under any other Article of the warrant shall be available for the purchase of motor vehicles other than fire apparatus, trucks of more than two tons capacity and tractors unless the same shall be purchased from dealers living or hav- ing an established place of business in Weymouth.


And further provided that except as herein expressly authorized under Items 23 and 34 and except insofar as salaries may be increased in accordance with a sliding scale in force on Jan- uary 1, 1931, no portion of the monies herein appropriated shall be used to pay any person a fixed salary in excess of that which he was receiving in the month of January, 1931.


Provided further that the salaries of elective officers shall remain as last fixed by the Town.


Further provided that no monies here- in appropriated shall be used for the purchase of motor vehicles except as hereinbefore expressly authorized or in the case of a transfer from the Reserve Fund under General Laws, Chapter 40, Section 6.

Mr. Stuart Briggs moved to recon- sider the tentative adoption of Item 15. The motion was put before the meeting and it was declared not a vote.


The question of the adoption of the Budget Items under Article 1 was then put before the meeting and it was de- clared a unaminous vote.


Article 2. Voted: That all committees who have not rendered a final report until the work under their charge is completed be continued.


Article 3. Voted Unanimously : That the Town Treasurer with the approval of the Selectmen, be and hereby is authorized to bor- row money from time to time in anticipation of the revenue of the fiscal year beginning January 1, 1931 and to issue a note or notes therefor, payable within one year from that date and that any debt or debts incurred under this vote be paid from the revenue of the fiscal year in which they are contracted.


Article 4. Voted unanimously : That the Town Treasurer, with the approval of the Selectmen be and hereby is authorized on and after January 1, 1932 to borrow money from time to time in antici- pation of the revenue of the fiscal year beginning January 1, 1932 and to issue a note or notes therefor, payable within one year from that date and that any debt or debts incurred under this vote be paid from the revenue of the fiscal year in which they were contracted.


Article 5. Voted: To appropriate the sum of $75,000.00 from Surplus for the use of the Assessors in determining the tax rate for the year 1931.


Article 6. Voted: That the salary of the Tax Collector be six mills on each dollar of taxes collected, and that the Selectmen be authorized and instructed to insure the Tax Collector in the sum of $15,000.00 hold-up insurance; and further that in any case where the Building Inspector certifies to the Tax Collector that the build- ing on any property where taxes are unpaid is not in conformity with the building laws, the Collector shall instead of selling the property, take the same for the Town under General Laws, Chapter 60, Sections 53 and following. The time of payment and rates of interest on unpaid taxes to be fixed in accordance with the provisions of Chapter 59, Section 57 of the General Laws.


Article 7. Motion offered by the Appropriation Committee : That the Selectmen be authorized to sell or otherwise dispose of all real estate of which the town has possession for non-payment of taxes, and to execute and acknowledge sufficient deeds thereof, all such sales of real estate to be by public auction unless in the opinion of the Selectmen the fair value of the property to be sold in each case does not exceed $100.00 in which case and in the case of all sales of personal property the sale may be made by public auction or private sale as the Selectmen may deem for the best interests of the Town, and that the Board or Officer in charge of any other Town

Department may, with the approval of the Board of Selectmen, sell at public auction or private sale as the Board of Selectmen may approve, any personal property belonging to said department which in the opinion of the Officer or Board in charge of the Department is no longer needed by the Town and which in the opinion of the Selectmen is not needed by any other Town Department. Mr. John F. Dwyer moved as an amendment: That the Town convey to Mr. William Jones of Brighton the four lots of land off Union Street, (numbered 306-307-308-309 Pine Grove Park) giving him a deed for the same, in which he holds a receipt therefor.

Article 8. Voted: That the Board of Selectmen be authorized to accept conveyances or mortgages of any real or personal property belonging to persons receiving poor relief and to dispose of said property under the provisions of Article 7 in such manner as they may judge for the best interests of the Town and where said property is subject to any incumbrance if they consider it for the best in- terest of the Town to discharge said incumbrance they are hereby authorized to do so and the sum of $1.00 is hereby appropriated from surplus for the purpose of discharging any such incumbrance.
