To the Constables of the Town of Weymouth in said County, GREETING :


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of Weymouth, qualified to vote upon questions submitted to the voters at lange, to meet at the polling places of their respective precincts to wit: in Precincts 1, 3 and 5 in the Fire Engine Houses located in those Pre- cincts respectively, in Precinct 2 at G. A. R. Hall on Commercial Street; in Precinct 4 at the building of the Citizens' Association, Inc.


on Front Street; in Precinct 6 at the old Ward 2 Fire Engine House on the southerly side of Broad Street; in Precinct 7 at the Lovell's Corner Improvement Association Building on Washington Street ; in Precinct 8 at the Weymouth Heights Club Building on North Street ; on Monday, the thirteenth day of April, 1931 at two o'clock in the afternoon, then and there to bring in to the Wardens of their several Precincts their votes upon the following question; which is submitted to the voters at large under the provisions of Section 8 of Chapter 61 of the Acts of 1921 :


"Shall the Town accept Chapter 419 of the Acts of 1930?" The polls will be closed at eight o'clock in the evening.

WARRANT. FOR SPECIAL TOWN MEETING COMMONWEALTH OF MASSACHUSETTS


NORFOLK, ss.


To the Constables of the Town of Weymouth in said County, GREETING :


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of Weymouth aforesaid qualified to vote in Town affairs to meet in the hall of the Weymouth High School on Monday, the Thirteenth day of July, 1931, at seven o'clock and forty-five minutes in the evening, then and there to act upon the following articles, namely :


Article 1. To see what additional sums of money the Town will vote to raise or borrow and appropriate for the expenses and opera- tion during the remainder of the current fiscal year of each of the following Town Departments and activities, to wit:


1. Soldiers' Relief.


2. Charities, including the employment in accordance with the provisions of Section 2 of Chapter 117 of the General Laws of persons who are or are likely to become public charges, and for the conduct of the necessary work upon which such persons may be employed.


3. Street Department.


4. Unpaid Bills.

and to determine in each case how and under whose direction the money shall be, expended, to impose any conditions and restrictions upon the expenditure of any appropriation for any Town Depart- ments now or heretofore made that the Town may think proper, to determine how much of the money so appropriated shall be available for expenditures under Clause (34) of Section 5 of Chapter 40 of the General Laws as amended by Chapter 36 of the Acts of 1928; to fix the terms and conditions of any loan or loans authorized to procure any of such funds and to authorize the issue of bonds or notes for the same, and fix the term and rate of interest of any such bonds or notes, or take any other action in reference to any of the foregoing subjects.


Article 2. To see what sum of money the Town will vote to appropriate for providing an emergency water supply in North Wey- mouth and the erection of a standpipe; to see whether the Town will authorize the Board of Water Commissioners to acquire by gift, purchase, or take by right of eminent domain, the necessary land and easements therefor; to determine what manner the money so appropriated shall be raised, whether by loan or otherwise, and to fix the terms and conditions of any loan or loans authorized to pro- cure any of said money, and to authorize the issue of bonds or notes for the same and to fix the term and rate of interest of such bonds or notes.


You are directed to serve this warrant by posting a copy thereof, attested by you in writing, in each of two public places in each vot- ing precinct in said Town, seven days at least before the time for holding said meeting.

SPECIAL TOWN MEETING


July 13, 1931


Pursuant to the within warrant the Special Town Meeting of the inhabitants of the Town of Weymouth, represented by its duly elected and qualified Town Meeting Members, was held at the hall of the Weymouth High School, East Weymouth, on Monday evening, July 13, 1931. 184 Town Meeting Members being present out of 278 eligible.


The meeting was called to order at 7:50 o'clock by George L. Barnes, Annual Moderator, who requested the Town Clerk to read the warrant for the meeting. After reading the call for the meeting, it was voted on motion of Newland H. Holmes that the further reading of the articles in the warrant be omitted as each Town Meet- ing Member had a copy of the warrant. The Town Clerk then read the last three paragraphs of the warrant and the attestation of the constable who served the warrant.


The Moderator then invited Rev. Fr. Michael J. Derby, pastor of the Immaculate Conception Church, East Weymouth, to the plat- form, and he then invoked the Divine Blessing of the Ruler of the Universe upon the deliberations of this meeting.

Before proceeding to the business of the evening Mr. Basil S. Warren offered the following resolution, and it was unanimously endorsed :

Weymouth, Massachusetts July 6, 1931


WHEREAS, the Navy Department of the United States, by virtue of the authorization of Congress, is about to start the con- struction of several new destroyers, and WHEREAS it has become the policy of the Navy Department to name this type of vessel after outstanding heroes of the Navy who have from time to time dis- tinguished themselves and uplifted the good name of the service by performing acts of bravery and hazard beyond the call of duty, and WHEREAS, Lieut. Ralph Talbot, deceased, United States Marine Corps, Medal of Honor, so distinguished himself and so bravely upheld the glorious traditions of the United States Navy, that his services was recognized by the Congress of the United States, one of the four citizens of Massachusetts to be so honored in the World War, and the sole citizen of Massachusetts to be so honored for service in the Marine Corps, acting under the direction of the Navy Department,


NOW THEREFORE, be it resolved, That Weymouth Post No. 79, Department of Massachusetts, American Legion, in regular meeting assembled, this sixth day of July, 1931, petitions the Honorable Sec- retary of the Navy to give consideration to the name of Ralph Talbot.


And be it further resolved that a copy of this resolution be for- warded to the Secretary of the Navy at Washington, to the Senators from Massachusetts and to the Congressman from the Fourteenth Massachusetts district, urging their support and assistance in carry- ing out the intention of this resolution.

Article 1. Voted: To provide for salaries, operations and ex- penses during the remainder of the current fiscal year of the follow- ing Town Departments and Activities, for certain improvements and to meet certain requirements of law, the several sums hereinafter set forth are hereby appropriated for the several purposes and sub- ject to the conditions and limitations hereinafter set forth, all such sums to be raised by taxation in the levy of the current year, and to be in addition to such sums as have heretofore been appropriated for said purposes, to wit :


Item 1. For Soldiers' Relief.

Item 2. John W. Heffernan of the Appropriation Committee moved as follows : For Charities, $60,000.00 of which sum $8,000.00 shall be used for providing em- ployment in accordance with the provi- sions of Section 2, Chapter 117 of the General Laws for persons in need of assistance who are in danger of becom- ing chargeable to the Town of Wey- mouth for support, such money to be ex- pended in accordance with the restric- tions and limitations set forth in the vote passed under Item 29 of Article 1 of the

warrant for the Annual Town Meeting in March, 1931, except that not more than $1,000.00 in addition to sums already spent for work on Lakehurst Avenue, and that except for superintendence and the operation of motor vehicles and road machinery no person shall be employed or continued in employment under said appropriation unless and until the Wel- fare Worker employed by the Depart- ment of Public Welfare shall after in- vestigation determine that said person is a proper subject of public charity.


Mr. Francis A. Gunn moved as an amendment: That the sum of $8,000.00 in the first paragraph be increased to $15,000.00 for drainage in Columbian Square and contiguous areas.


This amendment was put before the meeting and was declared not a vote.


The motion of the Appropriation Com- mittee as offered by Mr. Heffernan was then put before the meeting and it was so voted.


Item 3. For the Street Department, $10,360.00 of which sum $2,000.00 shall be for repairs and improvements and enlargement of the Town Barn on Commercial Street. $360.00 for curbing of the grass plot be- tween Main and Front Streets near their southerly junction and $8,000.00 for the general use of the Department.


Item 4. For unpaid bills of previous years as follows :

The expenditure of all which sums shall be subject to the limitations and restric- tions applicable to the appropriations made for like purposes under the vote passed under Article 1 of the warrant for the Annual Town Meeting in March, 1931.

Article 2. Voted unanimously : That the Board of Water Com- missioners be and are hereby authorized to acquire by gift or take by right of eminent domain a suitable site in North Weymouth for the erection of a reservoir or standpipe and the necessary easements in connection therewith and that the sum of $45,000.00 be appropriated for the acquisition of said land and easements and the erection under the direction of the Board of Water Commissioners of such stand- pipe or reservoir, of which sum $12,000.00 shall be raised in the levy of the current year, and to meet the balance of said appropria- tion the Treasurer, with the approval of the Selectmen be and hereby is authorized to borrow a sum not to exceed $33,000.00 and to issue bonds or notes of the Town therefor, said bonds or notes to be payable in accordance with the provisions of Chapter 44 of the General Laws in one year from that date.


The Moderator appointed Daniel L. O'Donnell, A. Wesley Samp- son and E. Leo Madden as tellers, they were sworn to the faithful performance of that duty.


The tellers reported 142 voting in the affirmative and none in the negative.


Voted on motion of Mr. John W. Heffernan at 8:55 to adjourn without date.
