Article 28. (On petition of Anthony S. Veader and others.) To see what sum of money the Town will vote to raise and appropriate for the purpose of erecting a sea wall on the water side (north side) of Fore River Avenue, extending from the property of the North Weymouth Associates, to the extreme east side of the foot of Sea Street, a distance of approximately nine hundred (900) feet, or take any other action in reference thereto.


Article 29. (On request of the Planning Board.) To see what sum of money the Town will vote to raise and appropriate for the construction of the Westerly side of Putnam Street at or near the junction of Lafayette Avenue to its full width, or take any other action in reference thereto.


METROPOLITAN ACTIVITIES (By Direction of the Selectmen)


Article 30. To see what instructions the Town will give its Se- lectmen and Town Counsel in reference to any bills now pending or which may hereafter be introduced before the General Court providing for the consolidation, federation, or union in any form of Weymouth with any other municipality or municipalities.

Article 31. To see if the Town will accept Chapter 419 of the Acts of 1930.


Article 32. To see if the Town will vote to instruct the Select- men to petition the General Court for legislation modifying the con- ditions on which the Town may enter the South Metropolitan Sew- erage District, or take any other action in reference thereto.


GOVERNMENTAL AND ADMINISTRATIVE CHANGES


Article 33. (By direction of the Town Meeting under Article 66 of the warrant for the Annual Town Meeting in 1930.) To see what action the Town will take on a Pension and Retirement Bill for its employees which was ordered to be prepared at the last Annual Town Meeting and to see whether the Town will vote to instruct its Selectmen to petition the Legislature for an enactment of such a bill, or take any other action in reference thereto.


Article 34. (On petition of Fred A. Roulston and others.) To see if the Town will vote to instruct its Selectmen to petition the General Court for legislation providing that members of the Board of Selectmen and members of the Board of Assessors shall be nom- inated and elected by the respective wards of the Town, or take any other action in reference thereto.


Article 35. (At request of the Inspector of Buildings.) To see if the Town will vote to make the following additions to and changes in its by-laws, or take any other action in reference thereto:


Amend Section 711 by inserting a comma in place of the period at the end of the first sentence thereof and adding, after said comma, the following words: and shall not involve the renewal of more than 20% of the entire area of the roof; and by adding at the end of said section the following new sentence: 'Before renewing the covering of any roof or part thereof the old cover- ing must be removed.'


Add at the end of Section 720 the following sentence: 'If any portion of any building used in whole or in part for human hab- itation, is used or adapted for a garage or for the storage of any motor vehicle, the ceiling of the room or rooms so used shall be made of metal lath and three coats of cement plaster or of such other construction as would be permissable in a first-class build- ing as defined in Section 710.'


Amend Section 721 by striking out in the second paragraph thereof the words 'for the housing of automobiles.'


Add at the end of Section 799 the following new sentence : 'Until such time as the Town may adopt zoning laws the Board of Appeal shall adopt rules governing its procedure in cases be- fore it, which rules shall provide for a notice to all persons whom it considers will be affected by its decision, for a public hearing

if seasonably demanded by any party, and for the permanent preservation of its decisions in such form that can be examined by the public.'


Add a new section as follows :


ELECTRIC WIRING


SECTION 743. Before the installation or alteration of any electric wiring inside a building or structure as defined by these by-laws, a special permit must be secured from the Inspector of Buildings. All such electric wiring shall be installed or altered under the supervision of the Inspector, and all such installations and alterations shall be in accordance with the 1928 edition of the National Electrical Code, issued by the National Board of Fire Underwriters, provided, however, that the Inspector of Buildings may authorize a relaxation of any of the requirements of isaid code in any case where he considers that the fire hazard is not appreciably increased thereby.'


Amend Section 798 by adding before the last sentence thereof : 'For a permit to install or alter electric wiring in any building or structure (in addition to the fee for the building or alteration permit) $1.00' and by inserting in the last sentence before the word 'permit' the words 'or electric wiring.'

Add a new section to the by-laws reading as follows :


BILLBOARDS


Sec. 622. No billboards, except such as are exempt under sec- tions 30 and 32 of Chapter 93 of the General Laws or may be exempt under any other act hereafter passed exempting any bill- boards from the control of the Town, shall be erected or main- tained in this Town except under and in accordance with the following provisions :


(A) The person erecting or maintaining shall file with the Town Clerk a copy of his license, if any, and permit from the Department of Public Works, to maintain said billboard and the name and address of, a person or persons upon whom any notices or other papers relating to said billboard may be served;


(B) Before placing any advertising matter or other words or pictorial device upon said billboard he shall file with the Board of Selectmen a copy of the advertising matter, words or pictorial device or devices proposed to be placed upon said billboard and shall obtain the approval of -the Board thereof, and before any change is made in said advertising matter, words or devices, like copies shall be filed and approval obtained.


(C) Whenever the Selectmen, after due notice and a hearing determine that the safety and convenience of travellers on any public or private way require that the distance of any billboard from the ground be increased or that the height or length of any such billboard be decreased, they shall issue an order re- quiring the person, firm or corporation maintaining said bill- board to make said billboard comply with the requirements of said order, and unless said person, firm or corporation shall within thirty days from the service of a copy of said order upon the

person named in clause (A) hereof, or within such further time as the Selectmen may allow, make the distance from the ground, height, or length of said billboard conform with the requirements of said order, the Selectmen may take proceedings under clause (D) hereof :


(D) Whenever it is brought to the attention of the Selectmen that any billboard in the Town violates any provision of these by-laws, of the statutes of the Commonwealth, or of the Rules and Regulations of the Department of Public Works regarding billboards, they may cause an order to be served upon the person named in clause (A) hereof or upon the person, firm or corpor- ation maintaining said billboard requiring such person, firm or corporation forthwith either to make such billboard comply with the provision of said statutes, rules and regulations and by-laws, or to remove the same, and unless the person, firm of corporation maintaining said billboard shall within ten days from the service of a copy of said order comply therewith the Selectmen may take or direct the Town Counsel to take such legal proceedings under the laws of the Commonwealth, as in their judgment the nature of the case shall require.


The foregoing section shall take effect so far as regards bill- boards thereafter erected upon the first day of the calendar. month following its third publication as required by law, and as to all other billboards upon the first day of the third calendar month following such publication, on or before which date all persons, firms, or corporations maintaining billboards which are not exempt under Sections 30 and 32 of Chapter 93 of the General Laws shall file with the Town Clerk and Selectmen the papers required by clauses (A) and (B) thereof.


If any provision of the foregoing by-law shall be held void by any court or disapproved by the Attorney General, it shall not affect the validity of the remaining provisions thereof.


Article 36. (By direction of the Board of Selectmen.) To see what .sum or sums the Town will vote to fix as the fee for licenses under the provisions of Section 14 of Chapter' 148 of the General Laws as amended, and to see whether the Town will add a new section to its by-laws substantially in the following form embodying the fees so fixed, to wit :


'Section - For all original licenses granted under Section 14 of Chapter 148 of the General Laws and acts in amendment thereof and in addition thereto, the following fees shall be charged :


or take any other action in reference thereto.


CIVIC CENTER


Article 37. (By request of the Committee on New Town Hall and War Memorial.) To see if the Town will vote to authorize an electric light fixture to be placed on the easterly wall of the second floor corridor of the Town Hall where an opening is left therefor, and to see what sum of money the Town will vote to raise and ap- propriate for certain supplemental work in connection with the Civic Center, or take any other action in reference thereto.

TRAFFIC SIGNALS


Article 38. (On petition of C. D. Gibson and others.) To see what sum of money the Town will vote to raise and appropriate for the installation of a traffic tower at Bicknell Square to control all traffic lights on Bridge Street.


Article 39. ( As hereinafter specified.) To see what sum or sums of money the Town will vote to raise and appropriate for the installation of traffic signal lights at the following street intersections :


Bridge and Evans Street (on petition of C. D. Gibson and others) ;


Lincoln Square (at request of the Planning Board and on petition of Frederick A. Sulis and others) ;


Independence Square (at request of the Planning Board) or take any other action in reference thereto.


PARKS AND PLAYGROUNDS


Article 40. (On request of the Committee on Municipal Golf Course.) To see what sum of money the Town , will vote to raise and appropriate for the acquisition under Chapter 80A of the Gen- eral Laws of the several parcels of land and buildings described in a petition filed by the Inhabitants of the Town of Weymouth against 111.4 Acres of Land, Catherine H. Matthewson et al, Respondents, numbered 23,249 on the current docket of the Superior Court for Norfolk County, as amended, being a portion of the premises de- scribed in Article 21 of the warrant for the Special Town Meeting held August 11, 1930, and to see if the Town will vote to authorize the Board of Park Commissioners to prosecute said suit to final judgment for the condemnation of said land, or take any other action in reference thereto.


Article 41. (On request of the Committee on Municipal Golf Course.) To see what sum of money the Town will vote to raise and appropriate for the construction of a nine-hole golf course on the parcels of land described in the foregoing article and other ex- penses incidental thereto, or take any other action in reference thereto.


Article 42. (On petition of Fred A. Roulston and others.) To see if the Town will vote to authorize its Board of Park Commis- sioners to acquire by purchase or take by right of eminent domain for park purpose a certain tract of land with the buildings thereon containing about 13,600 square feet of land, now or late owned by Grace Hillyer, and bounded Southerly by Franklin Street, and East- erly, Northerly and Westerly by land of the Town of Weymouth commonly known as Weston Park, or take any other action in ref- erence thereto, and to see what sum of money the Town will vote to raise and appropriate to acquire the above described land and work the same for park use.


Article 43. (On petition of William A. Hannaford and others.) To see what sum of money the Town will vote to raise and appro- priate for the purpose of improving the Humphrey School Grounds for playground purposes, or take any other action in relation thereto.

Article 44. (On petition of Frederick Humphrey and others.) To see if the Town will accept the report of the Park Commissioners for the improvement of the Bicknell Meadow for a playground and to see what sum of money the Town will vote to raise and appro- priate for said purpose, to be expended under the direction of the Park Commissioners.


VETERANS' ORGANIZATIONS


Article 45. (On petition of Basil S. Warren and others.) To see if the Town will raise and appropriate a sufficient sum of money to provide permanent quarters for Weymouth Post No. 79, American Legion, as provided by Section 9, Chapter 40, General Laws of Mas- sachusetts and amendments thereto.


Article 46. (At the request of Wessagusset Post, No. 1399.) To see if the Town will vote to accept from Wessagusset Post, No. 1399, Veterans of Foreign Wars of the United States of America, a ma- hogany framed copy of the 'Declaration of Independence,' also a mahogany framed copy of the 'Constitution of the United States of America,' same to be hung in a suitable place in the Weymouth High School, or take any other action in reference thereto.


Article 47. (On petition of Joseph A. Fern and others.) To see if the Town will vote to raise and appropriate a (sum of money to provide permanent quarters for Wessagusset Post No. 1399 of the Veterans of Foreign Wars of the United States.


SCHOOLS


(At the Request of the School Department)


Article 48. To see what sum of money the Town will vote to raise and appropriate for further construction work at Legion Mem- orial Field, including any street widening that may be necessary contiguous thereto, or take any other action in reference thereto.


Article 49. To see if the Town will vote to authorize the ac- quisition or purchase of land or parcels of land in the vicinity of the Adams School, and land or parcels of land in the vicinity of the Center Portable School, co-called, for school purposes, and to see what sum of money the Town will vote to raise and appropriate, by loan or otherwise, for such purchase or purchases, and for the construc- tion of additional school buildings in either or both such locations, or take any other action in reference thereto.


Article 50. To see if the Town will vote to authorize the con- struction at the Weymouth High School of two entrance porticoes and fireproof stairways, and an outside lunchroom at such school, and to raise and appropriate money therefor, or take any other action in reference thereto.


MISCELLANEOUS


Article 51. (At request of Everett E. Callahan.) To see if the town will vote to instruct all boards and committees to appoint the heads of various departments whose salary is $2,800.00 or over on a

full time basis only, this article to mean that such head of any de- partment is not to accept any outside employment, or take any other action in reference thereto.


Article 52. (By direction of the. Selectmen.) .. To see what sum of money the Town will vote to raise and appropriate for building new voting booths and general repairs on the wooden building on Broad Street, formerly occupied as the Ward 2 Fire Engine House, or take any other action in reference thereto.


Article 53. (On petition of John H. Lewis and others.) To see what sum of money the Town will raise and appropriate for the prosecution of proceedings, for abatement of the nuisance and in- jury caused to citizens and property owners in the Town, from ac- cumulations of oil and grease along the shores of Weymouth Fore River and the contamination and polluting of waters of said River and its tributaries.


Article 54. (At request of the Chief of the Fire Department.) To see what sum of money the Town will vote to raise and appro- priate for fencing the lot of land on which the new Ward 2 Engine House stands, or take any other action in reference thereto.


Article 55. (At request of the Chief of the Fire Department.) To see what sum of money the Town will vote to raise and appro- priate for the purchase of a new Squad Truck for the Fire Depart- ment.


You are further required to notify and warn said inhabitants of Weymouth qualified to vote in Town affairs, in case all the articles in the foregoing warrant shall not be acted upon at the meeting called for said second day of March, to meet in 'adjourned session at the hall of the Weymouth High School on Wednesday, the fourth day of March, 1931, at 7 o'clock and forty-five minutes in the eve- ning, then and there to act upon such of the foregoing articles as shall not have been acted upon on March second or action upon which may at said meeting of March second have been deferred until said adjourned session.


You are further required to notify and warn the inhabitants of Weymouth qualified to vote in elections to meet at the polling places in their respective precincts, to wit: In precinct 1, 3 and 5 in the Fire Engine Houses located in those precincts respectively; in pre- cinct 2 at G. A. R. Hall on Commercial Street; in precinct 4 at the building of the Citizens' Association, Inc., on Front Street; in pre- cinct 6 at the old Ward 2 Fire Engine House on the Southerly side of Broad Street; in precinct 7 at the Lovell's Corner Improvement Association building on Washington Street; in precinct 8 at the Wey- mouth Heights Club building on North Street, Monday, the ninth day of March, 1931, at five o'clock and forty-five minutes in the forenoon, then and there to bring in to the wardens of their several precincts, their votes on one ballot, for the following named public officers, to wit:


Town Clerk for three (3) years; Town Treasurer;

ANNUAL TOWN MEETING March 2, 1931


Pursuant to the within warrant the annual meeting of the in- habitants of Weymouth, represented by its duly elected and qual- ified Town Meeting Members, was held at the hall of the Weymouth High School, East Weymouth, on Monday evening, the second day of March, 1931.


The meeting was called to order at seven o'clock and forty-five minutes .by the Town Clerk, who informed the meeting owing to the sickness of the Annual Moderator, it would be necessary to elect a Moderator pro tem.


Mr. John F. Dwyer moved and it was voted: that the Chairman of the Board of Selectmen, William A. Connell deposit one ballot bearing the name of Frederic Gilbert Bauer as Moderator pro tem. Mr. Bauer was sworn as Moderator by the Town Clerk.


The Moderator requested William A. Connell and H. Franklin' Perry to escort Rev. Nathan W. Wood, pastor of the First Baptist Church of Weymouth to the platform, who invoked the blessing of the Ruler of the Universe upon the deliberations of this meeting.


Before proceeding to the business of the evening Francis H. Maguire, Jr., Earl S. Porter and Oakley A. Kunz were sworn as Town Meeting Members.


The Moderator requested the Town Clerk to read the warrant, after reading the call for the meeting, it was voted: That the fur- ther reading of the articles in the warrant be omitted, as each Mem- ber had a copy of the same, the Town Clerk then read the last three paragraphs of the warrant and the attestation of the Constable who served the warrant.


Mr. Hcward M. Dowd offered the following resolution :


Whereas, Parker T. Pearson, for thirty-three years the efficient Superintendent of Schools has been offered the position of Super- intendent of Schools in the Town of Arlington ;


BE IT RESOLVED that we the citizens of Weymouth in An- nual Town Meeting assembled do hereby express our appreciation of the work done here by Mr. Pearson, our respect and esteem as

an educator, a Town Official and a citizen, and our earnest belief that the Town cannot afford to lose his services at this time, and


BE IT FURTHER RESOLVED that inasmuch as we believe that Mr. Pearson by reason of his long residence in Weymouth and his acquaintance with local conditions can advance the cause of ed- ucation as much by remaining here as by entering upon the new field of activity which has been offered to him, we now hereby re- quest the School Committee of the Town of Arlington to release him from any legal engagements into which he may have entered to the end that he may continue in the work which he has so suc- cessfully carried on in Weymouth.
