and to determine in each case how and under whose direction the money shall be expended, to impose any conditions and restrictions thereon which the Town may see fit; to determine how much money so appropriated shall be available for expenditures under General Laws, (Ter. Ed.) Chapter 10, Section 5, Clause 34; to determine what, if any, sums so appropriated shall remain available after December 31, 1938; to fix the terms and con- ditions of any loan or loans authorized to procure any of such funds and to authorize the issue of bonds or notes for the same, and fix the term and rate of interest of any such bonds or notes; to fix such salaries as require to be fixed by the Town Meeting; and to impose such conditions upon the drawing of compensation from the Town as the Town may see fit; or take any other action in relation to any of the foregoing subjects.


ARTICLE 2. (At the request of the W. P. A. Committee) To see what sum of money the Town will vote to raise or borrow and appropriate for providing co-operation with the Federal Government in unemployment relief and other projects of direct or indirect benefit to the Town or its inhabitants or take any other action in relation thereto.


ARTICLE 3. (At the request of the W. P. A. Committee) To see if the Town will vote that of the sum appropriated under Article 2 of this Warrant a definite amount be set apart for the purpose of resurfacing, constructing, altering or repairing sidewalks and curbings throughout the Town or take any other action in relation thereto.


COMMITTEE REPORTS


ARTICLE 4. (By Direction of the Selectmen) To take any action that the Town may desire upon the reports of the several Town Boards and Committees and appoint or change any committee that the Town may think proper.


TOWN FINANCES


ARTICLE 5. (By Direction of the Selectmen) To see if the Town will vote to authorize the Town Treasurer, with the approval of the Select- men to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1938, and to insure a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with General Laws (Ter. Ed.) Chapter 44, Section 17.


ARTICLE 6. To see if the Town will vote to authorize its Treasurer, with the approval of its Selectmen, on and after January 1, 1939 to borrow in anticipation of the revenue of the year 1939.


ARTICLE 7. To see what sum of money the Town will vote from sur- plus for the use of the Assessors in determining the tax rate for the year 1938.


ARTICLE 8. To see if the Town will vote to authorize the Selectmen to sell or otherwise dispose of any real or personal property of which the Town may be possessed or seized and for which it has no further use,

including all real estate of which the Town has possession or title for non-payment of taxes; to see if the Town will vote to authorize any other department to sell or otherwise dispose of any personal property in its possession and to determine the manner or conditions of such sales, or take any other action in relation thereto.


ARTICLE 9. To see if the Town will vote to authorize its Board of Selectmen to accpet conveyances or mortgages of any real or personal property belonging to persons receiving relief from the Town and to dis- pose of said property in the manner they may adjudge for the Town's best interest and to authorize them to discharge any encumbrances on said property if they consider it for the best interest of the Town so to do, and to see what sum of money the Town will vote to raise and appropriate for the discharging of such encumbrances.


STREETS AND SIDEWALKS


ARTICLE 10. (By Direction of the Selectmen and on Petition of Abutters on the Several Streets hereinafter named) To see if the Town will accept the several reports of the Selectmen laying out as Town ways the following designated private ways and parts of ways or any of them, to wit:


Newbert Avenue from its intersection with Main Street in an easterly direction a distance of about 900 feet to land of Alice H. Nelson.


Newbert Circle from a point where it intersects Newbert Avenue in a southerly direction about 165 feet thence turning sharply and running in an easterly direction about 300 feet thence turning abruptly and running in a northerly direction about 165 feet to a point where it again intersects Newbert Avenue.


Gibbens Street from its intersection with Summit Street at Webb Park to Commercial Street.


or any portion of said ways and will authorize the Board of Selectmen to acquire by gift or purchase or take by right of eminent domain in fee or otherwise for all purposes of a public street and highway in and over each of said streets as so laid out and accepted, and to see what sum of money the Town will vote to raise and appropriate for the working of each of the above named streets including the acquisition of the fee above referred to and for the building of any bridges, drains and conduits or securing easements which may be necessary in connection therewith and to see whether the Town will authorize the Board of Selectmen to accept deeds of any reservation strips existing in connection with any of said streets, or to take any other action in relation thereto.


ARTICLE 11. (By Direction of the Selectmen) To see what sum of money the Town will vote to raise and appropriate to reconstruct, re- surface, widen, straighten, relocate or work the following streets, provided the State or County or both will appropriate a sum of money to help de- fray the expenses of said work, to wit:


Commercial Street, North Street, Norton Street


or any portion of said ways and will authorize the Board of Selectmen to acquire by gift or purchase or take by right of eminent domain in fee or otherwise for all purposes of a public street and highway in and over each of said streets, and to see what sum of money the Town will vote to raise and appropirate for the working of each of the above named streets including the acquisition of the fee above referred to and for the building of any bridges, drains and conduits or securing easements which may be necessary in connection therewith and to see whether the Town will authorize the Board of Selectmen to accept deeds of any reservations strips existing in connection with any of said streets, or to take any other action in relation thereto.

ARTICLE 12. (By Direction of the Selectmen) To see if the Town will authorize the Board of Selectmen to acquire by gift, purchase. or take by right of eminent domain in fee a piece of property containing about 1321 square feet forming the junction of the westerly side line of Pine Street with the southeasterly side line of Pleasant Street and to see what sum of money the Town will vote to raise and appropriate for this pur- pose, or take any other action in relation thereto.


ARTICLE 13. (At the request of the Planning Board) To see if the "Town will take any action upon the report of the committee on the widening of Broad Street made in the Town Report of the year 1931, and to see what sum of money the town will vote to raise and appropriate for the purpose of widening Broad Street or any portion thereof, or take .any other action in relation thereto.


ARTICLE 14. (At the request of the Planning Board and on Petition as hereinafter may appear) To see what sum of money the Town will vote to raise and appropriate to reconstruct, resurface, widen straighten, relocate or work the following streets:

Winter Street


Federal Street


Forest Street


Pearl and Norton Streets


Sea Street from Thomas' Corner to Bicknell Square


Summer Street from Front Street to Federal Street


Essex Street from Broad Street to Commercial Street North Street near the corner of Neck and Pearl Streets


Front Street from the vicinity of Elliot Street to Federal Street


Pond Street from the N. Y. N. H. & H. R. R. to Abington Town Line


Whitman Street from Broad Street to the Humphrey School Grounds


Pleasant Street from Police Station to junction of Pleasant and Water Streets
