To the Board of Water Commissioners:
Gentlemen :
Herewith is submitted the thirty-seventh annual report of the Account- ing Department which sets forth the major financial transactions of the Water Department for the year ending December 31, 1938.
It should be noted at this time that the situation relative to the outstanding water accounts has shown continued improvement and that the condition to which I called attention a few years back has been al- leviated. The efficient work of the office personnel is mainly responsible for this improvement. The books of the department are now kept in such a manner as to enable this office to make an analysis with much satisfac- tion and a greater degree of assurance that the accounts are correct.
The customary verification of accounts disclosed no discrepancies and the cash balances have been found correct when reconciled monthly.
The net result of the years activity has increased the Surplus Revenue of the department to $110,219.56 while the Net Debt has been reduced to $116,000.00.
My contention has always been that Water Revenue should be used for water purposes only. The amount now in Surplus Revenue has caused a belief among some that a portion should be used to reduce the taxes ·on Real Estate. This proceeding, while perfectly legal, does not benefit the water consumer, whose money it is, as directly as a reduction in rates.
Should any of this surplus be applied to reduce the real estate tax & generous balance should be left to provide for such major improvements in the system as may be found necessary in the years just ahead as well as provide for such reduction in rates as seems advisable.
