ARTICLE 1. Mr. John W. Field, Secretary of the Appropriation Com- mittee moved: No Action be taken under this article.
Mr. Everett E. Callahan moved as a substitute motion:
"For the purpose of constructing a system or systems of mains, drains and common sewers in accordance with the provisions of the Acts of 1934, Chapter 47 and to enable the Town to secure the benefits of funds granted by the Federal Government under the Public Works Administra- tion Act of 1938, there be raised and appropriated the sum of $500,000. and the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow the sum of $275,000. and to issue bonds or notes of the Town therefor, under authority of and in accordance with the pro- visions of Chapter 50 of the Acts of 1938, said bonds or notes to be payable in not more than 30 years at such term and maximum rate of interest as may be fixed by the Emergency Finance Board. All moneys received by way of grant from the Federal Government on account of this pro- ject shall be applied first to meet the cost of construction hereof and any balance shall be applied to the payment of the loan herein authorized. The Selectmen or Sewer Commissions are hereby authorized and directed to accept on behalf of the Town, for use in carrying out such a project, a Federal grant of money, pursuant to the Public Works Administration Appropriation Act of 1938; and the Sewer Commissioners are authorized

to proceed with the construction of said project and to enter into all necessary and proper contracts and agreements in respect thereto, all sub- jects to applicable Federal regulations; and the Selectmen and Sewer Com- missioners are authorized to do all other acts and things necessary or convenient for obtaining said grant, working said loan, and constructing said project and the sewer Commissioners shall allow and approve the payment of such sums of money as the Town Counsel may find necessary for legal services performed by him or by his assistants on this project and upon such approval payments shall be made by the Town Treasurer of the sums so approved from the fund set up by the Town for the payment of damages and in accordance with the provisions of Section 5 of Chapter 47 of the Acts of 1934 the Town shall pay not less than two-thirds of the whole cost of said system, and it is further voted that in determining that proportion of the cost to the abutting land owners for said system the Sewer Commissioners shall use a method according to the frontage of such land on any way in which a sewer is constructed and according to the area of such land within eighty feet of such way provided the Town is not empowered by appropriate legislation at any time to pay the entire cost of said system: Provided further that the Moderator shall appoint a Committee consisting of the Senator to the General Court, the Representative to the General Court, the Town Counsel and two other citizens to petition the Legislature of 1939 for legislation permitting the Town to pay the entire cost of the system or systems of sewerage and sewerage disposal to be constructed now or hereinafter.
After 2 hours of debate on the question of sewerage pro and con Mr. Francis A. Gunn moved the previous question, So Voted:
The question of Mr. Callahan's substitute motion was then put before the meeting, as a two-thirds vote was necessary, the Moderator appointed Carlton Chambers, William A. Hodges and Frank G. Hale, Jr. as tellers, they were sworn as such by the Moderator.
The result of the count showed:
47 voted in favor - 149 voted against the motion.
Voted at 9:55 to adjourn.

In the name of the Commonwealth you are hereby required to notify and warn the inhabitants of said town who are qualified to vote in Primaries to meet in the polling places of their respective Precincts, to wit:
In Precinct 1 in the Bicknell School Hall;
In precinct 2 in the G. A. R. Hall on Commercial Street;
In precinct 3 in the Hunt School Gymnasium Hall, Broad Street;
In precinct 4 in the building of the Citizen's Association Inc. on Front Street.
In precinct 5 in the building of the Pond School, Pond Street;
In precinct 6 in the new Ward 2 Fire Engine House, on the northerly side of Broad Street, which place has been duly designated as the polling place of precinct 6 in accordance with chapter 54 of the general laws;

In precinct 8 in the Weymouth Heights Club Building on North Street;
In precinct 9 in the Fire House located in that precinct on Pleasant Street;

To bring in their votes to the Primary Officers for the nomination of Candidates of Political Parties for the following offices:
Governor for this Commonwealth.
Lieutenant Governor for this Commonwealth.
Secretary of the Commonwealth for this Commonwealth.
Treasurer and Receiver General for this Commonwealth.
Auditor of the Commonwealth for this Commonwealth.
Attorney General for this Commonwealth.
Representative in Congress for the thirteenth congressional district.
Councillor for second Councillor District.
Senator for Norfolk and Plymouth Senatorial District.
Representative in The General Court for Fifth Norfolk Representative District. .
District Attorney for the Southeastern District.
County Commissioner (1) for Norfolk County.
Sherriff for Norfolk County.
Two Delegates to the State Convention of the Democrat Party.
Twenty Delegates to the State Convention of the Republican Party.
One Delegate to the Union Party.
All the above candidates are to be voted for upon one ballot.
The polls will be open from 12 noon to 8 P. M.
And you are directed to serve this warrant by posting attested copies thereof 7 days at least before the time of said meeting as directed by vote of the town.
Hereof fail not and make return of this warrant with your doings threeon to the Town Clerk on or before the 13th day of September 1938.

GREETING:
In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of Weymouth aforesaid

qualified to vote in town affairs to meet in the hall of the Weymouth High School on
FRIDAY, THE FOURTEENTH DAY OF OCTOBER, 1938
at seven o'clock and forty-five minutes in the evening then and there to act upon the following articles, namely:
BUDGET
ARTICLE 1. To see what sums of money the Town will vote to borrow or transfer and appropriate for the salaries, operation and expenses during the remainder of the current fiscal year of each of the following Town Departments and activities, to wit:
RELIEF ACTIVITIES
1. For the Payment of Damages.
2. For Public Welfare
3. For Old Age Assistance
4. For Aid to Dependent Children.
and to determine in each case how and under whose direction the money shall be expended, to impose any conditions and restrictions thereon which the Town may see fit; to determine what, if any, sums so appropriated shall remain available after December 31, 1938; to fix the terms and con- ditions of any loan or loans authorized to procure any of such funds and to authorize the issue of bonds or notes for the same, and fix the term and rate of interest of any such bonds or notes; and to impose such con- ditions upon the drawing of compensation from the Town as the Town may see fit; or take any other action in reference to any of the foregoing subjects.
ARTICLE 2. To see what further sum of money the Town will vote to borrow or transfer and appropriate for providing co-operation with the Federal Government in unemployment relief and other projects of direct or indirect benefit to the Town or its inhabitants or take any other action in relation thereto.
You are hereby required to notify and warn said inhabitants of Weymouth qualified to vote in town affairs, in case all the articles in the foregoing warrant shall not be acted upon at the meeting called for the fourteenth day of October, to meet in adjourned session at the hall of the Weymouth High School on
MONDAY, THE SEVENTEENTH DAY OF OCTOBER, 1938
at seven o'clock and forty-five minutes in the evening then and there to act upon such of the foregoing articles as shall not have been acted upon on October fourteenth or action upon which may at said meeting of October fourteenth have been deferred until said adjourned session.
You are directed to serve this Warrant by posting a copy thereof, attested by you in writing, in each of two public places in each voting precinct in said Town, seven days at least before the time for holding the first meeting called for in this warrant.
Hereof fail not, make due return of this warrant with your doings thereon to the Town Clerk of said Town on or before the sixth day of October, 1938.

SPECIAL TOWN MEETING
October 14, 1938
Pursuant to the within warrant a special meeting of the inhabitants of Weymouth, represented by its duly elected and qualified Town Meeting Members was held in the hall of the Weymouth High School, this four- teenth day of October, 1938. 116 Town Meeting Members names being checked by police stationed at the doors for that purpose out of 343 mem- bers eligible.
The meeting was called to order at 7:50 o'clock in the evening by Daniel L. O'Donnell, Annual Moderator, who requested the Town Clerk to read the warrant for the meeting, he also read the attestation of the constable who served the warrant.
The Moderator requested Rev. Joseph R. Newton, pastor of the Con- gregational Church of East Weymouth to invoke the blessing of the Ruler of the Universe upon the deliberations of this meeting.
One Town Meeting Member was sworn as such.
BUDGET
ARTICLE 1. Mr. John W. Field, secretary of the Appropriation Com- mittee moved: To provide for the salaries, operation and expenses during the balance of the fiscal year of the several Town Departments and ac- tivities, for certain improvements and to meet certain requirements of the law, the several sums hereinafter set forth are hereby appropriated for the several purposes and subject to the conditions hereinafter specified, all such sums to be transferred from surplus, unless some other source of revenue is indicated. So Voted.

RELIEF ACTIVITIES
Item 2 Mr. Field moved: For public welfare
$14,000.00
Of this sum $9,000. is to be used for the reimburse- ment to other cities and towns for relief provided by them to persons having a legal settlement in this town and $5,000. shall be for relief of persons having a legal settlement in the Town or the relief of per- sons living in the town not having a legal settlement here and no part of this entire appropriation shall be used for administrative or miscellaneous expenses. Callahan moved as an amendment: That a committee of three (3) be appointed by the Moderator, none of whom shall hold an official or semi-official town position, said committee to make a study of all types of relief and report to the next annual town meeting. For the defraying of necessary expenses, the sum of $50. shall be set aside in the Welfare Fund. Mr. Harry J. Dowd moved an amend- ment by appropriating from the surplus revenue the sum of $500. for this purpose. Mr. Callahan accepted the amendment of Mr. Dowd and thus became a part of his motion. This amendment was put before the meeting and it was so voted.
The motion of the Appropriation Committee as thus amended was so voted.

Item 3 Mr. Field moved: For Old Age Assistance Of this entire sum no portion shall be used for ad- ministrative purposes or miscellaneous expenses. Mr. Everett E. Callahan moved as an amendment: That the sum be $20,000. instead of $15,000.00. Not a vote.

Item 4 Mr. Field moved: For Aid to Dependent Children Of this entire sum no portion shall be used for. ad- ministrative or miscellaneous expenses.
Mr. Everett E. Callahan moved as an amendment: That the sum be $6,000. instead of $4,000. Not a vote. The motion of the Appropriation Committee was so voted.
Mr. Field further moved: And provided further that the Town go on record with a recommendation to the Board of Public Welfare that they take such action as may be necessary to further reduce the costs to the Town for its Public Relief Activities. So voted.
ARTICLE 2. Mr. Field moved: No action.
Mr. Everett E. Callahan moved: For the purpose of carrying on W.P.A. Activities until April 1, 1939 that one person be appointed by the present W.P.A. Committee at a salary of fifty ($50.00) dollars per week said appointee shall replace the present W.P.A. Committee on October 15, 1938 and shall be given full authority to act in behalf of the Town re- garding all activities connected with W.P.A. Not a vote.
The motion of the Appropriation Committee was so voted.
