REPORT OF THE BOARD OF SELECTMEN
To the Citizens of Scituate:
The epidemic of mosqitoes last summer has not been forgotten, as evidenced by the number of letters received by the Board request- ing that some control measures be taken. At present the town is assessed $4,000 annually by the state in accordance with an act of legislature in 1937. This money is expended under state supervision to maintain the flow of water only in those streams emptying into salt water.
For several years the town has had a greenhead fly and midge control, which, while eliminating the greenhead fly, has had little effect on the midges. The amount allotted for this purpose is $1,900. The project consists of spraying the marshland surrounding Peggotty Beach and Third Cliff and the treating of Musquashcut Pond. The Pond has given us more than its share of headaches, and we now have a bill before the legislature, requesting an in- vestigation of this trouble-spot.
Several news items have appeared in local papers reporting the attempts to group the towns of the South Shore and the City of Quincy into one working unit, under state supervision, for the elimination of mosquitoes by drainage and spraying. Although some of the towns may be ready to participate in such a program, Scituate must delay until the State Reclamation Board has made a local survey. We have set up our own protection plan by asking for an appropriation of $3,000. This program will be under the super- vision of the Selectmen The first spray will be applied around the end of April; the others, when deemed necessary. It may not be necessary to expend the whole appropriation.
Members of organizations using Legion Hall above the Police Headquarters have reported that the floor is in very poor condition. We asked that our Building Inspector, Mr. Hobson, inspect said building. His inspection showed that the sills supporting both the Hall floor and the Police Headquarters floor were decayed to such an extent that their strength has probably been reduced fifty per- cent. The state does not pass on a building as to its safety, if its capacity is less than four hundred. According to state regulations Legion Hall has a capacity of only one hundred. Under the circum-

stances, Mr. Hobson has ordered that not more than sixty persons occupy the Hall at one time The Selectmen feel that it would be wise to discontinue the use of this hall in the very near future.
In September, the state commenced dredging in our harbor in the Yacht Club basin with what seemed a sizable appropriation. Since then several additional sums have been designated for ex- penditure. Thus we are able to do adequate dredging around the Town Pier and opposite the Jericho Parking Area. It is hoped that the national government share will be received by early spring. When all work is completed, Scituate will have a very ample harbor.
The frame in Lawson Park containing the names of those who served in World War 2 was removed because of its poor condition. The School Board has accepted the suggestion that the new gym- nasium be dedicated as a memorial to the veterans of World War 2 and that their names be suitably inscribed in the building.
Raymond Zucker, who has been active in Legion and Com- munity affairs, was appointed Director of Scituate Civil Defense, a position formerly occupied by Captain Claude Bennett.

.At a legal meeting of the inhabitants of the Town of Scituate qualified to vote in Elections and Town Affairs, held at the High School Auditorium in said Scituate on Tuesday, the eighth day of January, 1952, at 8 o'clock P.M .; the meeting was called to order by Moderator Philip S. Bailey.
The warrant was read by Town Clerk William M. Wade.
Tellers appointed by the Moderator were: Joseph V. Feeley, Rogers W. Harwood, Francis C. McLean, and John E. Bamber, be- ing sworn by the Town Clerk.
ARTICLE 1
To see if the Town will raise and appropriate or transfer from available funds, an additional sum of $5,500.00 to be used in con- junction with such sums of money as may be allotted by the De- partment of Public Works of the Commonwealth of Massachusetts, the County of Plymouth, and raised and appropriated by the Town of Marshfield, or any of them, for the construction of a bridge without draw between the Town of Scituate and the Town of Marshfield, which additional sum is to be added to the sum of $20,750.00 which the Town voted to raise and appropriate under Article 51 at its Annual Town Meeting on March 5, 1951.
VOTED: That the Town transfer from the Excess and De- ficiency Account an additional sum of $5,500.00 to be used in con- junction with such sums of money as may be allotted by the De- partment of Public Works of the Commonwealth of Massachusetts, the County of Plymouth, and raised and appropriated by the Town of Marshfield, or any of them, for the construction of a bridge with- out draw between the Town of Scituate and the Town of Marsh- field, which additional sum is to be added to the sum of $20,750.00 which the Town voted to raise and appropriate under Article 51 at its Annual Town Meeting on March 5, 1951. To see if the Town will authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year, beginning January 1, 1953 and to issue a note or notes therefor, payable with- in one year and to renew any note or notes as may be given for a period of less than one year in accordance with Sec. 17, Chapter 44, G. L.

Will the Town vote to have all the income from the Water Department paid to the Town Treasurer, and estimated receipts used by the Assessors in fixing the tax rate for the current year?
VOTED: Yes.
ARTICLE 9
Will the Town vote to raise and appropriate the sum of $10,000.00 to the Reserve Fund or transfer the whole or any part thereof from any available funds, or act thereon?
VOTED: To transfer $10,000.00 from the Over-Lay Surplus to the Reserve Fund for the Advisory Committee.
ARTICLE 10
Will the Town vote to raise and appropriate the sum of $500.00 to meet foreclosure costs on tax titles, or act thereon?

ARTICLE 11
