REPORT OF THE BOARD OF SELECTMEN
To the Citizens of Scituate:
The report of the Board of Selectmen to the citizens of the Town should naturally revolve around four topics, namely: Tax Rate; Coming Year's Expenditures; the Accomplishments of the Past Year and Plans for the Future. These are subjects that are, and should be, foremost in the thoughts of all taxpayers.
At the time of writing this report, it is difficult to forecast the exact tax rate, but by using available figures and information, it appears that we shall experience an increase caused chiefly by the increase in the personnel of the Police and Fire Departments, which was voted during the year 1954, and by the increase in the salaries and teaching staff of the School Department.
The proposed expenditures for 1955 have been kept at a min- imum. The elimination of a request of about $55,000.00 for a new Town Pier will have considerable influence in keeping the tax rate from rising sharply. Several other requests have been deleted from the Warrant by the Board at this time, solely in the interest of keeping the tax burden as low as possible.
The year 1954 saw many projects under way or brought to a successful conclusion, through the efforts of your Board of Select- men. Chief among these is the improvement of the Harbor Park- ing Area, with the additional facilities for about two hundred cars by next summer. This was made possible by the close co-operation of the Department of Public Works by virtue of their participation in the expense on a basis of matching local funds. Other benefits include elimination of the mileage charge to many telephone users outside the so-called base rate area; the continued State dredging in our harbor; start of work on Branch Street Playground in line with our policy of providing sufficient playground facilities; the reduc- tion in fire insurance rates through the medium of obtaining a re- classification of our rate from Class C to Class B, made possible by the addition of personnel and a new 750 gallon Seagrave pumping engine to the Fire Department. Also, this put us in the enviable position of having one of the best equipped fire departments in the Commonwealth.

SELECTMEN'S REPORT
Also numbered among the accomplishments of the past year is the approval of the dredging of a channel and the construction of a sluice-way at Musquaschiat Pond in the amount of $50,000.00, which is intended to alleviate the mosquito nuisance. Another project of inestimable value is the Act of the Town in becoming a member of the South Shore Mosquito Control Project, a decided success in its first year of operation in Scituate.
Future plans must of necessity include the construction of one elementary school to provide for the ever increasing school popula- tion, and of a new Town Pier, probably in the vicinity of the inner basin now under construction.
Additional sources of water supply for which you will be asked to appropriate money at the Annual Meeting are included in the long range planning program for Scituate. Finally, in the not too distant future, provisions must be made for the construction of new housing facilities for the Police Department and other Town Officials.

ANNUAL TOWN MEETING March 1, 1954
At a legal meeting of the inhabitants of the Town of Scituate, qualified to vote in Elections and Town Affairs, held at the High School Auditorium in said Scituate on Monday, the first day of March, 1954; at 7 o'clock P.M., order was called by Moderator Philip S. Bailey.
Invocation by Rev. Allan D. Creelman, pastor of the Baptist Church.
The warrant was read by Town Clerk William M. Wade.
The check list was used. Checkers were Charlotte L. Chessia, Barbara Tobin, John J. Lonergan and Ruth M. Meyers.
Tellers appointed by the Moderator and sworn by the Town Clerk were: Joseph V. Feeley, J. George Vollmer, Walter L. Enos, Joseph R. Dillon, Joseph C. Driscoll, Edward R. Gillis, Harold M. Fishwick, William A. Hendrickson and John E. Bamber.
Nathaniel Tilden was appointed as Assistant Moderator and was sworn by the Town Clerk.

To choose all the necessary Town Officers other than those elected by ballot, viz: Surveyor of Lumber, Measurer of Wood and Bark, two or more Field Drivers, one Pound Keeper.

ARTICLE 3
Will the Town vote to establish salarics and compensation of all elected Town Officers, or act thereon.
VOTED: That the Town establish salaries and compensation of all elected Town Officials, and to make said salaries retroactive to January 1, 1954. All salaries and compensation of all elected Town Officers voted under Article 3 be less any retirement allow- ance received by such officers.
Selectmen: Chairman $1,815.00 and legitimate expenses. Other members $847.00 each and legitimate expenses.
Board of Public Welfare: Chairman $550.00 and legitimate expenses. Other members $440.00 each and legitimate expenses. This sum shall include their charges for all services performed by them and either of them.
Assessors: Chairman $2,100.00 and legitimate expenses. Other members $1,500.00 each and legitimate expenses.
Highway Surveyor: $5,200.00 and legitimate expenses.
Town Collector: $4,500.00 and legitimate expenses. All de- mand fees to accrue to the Town.
Town Treasurer: $4,000.00 and legitimate expenses.
Tree Warden: $484.00.
Town Clerk: $1,892.00 and legitimate expenses.
Board of Health: Secretary $847.00 and legitimate expenses. Other members $484.00 each and legitimate expenses. This sum shall include their charges for all services performed by them, other than the inspection of meat, plumbing and cattle.
Park Commissioners: Each member shall be paid for actual labor performed by them at the same rate as skilled labor in the Highway Department; namely $1.50 per hour and their employees $1.35 per hour.
Water Commissioners: Chairman $423.50 and legitimate ex- penses. Other members $363.00 each and legitimate expenses.
Moderator: $137.50.

VOTED: That the Town raise and appropriate, or transfer from available funds, the sum of $50,000.00 for shore protection to be used in conjunction with any sums already appropriated, or to be appropriated, by the Commonwealth of Massachusetts and the County of Plymouth, or either of them, the sum of $15,000.00 of said appropriation by the Town to be raised by taxation in the levy of the current year and the balance of $35,000.00 to be borrowed by the Town and repaid in five equal annual payments beginning in the year 1955 and ending in the year 1959. Unanimous vote.
ARTICLE 36
To see if the Town will assume liability in the manner provided by Sec. 29 of Chapter 91 of the G. L., as amended by Chapters 516 and 524, Acts of 1950, for all damages that may be incurred by work to be performed by the Department of Public Works of Massa- chusetts for the improvement, development, maintenance and pro- tection of tidal and non-tidal rivers and streams, harbors, tide- waters, foreshores and shores along a public beach outside of Boston Harbor, including the Merrimack and Connecticut Rivers, in ac- cordance with Sec. 11 of Chapter 91 of the G. L. and authorize the Selectmen to execute and deliver a bond of indemnity therefor to the Commonwealth.
VOTED: To assume liability.
ARTICLE 37
To see if the Town will raise and appropriate the sum of $5,000.00 to be used in conjunction with such sums of money as may be allotted by the Department of Public Works of the Com- monwealth of Massachusetts and County of Plymouth, or either of them, under Chapter 90 construction, or act thereon.
VOTED: To raise and appropriate $5,000.00. Unanimous vote.

ARTICLE 38
Will the Town, acting under the authorization provided by Chapter 252 of the G. L., vote to join the South Shore Mosquito Control Project in conjunction with the City of Quincy, and the Towns of Braintree, Weymouth, Cohasset and Hull and raise and appropriate a sum of money for this purpose, or take any other action in relation thereto.
VOTED: That the Town, acting under the provisions of Chapter 252 of the G. L., join the South Shore Mosquito Control Project in conjunction with the City of Quincy and the Towns of Braintree, Weymouth, Cohasset and Hull, and that the sum of $5,000.00 be raised and appropriated for this purpose. Unanimous vote.
