To the Constables of the Town of Arlington, in said County :


Greeting :


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Arlington, qualified to vote in elections, to meet at the polling places designated for the several pre- cincts in said town on Monday, the first day of March, 1943 at seven o'clock in the forenoon, to act on the following Articles, namely :


Article 1. To elect by ballot the following Town Offi- cers : a Moderator for one year ; a Selectman for three years ; a member of the Board of Public Works for three years ; one Assessor for three years; three members of the School Committee for three years; two Trustees of the Robbins Library for three years ; one member of the Board of Health for three years; one Park Commissioner for three years; one Park Commissioner for two years; two members of the Planning Board for three years; one Commissioner of the Sinking Fund for three years; one Trustee of the Pratt Fund for five years; one Trustee of the Pratt Fund for three years; one Trustee of the Edwin S. Farmer Poor Widows' Fund and Trustee of the Edwin S. Farmer Fund for Needy Persons for five years ; one Trustee of the Edwin S. Farmer Poor Widows' Fund and Trustee of the Edwin S. Farmer Fund for Needy Persons for four years; one Cemetery Commissioner for three years; a Tree Warden for one year; also, in accordance with the provisions of Chapter 43A of the General Laws, in each precinct the number of Town Meeting Members as hereinafter specified : in Precinct 1, five such members for three years and one such member for two years; in Precinct 2, seven such mem-

For these purposes, the polls will be opened at seven o'clock A. M. and remain open until eight o'clock P. M., at each of the polling places designated, viz; Precinct One, in the Crosby School Building, entrance on Winter Street; Precincts Two and Four, in the Hardy School Building, entrance on Lake Street; Precincts Three and Five, in the Junior High School Building East, entrance on Tufts Street ; Precincts Six and Eight, in the Town Hall ; Precincts Seven and Nine, in the Russell School Building; Precinct Seven, entrance on Medford Street; Precinct Nine, entrance on Mystic Street; Precincts Ten and Twelve, in the Cutter School Building, entrance on Robbins Road; Precinct Eleven, in the Highland Hose House, entrance on Massa- chusetts Avenue; Precinct Thirteen, in the Peirce School Building, entrance on Park Avenue North, Heights; Pre- cinct Fourteen, in the Locke School Building, entrance on Park Avenue, Heights.


You are, also, required to notify and warn the said inhabitants to meet at the Town Hall, in said Town on Friday, the twelfth day of March, 1943, at eight o'clock in

the evening, at which time and place the following articles are to be acted upon and determined exclusively by town meeting members, in accordance with, and subject to, the referenda provided for by Chapter 43A of the General Laws.


Article 2. To choose and appoint all other usual Town officers not hereinbefore mentioned, in such manner as the Town may determine.


Article 3. To hear and act on the reports of the per- manent committee under vote of the Town passed March 24, 1919, on the Town Yard; of the committee under vote of the Town passed March 30, 1938, to investigate the parks and playgrounds within the Town and to report and make recommendations for their development and improvement ; of the committee under vote of the Town passed April 1, 1940, to study the advisability of creating a central pur- chasing department; of the committee under vote of the Town passed March 19, 1941, to study the advisability of constructing a plant to generate electricity; and of other Town Boards and officers and of the Finance and other committees heretofore appointed.


Article 4. To see if the Town will make an appropria- tion or appropriations for the payment to the County of Middlesex of amounts assessed upon or otherwise payable by the Town for: (a) the Town's share of the care, mainte- nance and repair of Middlesex County Tuberculosis Hospi- tal during the last preceding calendar year, including inter- est on temporary notes issued therefor in accordance with sections of Chapter 111 of the General Laws applicable thereto; (b) the Town's share of any and all other expenses in connection with said hospital, including expenses under section 25G (6) (a) of Chapter 32 of the General Laws inserted by Chapter 400 of the Acts of 1936; determine in what manner the money shall be raised and expended; or take any action relating to said hospital or any other thing herein mentioned.


Article 5. To see if the town will take any action

relative to providing special compensation for elected and appointed officers and employees of the Town, as a tempor- ary measure for the year 1943, to meet increased living costs in the present emergency ; determine in what manner such compensation, if any, shall be raised and expended ; or take any action relating thereto.


Article 6. To see if the Town will appropriate the sum of Thirty-two Thousand Dollars ($32,000) or any other sum to be expended under the direction of the Board of Public Works for the purpose of compensating the em- ployees of the department because of the rising high cost of living; to compensate by an additional Fifteen per cent (15%) all employees whose yearly rate does not exceed Twenty-four hundred dollars ($2400) ; to compensate by an additional Twelve and one-half per cent (121/2%) all employees whose yearly rate does not exceed Thirty-two hundred dollars ($3200) ; to compensate by an additional Ten per cent (10%) all employees whose yearly rate does exceed Thirty-two hundred dollars ($3200) ; said compen- sation to be retroactive to January 1, 1943; determine in what manner the money shall be raised; or take any action relating thereto.

To make appropriations to defray Town obligations, liabilities, outlay and expenses and especially for or relating to all or any of the boards, departments, purposes and matters hereinafter mentioned, and to provide for the disposal of motor vehicles or other personal prop- erty belonging to the Town; determine in what manner the money shall be raised and expended; or take any action relating thereto.

To see if the Town will authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1944, and to issue a note or notes therefor, payable within one year, and to renew any note or notes that may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Article 9. To see if the Town will make an appropria- tion for the Extension of the Sewerage System; determine in what manner the money shall be raised and expended ; or take any action relating thereto.


Article 10. To see if the Town will make an appro- priation for the Extension of Water Mains; determine in what manner the money shall be raised and expended; or take any action relating thereto.

Article 12. To see if the Town will make an appro- priation for the Removal of Snow and Ice from the streets and sidewalks; determine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 13. To see if the Town will make an appro- priation for relaying the Reservoir Water Main in Massa- chusetts Avenue from a point near Mill Street to west of the Highland Fire Station, a distance of approximately three thousand four hundred fifty (3,450) feet; determine in what manner the money shall be raised and expended ; or take any action relating thereto.


Article 14. To see if the Town will make an appro- priation for the construction of permanent sidewalks and for the installing of edgestones; determine in what manner the money shall be raised; or take any action relating thereto.


Article 15. To see if the Town will make an appro- priation for maintaining, repairing and improving all or any part of the ways within the town; said appropriation to be used with any sum or sums which may be allotted by the Commonwealth or the County of Middlesex or both for such purpose or purposes; determine in what manner the money shall be raised and expended; or take any action in any way relative to all or any of the foregoing.


Article 16. To see if the Town will make an appro- priation or appropriations to pay the claims or charges of Symmes Arlington Hospital including such claims and charges for aid, relief or care furnished prior to January 1, 1943, to persons falling into distress and standing in need of immediate relief; determine in what manner the money

shall be raised and expended; or take any action relative thereto.


Article 17. To see if the Town will appropriate a sum of money to be expended by or under the direction of the Selectmen in the performance of the duties devolving upon them under the Commonwealth Emergency Defense Act of 1941 or under any Federal or State legislation now in effect or hereafter enacted, and generally, for the preservation of health, the protection of persons and prop- erty, and for any purposes incidental to civilian defense in the present national emergency and to provide such means as may be necessary therefor; determine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 18. To see if the Town will appropriate a sum of money to be expended by or under the direction of the Selectmen for the necessary expenses of the Arlington War Price and Rationing Board No. 49; determine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 19. To see if the Town will vote to authorize, during the existing state of war between the United States and foreign countries, any department, board, official or employee of the Town to sell, transfer or lease, with the written approval of the Board of Selectmen, any property belonging to the Town within its possession or control, to the United States or any instrumentality or agent thereof, any by-law as now existing or hereafter amended to the contrary notwithstanding; or take any action relating thereto.
