REPORT OF THE JOINT BOARD OF SELECTMEN AND BOARD OF PUBLIC WORKS
The Fortieth Annual Report of the Joint Board of Selectmen and Board of Public Works for the year ending December 31, 1943, is submitted herewith, in compliance with the requirements of Section 3 of Article 3 of the Town's By-Laws.
At the Annual Town Election held March 1, 1943, Mr. William F. Davis, Jr. was elected a member of the Board of Selectmen, and Mr. Loren W. Marsh was re-elected a member of the Board of Public Works for terms of three years each and, by virtue of their elections, both served as members of this Board. The Board organized on March 8, 1943, with Mr. Harold M. Estabrook as Chairman and Mr. Willard A. Wallace as Vice Chairman.
The Board continued its policy of meeting bi-monthly, except during the months of July and August. In addition, two special meetings were held during the year.
Mr. Russell T. Hamlet was appointed as Town Counsel to succeed Mr. Geoffrey A. Sawyer, who resigned this position to enter the military service on February 15, 1943.
Detailed summaries of the activities of the departments under the jurisdiction of the Board are described in their respective reports which appear elsewhere in the Town Report. The information contained therein is further amplified by the following facts :
NEW STREETS
Because of the labor, equipment and material short- ages, the program of constructing new streets was sus- pended in 1943. The impact of the war has also necessitated suspension of the program for the coming year.
STREET LIGHTING
The street lighting schedule was continued as in prev- ious years. Additional lighting was not provided on public

and private ways because of the refusal of the War Produc- tion Board to permit the installation of such lighting ex- tensions for the duration of the war.
After an intensive study and investigation of the var- ious types of shielding equipment used in neighboring communities to comply with the Regulations on Dimout, the Board requested the Boston Edison Company to install fibre cones on all radial reflector-type street lights. These cones were installed at the Company's expense in the course of its regular lamp replacement schedule, and furnish a much greater lumen output of light on the surface of the ground than did the enameled bulbs that were used previ- ously. Permission was given the Boston Edison Company to replace the interior type of shields used in the glass- enclosed street light fixtures with the newly adopted and approved exterior type of shields that meet the most recent War Department dimout requirements and provide a more effective street lighting than was obtained from the interior type shield.
SIDEWALKS AND EDGESTONES
In view of the closing by the W.P.A. of all project operations in the Town during the early part of the year, the sidewalk reconstruction program was continued in 1943 by the Public Works Department, under the prov- isions of law authorizing the assessment of betterments.
The continued restricted use of bituminous materials permitted only such work as could be performed with granolithic construction.
ITEMS OF GENERAL INTEREST
The State, County and Town each allotted the sums of $1,000 for the maintenance, repair and improvement of ways within the Town during the year. The details thereof appear in the Report of the Board of Public Works.

the New England Tel. & Tel. Company and the Boston Elevated Railway Company for the location, removal and relocation of poles, the construction of conduits and man- holes, and for attachment privileges for wires and fixtures, have not been as numerous as in previous years.
The Board granted a permit to the Arlington Gas Light Company to install, construct and maintain a gas main in Appleton Street, from Daniels Street to Paul Revere Road, where public convenience required.
Owing to conditions existing on account of the war, the activities of the Board have been largely curtailed.
As stated herein, there has been no action relative to the laying out of new streets during this and the coming year. The sidewalk reconstruction program was substan- tially reduced from that of other years, and no petitions were received for approval of plans of proposed layouts for the development of new territories within the Town.
Special attention, however, has been devoted by the Board to the development of a program of essential public works, including the construction, reconstruction and the maintenance and repair of streets, the reconstruction of existing sidewalks and other items of perhaps lesser im- portance, with a view to having a shelf of projects which could be started to provide employment during the tran- sition period following the termination of the war.
Public works programs will continue interrupted for the duration of the war, and there will exist a large back- log of needed improvements in this field. So many nec- essary improvements will be needed that the danger of resort to "made work" is remote, especially where adequate advance planning for such improvements is undertaken in ample time to avoid the hurried consideration of pro- jects. Fortunately, long-range planning and programming has been under way in this and other Town departments in cooperation with the Special Committee charged with that responsibility.

To the Honorable Joint Board of Selectmen and Board of Public Works Town Hall Arlington, Mass.
Gentlemen :
The following is the annual report of the operation of the Engineering Department for the year ending Decem- ber 31, 1943 :
One sewer taking plan, 9 water taking plans and 1 cem- etery taking plan were drawn up, approved and filed at East Cambridge ; 11 lines and grades were given on public ways, 7 plans drawn, data compiled, and court attended in seven cases ; 22 claims for personal injuries and property damage were investigated, pictures and measurements being taken; one hearing was attended at the County Commissioners ; 7753.54 feet of water main, 124.4 of sewer main, 1240.78 feet of storm drain were laid out, final surveys made and record plans completed ; 1 application for change in grade was approved; 1 new building was surveyed for zoning restrictions ; 3 street grades were checked for sewer and water extensions ; elevation was established for 2 buildings, and grade of 2 buildings were checked, 11 sketches were made for particular sewer locations, 454 lien requests were checked for the Tax Collector; 4 releases for property changes were drawn up and signed by abutters; studies were made for the extension of the sewer, water, and storm drain systems; surveys and plans were made for 6 fatal accidents caused by automobiles, 6 special sewer assess- ments were calculated and levied; 9 plans were received from Middlesex South District Registry of Deeds, and 3 from the Land Court, these being filed for future reference ; 229 pictures were taken in connection with personal in-

juries and property damage claims; 104.17 cu. yd. of ledge were measured; 86 water service box location cards and 45 particular sewer location cards were completed; 584.4 feet of granolithic walks and 868.17 feet of granite curb- ing were staked out and measured for betterment assess- ments ; 2208 plans were printed on Pease Ozalid Machine; 5 requests for abatement of assessments were investigated and reports made; new area in Mt. Pleasant Cemetery was surveyed; and study made for development; 3 changes in street numbers were approved; 6 precinct maps were made ; Block plan corrections were completed; 20 new buildings were plotted on all plans; 4 descriptions were drawn for proposed changes in zoning; 2 Land Court layouts were checked; description was drawn for enlargement of High- land Fire Station site; lines and grades were given at Wellington Park, North Union Street and Florence Avenue playgrounds; 12 estimates of cost of installing grano- lithic sidewalks and granite edgestones were made and betterment assessments levied on all walks and curbs in- stalled; contract plans and specifications were drawn for relaying reservoir supply line in Massachusetts Avenue from west of the Highland Fire Station to Mill Street and for the extension of extra high service main from Aerial Street to Old Middlesex Path. Lines and grades were set for these projects and quantities were figured for payment to contractors.
Contract plans and specifications were drawn for grading Florence Avenue playground; for walks and drive at Wellington Park; for wall and concrete steps at 1 and 1A Harvard Street; for drainage system at Town Garage; for painting grandstands at Warren A. Peirce playground; for painting chain link fence at Russell Park and for restor- ation of building on Brattle Court at Mill Brook.
Land damages were figured because of establishment of exterior lines at Venner Road and Spring Street and Glenburn Road and Hillcrest Street, plan and description of Hillsdale Road extension, description of cemetery taking at Sachem Avenue and vicinity, description and estimated

cost of proposed school sites on Park Street and Stowcroft Road were completed.
Studies and plans were made for improvement in surface water drainage on Tanager Street, Gloucester Street from Highland Avenue to Scituate Street and at the intersection of Florence Avenue and George Street.
Map was drawn showing location of all Police boxes for Police Department also plans were draughted showing proposed location of traffic lights at Pleasant and Irving Streets, stop signs at 9 intersections and islands at 16 locations.
Estimates were made for reconstruction of Appleton Street and Paul Revere Road where 24 inch Metropolitan District Commission water main was installed; for re- construction of a portion of Brooks Avenue; for drives at Brackett School and rear of High School.
Massachusetts Avenue was cross-sectioned from Lowell Street to carbarn in anticipation of Boston Elevated track relay ; quantities were figured and map drawn for surface treatment of public ways; survey was made at 27 Broad- way in regard to defective wall; Town property lines were marked at 1083 Massachusetts Avenue and 418 Mystic Street; lot stakes were set on lots 115-116-117-118 Rublee Street and 231 Washington Street; drives were staked at Town Hall and Robbins Library and radiation was measured in Town Hall and Robbins House in connection with con- version from oil to coal heating.
Many plans' were made and lots staked out for Victory Gardens in various locations and an Honor Roll was des- igned; construction and installation supervised and 3909 name cards made up; considerable work was done on a Post War Program; estimated quantities were figured on 37 private streets to become public ways a total length 4.14 miles, Chapter 90 reconstruction 7.09 miles, Chapter 90 maintenance 5.81 miles.

Quantities are now being figured for extension of the sewer, water and storm drains system; granite edgestones and permanent sidewalk installations, extension of the fire and police underground signal system; reconstruction of the older streets; surface treatment of other streets and many other projects and many maps and charts were pre- pared for the Arlington Committee on Public Safety.
During the year one employee severed his connection with this department, making a total of six that have left in the past 18 months.
