VOTED: That the Board of Public Works be and here- by is authorized on behalf of the Town to sell, convey or otherwise dispose of one 1938 Ford Tudor Sedan now owned by the Town and under the control of said Board.


There being no further business under Article 30 the Moderator declared it disposed of.


Article 31 taken up. (Sale of Automobile - Engineering Department)


On motion, duly made and seconded, it was unanimously


VOTED: That the Board of Selectmen and the Board of Public Works be and hereby is authorized on behalf of the Town to sell, convey or otherwise dispose of one 1938 Chevrolet Sedan now owned by the Town and used by the Engineering Department under the control of said Joint Board.


There being no further business under Article 31 the Moderator declared it disposed of.


Article 32 taken up. (Temporary Dentist - Board of Health Dental Clinic)


The Finance Committee recommended the following :


That in accordance with Section 4A of Chapter 41 of the General Laws, the Board of Health is hereby authorized to appoint (subject to the Civil Service laws and regula- tions) one of its members as dentist in the Dental Clinic established by the town at a salary hereby fixed at one thous- and six hundred dollars ($1,600) per annum.


On being put to a vote the Moderator declared the motion carried.

The Finance Committee recommended the following :


That the sum of fifteen hundred (1,500) dollars be and hereby is appropriated for the purpose of grading, including incidental filling of the playground area known as the Florence Avenue playground situated on Florence Avenue; said sum to be raised by general tax and expended under the direction of the Board of Park Commissioners.


Mr. Mellen offered the following substitute motion,


To see if the town will appropriate the sum of nine thousand seven hundred eighty-five ($9,785) or any other sum, to be expended under the direction of the Board of Park Commissioners, for the purpose of finish grading, loaming, seeding and planting trees and shrubs and gener- ally improving the area known as the Florence Ave. play- ground located on Florence Ave., Arlington Heights, determine in what manner the money shall be raised or take any action relating thereto.

Mr. Harris moved to amend by striking out "fifteen hundred (1,500) dollars" and substituting $9,785., but with- drew his motion and offered the following, which was duly seconded :

There being no further business under Article 33 the Moderator declared it disposed of.


Article 34 taken up. (Annual Rental for Arlington Post 1775, V. F. W.)

VOTED : That the sum of four hundred (400) dollars be and hereby is appropriated for the purpose of providing headquarters for Arlington Post 1775, Veterans of Foreign Wars of the United States; and that said sum be raised by general tax and expended under the direction of the Board of Selectmen.


There being no further business under Article 34 the Moderator declared it disposed of.

Mr. Cutler offered the following substitute motion :


It is moved that the Town of Arlington do not place any fire insurance on the public buildings or the contents thereof, and that any fire losses be paid from the Municipal Insurance Fund.


and a vote being taken the Moderator declared it lost.


Thereupon, on motion, duly made and seconded it was


VOTED : That no action be taken under Article 37 of the Warrant.


There being no further business under Article 37 the Moderator declared it disposed of.


Article 38 taken up. (Committee on Insurance - Insuring with Mutual Insurance Companies)


The Finance Committee recommended the following :


That a committee is hereby established to consist of five (5) registered voters of the Town to be appointed by the Moderator, one of whom shall be a member of the Board of Selectmen, for the purpose of investigating the advisa- bility of insuring all or part of the Town's property with mutual insurance companies; said committee to report the result of its investigation with recommendations at a town meeting not later than the annual meeting of 1944.

Mr. Harris offered the following substitute motion, which was duly seconded :


That a committee is hereby established to consist of five (5) registered voters of the Town to be appointed by the Moderator, one of whom shall be a member in the em- ploy of a mutual insurance company, one of whom shall be in the employ of a standard insurance company, the re- maining three shall be disinterested voters of the Town; for the purpose of investigating the advisability of insuring all or part of the Town's property with mutual insurance companies; said committee to report the result of its in- vestigation with recommendations at a town meeting not later than the annual meeting of 1944.


Mr. Barker offered an amendment thereto as follows:


On Page 43, Article 38, in line 5 of the motion, after the words "insurance companies" insert 'and the advisabil- ity of increasing and using the municipal buildings insur- ance fund' so that the motion as amended will read


Voted: That a committee is hereby established to con- sist of five (5) registered voters of the Town to be appointed by the Moderator, one of whom shall be a member of the Board of Selectmen, for the purpose of investigating the advisability of insuring all or part of the Town's property with mutual insurance companies and the advisability of increasing and using the municipal buildings insurance fund; said committee to report the result of its investiga- tion with recommendations at a town meeting not later than the annual meeting of 1944; but it was ruled out of order.


Chairman Estabrook asked what was meant by "stan- dard", and Mr. Harris explaining that he meant "stock" he was permitted to so change his motion and later was per- mitted to add to it "and VOTED: that the sum of fifty dollars ($50.00) be and hereby is appropriated for necess- ary expenses to be incurred by the committee; said sum to be raised by general tax".

A vote was called for, and being in doubt as to the result the Moderator called for a rising vote; 79 voting YES and 42 voting NO, the Moderator declared the motion carried.


Thereupon on motion, duly made and seconded, it was


VOTED: That a committee is hereby established to consist of five (5) registered voters of the Town to be ap- pointed by the Moderator, one of whom shall be a member in the employ of a mutual insurance company, one of whom shall be in the employ of a stock insurance company, the remaining three shall be disinterested voters of the Town; for the purpose of investigating the advisability of insuring all or part of the Town's property with mutual insurance companies; said committee to report the result of its investigation with recommendations at a Town meet- ing not later than the annual meeting of 1944; and


Voted: that the sum of fifty dollars ($50.00) be and hereby is appropriated for necessary expenses to be incurred by the committee; said sum to be raised by general tax.


There being no further business under Article 38 the Moderator declared it disposed of.

In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Arlington, to meet in the Town Hall in said Town on Monday, the 29th day of November, 1943 at 8 o'clock P. M., at which time and place the following articles are to be acted upon and determined exclusively by town meeting members, in accordance with, and subject to, the referenda provided for by Chapter 43A of the General Laws.

ARLINGTON TOWN REPORT


Article 1. To hear and act upon the reports of the Finance and other committees heretofore appointed.


Article 2. To see if the Town will vote to elect its Moderator for a term of three years; or take any action relating thereto.


Article 3. To see if the Town will make an appropria- tion for the purchase, installation and/or maintenance of radio transmitter and radio equipment for the use of the Police and Fire Departments; determine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 4. To see if the Town will accept from the Arlington High School Athletic Association the gift of a grandstand now located on the southerly side of the Warren A. Peirce Playground, said grandstand to be placed under the jurisdiction of the Board of Park Commissioners; or will take any action relating thereto.

Article 5. To see if the Town will make an appro- priation to pay expenses incurred prior to January 1, 1943, and more particularly will appropriate the sum of three hundred ten and 30/100 (310.30) dollars to pay a bill for fuel; determine in what manner the money shall be raised and expended, or take any action relating thereto.

By virtue of this warrant I have notified and warned the legal voters of the Town of Arlington to meet at the time and place and for the purposes herein specified by causing a printed attested copy of said warrant to be left at every dwelling house in the Town, and by posting an attested copy of said warrant at the doors of the Town Hall and in two or more conspicuous places in each of the four- teen precincts of the Town, seven days at least before the day of said meeting. A notice of the time, place and objects of the meeting was published in the local papers.

ARLINGTON TOWN REPORT


SPECIAL TOWN MEETING


Arlington, Mass., November 29, 1943.


Pursuant to the Warrant of the Selectmen served ac- cording to law upon the inhabitants of the Town by a Constable of said Town, notices having been sent by mail by the Town Clerk seven days before the day of meeting to the Town Meeting Members elected and qualified to act in Town Meetings, in Arlington, and advertised in two local papers, the Town Meeting Members met in the Robbins Memorial Town Hall in said Town on Monday, November 29, 1943 at eight o'clock in the evening.


Lists containing the names of two hundred and fifty qualified Town Meeting Members were used at the en- trance to the meeting place and were in charge of Philip T. Robinson and James E. Sweeney.


The check lists filed with the Town Clerk at the close of the meeting showed that one hundred and thirty-eight attended the Meeting.


The Moderator called the meeting to order at 8:12 P. M.


At the suggestion of the Moderator the Assembly stood and sang one verse of the National Anthem.


One Town Meeting Member not previously sworn was sworn by the Moderator.


Chairman Estabrook requested that Mr. Adams and Mr. Davis of the Board of Selectmen; Mr. Golden, the Secretary of the Board of Selectmen; Mr. Smith and Mr. Marsh of the Board of Public Works; and Mr. James H. Young, Secretary of the Finance Committee, be permitted to sit with him, and his request was granted.


The Town Clerk read the call and the Constable's Return of the Warrant, the reading of the remainder of the Warrant being waived by consent of the meeting.


On motion of Chairman Estabrook, duly made and seconded, it was unanimously

VOTED: That the sum of forty-seven thousand eight hundred sixty-two 65/100 ($47,862.65) dollars, be and hereby is appropriated for the purpose of providing an extra special compensation to provide for payment on or about December 15, 1943, for services rendered and labor performed by certain Town Officers and Employees, in addition to that voted by the Town under Article 5 at the Annual Meeting held March 12, 1943, all amounts and per- centages to be predicated upon the basic salaries or wages, excluding overtime and extras, received during the period of employment and subject and determined upon the follow-

ing circumstances and conditions: To those, who on the first pay roll date in December, 1943, have been regularly and continuously employed for the preceding eleven months and whose basic pay has totaled $1350.00 or less, five (5%) per cent of said basic pay; and to such of those whose basic pay has totaled $1351.00 or more, the sum of $77; to those, who on the first pay roll date in December, 1943, have been regularly and continuously employed for 13 weeks or more immediately preceding said pay roll date, five (5%) per cent of the total basic pay received, but not to exceed $77; to those who have left the employ of the Town during the year 1943 to become members of the Armed Services of the U. S. five (5%) per cent of the total basic pay received while so employed regardless of the period of such em- ployment, but not to exceed $77; all elected officials, except the Treasurer-Collector and Town Clerk, are specifically excluded from receiving any portion of this extra compen- sation; no employee who has left the employ of the Town during the year 1943, either permanently or on leave of absence, other than those in the Armed Services of the U. S. shall be entitled to this extra special compensation; the word continuously as used herein shall not apply to vacation periods; the action hereby taken, or taken by authority hereof, shall not be construed as permanently increasing salary or wages, nor shall payments made hereunder be deemed to be part of the regular compensation of any Town Officer or employee; the foregoing sums and amounts to be expended by the various boards and heads of departments and to be charged to the appropriation made under this Article. Said sum to be taken from the unexpended balance of the following appropriations: Works Progress Admin- istration Projects and Employment of the Poor on Town Work, thirty-nine thousand eight hundred sixty-two 65/100 ($39,862.65) dollars; Easements in Land, 1940, fifteen hundred ($1500) dollars; Easements in Land, 1941, fif- teen hundred ($1500) dollars; Public Welfare, Aid, five thousand ($5000) dollars.


Mr. George A. Harris offered the following motion :

That a Fact-Finding Committee be appointed by the Moderator to investigate the wage situation of Town em- ployes as compared to other industries in the Greater Boston area ;


That said committee to consist of five people, one to be the Town Auditor, one to be a member of the Finance Com- mittee, one to be a Public Works employe of that group's own choosing, and two Town Meeting Members;


That said committee be instructed to bring back a report of such comparisons including all information per- tinent to the cost of living increase in the past three years together with definite recommendations in the form of Warrant Articles for the Annual Town Meeting of 1944;


And that the sum of $33.06 be and hereby is appro- priated from the unexpended balance of the Committee to Study the Advisability of a Central Purchasing Depart- ment, for the use of the appointed Fact-Finding Committee.


The Moderator ruled it out of order because of the appropriation contained therein. Whereupon Mr. Harris deleted the last paragraph.


The revised motion being put to a vote the Moderator declared it lost.


There being no further business under Article 7 the Moderator declared it disposed of.

VOTED: That Article 1 be taken from the table.
