Article 12
Section 8. No department, board, official or em- ployee of the Town shall sell, transfer or otherwise dis- pose of any article, material or other personal property of any kind belonging to the Town without permission being granted by a vote of the Town, subject to the following exceptions. If such article, material or other property has become obsolete or is not required for further use and has a value of $50. or less, any depart- ment, board, official or employee of the Town having possession or control of such property may sell, trans- fer or otherwise dispose of such property; if such ar- ticle, material or other property has become obsolete or is not required for further use and has a value of more than $50. but less than $500., any department, board, official or employee having possession or control of such property may, with the written approval of the Board of Selectmen, sell, transfer or otherwise dispose of such property.
Article 21. To see if the Town will ratify, approve and confirm the action of the Board of Selectmen in turn- ing over to the United States Army, with the approval of Arlington Post 1775 of the Veterans of Foreign Wars, the 105-millimeter German howitzer accepted by the Town as a gift from them in 1932; or take any action relating thereto.
Article 22. To see if the Town will make an appro- priation for the purpose of converting the oil heating sys- tems in the buildings owned by the Town to coal; determine in what manner the money shall be raised and expended ; or take any action relating thereto.
Article 23. To see if the Town will vote to appoint a committee of five persons, to be appointed by the Moder- ator, one of whom shall be an employee of the Town, to investigate and study the advisability of establishing, with

the approval of the Civil Service Commission, a classifica- tion of positions and standardization of wages and salaries plan for all departments of the Town; such investigation and study to include recommendations relating thereto, to be made at the next Town Meeting; make an appropriation for the use of such committee; determine in what manner the money shall be raised and expended ; or take any action relating thereto.

Article 24. To see if the Town will appropriate a sum or sums of money to be invested in defense bonds, war bonds or other bonds issued by the Federal Government, or other bonds which are legal investments for savings banks, as authorized by Chapter 5 of the Acts of 1943; determine in what manner the money shall be raised and expended; or take any action relating thereto.
Article 25. To see if the Town will acquire by pur- chase, eminent domain or otherwise for the purposes of the fire department, or for any other lawful purpose, all or any portion of the land (with or without the buildings thereon) within the town, hereinafter described, any interest or easements therein and any rights or easements or way or otherwise as appurtenant thereto and subject to or with any reservation of any rights or easements therein; make an appropriation of money for such acquisition; determine in what manner the money shall be raised and expended; or take any action relating to all or any of the foregoing.
Said land is situated in Arlington and bounded and described substantially as follows :
"Beginning at a point on the northeasterly side line of Massachusetts Avenue at the southeasterly boundary line of land of the Town of Arlington (known as the Highland Fire Station lot), thence northeasterly by said land of the Town of Arlington a distance of 183 feet to land now or formerly owned by Mary E. Kelly et al., thence southeasterly

about 80 feet to an angle point, thence southwesterly a dis- tance of 187 feet more or less to the northeasterly side line of Massachusetts Avenue, thence northwesterly on said north- easterly side line of Massachusetts Avenue a distance of 80.0 feet to the point of beginning and containing 14,250 square feet, being the premises known as 1005 Massachu- setts Avenue, Arlington, Mass., and described in a deed recorded in the Registry of Deeds, East Cambridge, Mass., in Book 4945, Page 341, and shown on block plan 55 on file in the office of the Town Engineer, Arlington, Mass."
Article 26. To see if the Town will acquire by pur- chase, eminent domain or otherwise, for the extension of Mt. Pleasant Cemetery, or for any other lawful purpose, all or any portion or portions of the land with the buildings thereon within the Town hereinafter described, any interests or easements therein, and any rights or easements of way or otherwise as appurtenant thereto, and subject to or with any reservations of any rights or easements therein; pro- vide for such acquisition by transfer from (Mt. Aldrich situated in Arlington, Mass." dated July 18, 1896 and recorded with Middlesex South District Deeds book of plans 102, plan 2, and at land indicated on said plan as land of Fowle and at lot 1 shown on said plan, thence running southerly by lots 1, 2, 3 and 4 shown on said plan 171.50 feet, thence turning and running northeasterly by the southeasterly boundary lines of lots 5 and 6 shown on said plan and by said southeasterly boundary lines of lots 5 and 6 extended northeasterly in the same course to land of the Town of

Arlington a distance of approximately 470 feet, thence turn- ing and running north 12º 32" west a distance of 35 feet more or less to a point of curve in the boundary line of said land of Town of Arlington, thence northerly and north- westerly on a curve to the left with a radius of 189.51 feet a distance of 247.54 feet to a point of tangency, thence turn- ing and running north 87° 23" west 109.48 feet to a point of curve, thence northwesterly on a curve to the right with a radius of 213.11 feet a distance of 149.03 feet to land of the Town of Arlington formerly of the devisees of William Stowe, said last three courses being by land conveyed by said Aldrich to the Town of Arlington, thence running northwesterly by said land formerly of the devisees of William Stowe 21 feet more or less to land formerly of Samuel A. Pleasant Ceme- tery or any rights therein; or take any action relating thereto.

Article 29. To see if the Town will acquire by pur- chase, eminent domain or otherwise, for school purposes or for any other lawful purpose, all or any portion or por- tions of, or interest in, the land (with or without the build- ings thereon) hereinafter described ; make an appropriation or appropriations therefor; determine in what manner the money shall be raised and expended; or take any action re- lating to all or any of the foregoing. A. Mason, Surveyor, Cam- bridgeport, May 1854."

Article 30. To see if the Town will authorize the Board of Public Works to sell or otherwise dispose of one 1938 Ford Tudor Sedan; or take any action relating thereto.
Article 31. To see if the Town will authorize the sale, transfer or other disposition of one 1938 Chevrolet Sedan now used by the Engineering Department; or take any ac- tion relating thereto.
Article 32. To see if the Town will vote to authorize the Board of Health to appoint one of its members as Den- tist in the Board of Health Dental Clinic, such appointment to be provisional until such time as a permanent appoint- ment may be made from a duly established Civil Service list; determine the salary to be paid such appointee ; deter- mine in what manner the money shall be raised and ex- pended; or take any action relating thereto.

Article 33. To see if the Town will appropriate the sum of nine thousand seven hundred eighty-five dollars ($9,785.) or any other sum, to be expended under the direc- tion of the Board of Park Commissioners, for the purpose of finish grading, loaming, seeding and planting trees and shrubs and generally improving the area known as the Flor- ence Ave. playground located on Florence Ave., Arlington Heights; determine in what manner the money shall be raised; or take any action relating thereto.

Article 34. To see if the Town will appropriate the sum of $400. to be expended under the direction of the Board of Selectmen for the purpose of providing suitable head- quarters for Arlington Post 1775 Veterans of Foreign Wars of the United States in accordance with Chapter 40, Section 9, under the General Laws of Massachusetts, said sum to be raised by general tax.

Article 35. To see if the Town will amend Section 1

of Article 1, by striking out the word "Monday" as appear- ing in the second line and inserting in place thereof the word "Tuesday," so that Section 1 of Article 1 shall read as follows :

Article 36. To see if the Town will authorize the Board of Selectmen to petition the General Court for amend- ment of Section 6 of Chapter 43A of the General Laws, entitled "Standard Form of Representative Town Meeting Government," accepted by the Town at the Annual Meeting of 1935, so as to change the filing day with the town clerk, in the Town of Arlington, from "ten" as appearing in the fifth line of said section in the Tercentenary Edition, to twenty-five, also, to change the word "thirty" in the seventh line of said section to thirty-two, or for any other legisla- tion which will accomplish said purposes.

Article 40. To see if the Town will reimburse Ruby A. Wilson for the damages sustained by her and her prop- erty by the establishment of exterior lines for the extension of Langley Road; appropriate a sum of money therefor; or take any action relating thereto.
And you will notify and warn the voters of the Town of Arlington to meet at the times and places herein specified by leaving at every dwelling house in the Town a printed copy of this Warrant, and also by posting a copy of the same at the doors of the Town Hall, and in a conspicuous place in each of the fourteen precincts of the Town, seven days at least before the day of said meeting for the election of officers.
Hereof, fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk before the day of said meeting.

By virtue of this Warrant I have notified and warned the legal voters of the Town of Arlington to meet at the times and places and for the purposes herein specified by causing a printed attested copy of said Warrant to be left at every dwelling house in the town previous to the day of the meeting for the election of officers and by posting an attested copy of said Warrant at the doors of the Town Hall and in two or more conspicuous places in each of the fourteen precincts of the Town, seven days at least before the day of said meeting. A notice of the times, places and objects of the meetings was published in the local papers.

In pursuance of the foregoing Warrant the legal voters of the Town of Arlington met in their respective voting places in said Town on Monday the first day of March in the year of our Lord one thousand nine hundred and forty- three at seven o'clock in the forenoon.
The following places were designated as the voting places for the various precincts.
Precinct One, in the Crosby School Building, entrance on Winter Street; Precincts Two and Four, in the Hardy School Building, entrance on Lake Street; Precincts Three and Five, in the Junior High School Building East, en- trance on Tufts Street; Precincts Six and Eight, in the Town Hall; Precincts Seven and Nine, in the Russell School

Building; Precinct Seven, entrance on Medford Street; Precinct Nine, entrance on Mystic Street; Precincts Ten and Twelve, in the Cutter School Building, entrance on Robbins Road; Precinct Eleven, in the Highland Hose House, entrance on Massachusetts Avenue; Precinct Thir- teen, in the Peirce School Building, entrance on Park Ave- nue North, Heights; Precinct Fourteen, in the Locke School Building, entrance on Park Avenue, Heights.
The election officers, having been duly appointed by the Selectmen, and sworn to the faithful performance of their duties, were assigned for duty at the various precincts.
The necessary ballots prepared for each precinct and all other paraphernalia for the proper conduct of the elec- tion was supplied by the Town Clerk and turned over to the officers of the various precincts.
The polls were declared open in each precinct at seven o'clock in the morning and remained open until eight o'clock in the evening at which time, after due notice, they were declared closed.
The ballots were counted by the election officers and encased in boxes, which were locked and sealed, and the same were delivered by direction of the Town Clerk to the Police Station where they were placed under police guard until after the expiration of the time within which a peti- tion for recount might be filed.
The returns and keys to ballot boxes from each pre- cinct were turned over to the Town Clerk and with the assistance of the Registrars of Voters and Mr. Clarence Needham the returns were canvassed and the result an- nounced.
