REPORT OF TOWN COUNSEL
December 31, 1943.
Honorable Joint Board of Selectmen and Board of Public Works:
Gentlemen :
I herewith submit my report for that period of the year 1943 from March 22, the date of my appointment, to December 31, 1943, all in compliance with Section 3 of Chapter 3 of the By-Laws of the Town.
During the year there have been presented a number of claims, both in Law and in Equity, and some have in- volved Court proceedings. Your Counsel maneuvered some of the old claims for accidents so that they have been abandoned by the claimants ; four were settled as authorized by the Selectmen, and one was disposed of in Court in favor of the Town. Two suits pending in Court against Cam- bridge and Somerville were disposed of in favor of the Town. A Welfare action by Cambridge against Arlington was disposed of by a small settlement, and a Welfare action by Medford against Arlington was abandoned by Medford.
Substantial amounts of money for aid rendered by the Board of Health or by Symmes Arlington Hospital and also for damages to Town property have been collected and turned over to the Town Treasurer.
The Town Counsel has been available at regular meet- ings of the Board of Selectmen and the Board of Public Works, has rendered opinions as requested by other Boards, Departments, Committees and Officers, has attended Hear- ings at State Boards and Commissions, and has been vigilant to all other matters affecting the interests of the Town.

I have the honor to submit herewith the report of the medical inspector of the Department of Public Welfare for the year ending December 31, 1943.
Temporary aid 584 calls
Old Age Assistance
1241 calls
Soldiers' Relief
76 calls
Aid to Dependent Children 342 calls
The total number of calls for the year 1943 was 2243. Therefore, for the current year there has been a decrease of 396 calls. This decrease involved every form of relief except Old Age Assistance in which there was an increase of 94 calls.

ARLINGTON TOWN REPORT
REPORT OF THE INSPECTOR OF ANIMALS
December 31, 1943
To the Honorable Board of Selectmen
Arlington, Massachusetts
Gentlemen :
I herewith submit my report as Inspector of Animals for the year ending December 31, 1943.
The Division of Livestock Disease Control did not ask for Barn Inspection on account of gasoline and tire short- age.

Number of heads declared positive of Rabies 1
The rabies case which the Laboratory declared positive was a dog owned in Arlington for six months, coming here from California where it could have been bitten by a rabid animal before it came here. The dog was hospitalized in Boston about one week before the head was finally sub- mitted to the Laboratory. There were no actual contacts in Arlington as the dog was generally on a leash. One dog was quarantined for possible contact for three months, but nothing developed and the animal was released. The case was discovered January 7, 1943-therefore no other cases are anticipated.
Our Rabies Clinic was well attended and dog owners apparently believe in the efficiency of vaccination.
I wish to thank the Board of Health and the Police Department for their hearty cooperation at all times.
