ANNUAL MEETING
Arlington, March 12, 1943.
Pursuant to the Warrant of the Selectmen served ac- cording to law upon the inhabitants of the Town by a Con- stable of said Town, notices having been sent by mail by the Town Clerk seven days before the day of meeting to the Town Meeting Members elected and qualified to act in Town Meetings, in Arlington, and advertised in two local papers, the Town Meeting Members met in Robbins Memorial Town Hall in said Town on Friday, March 12, 1943 at eight o'clock in the evening.
Lists containing the names of two hundred and fifty- three qualified Town Meeting Members were used at the entrance to the meeting place and were in charge of Philip T. Robinson and James E. Sweeney; they were filed with the Town Clerk at the close of the meeting, and showed that one hundred and eighty-six members attended.
The Moderator called the meeting to order at 8:15 P. M., and at his request the Assembly stood and sang one verse of the National Anthem.
Town Meeting Members not previously sworn were sworn by the Moderator.
There being no objection to the request of Chairman Estabrook, permission was granted to Mr. Adams and Mr. Davis of the Board of Selectmen; Mr. Golden, the Secre- tary of the Board of Selectmen; Mr. Smith and Mr. Marsh of the Board of Public. Works, and Mr. Addison R. Pike, Acting Town Counsel to sit with him during the meeting.
The Town Clerk read the call for the Meeting and the Constable's Return of the Warrant; the reading of the Warrant was duly waived.
On motion of Chairman Estabrook, duly made and seconded, it was unanimously

VOTED: That if all the business of the meeting as set forth in the Warrant is not disposed of at this session, when the meeting adjourns, it adjourn to Monday evening, March 15, 1943, at 8 o'clock.
Chairman Estabrook presented the following Resolu- tion in Memoriam of Nelson B. Crosby.
With profound sorrow we record the passing on March 6, 1943, of Nelson B. Crosby in the thirteenth year of his service to the Commonwealth of Massachusetts and the Town of Arl- ington, as a representative in General Court for the Twenty- Eighth Middlesex District.
His deep and sincere interest in the affairs of our community and his devoted loyalty through the years made of him a tower of strength, and his death will be a distinct loss to the Common- wealth and the Town and to all who knew him as a friend and counsellor.
His honesty, modesty, industry, judgment, fairness and kindliness have endeared him to us and have set a standard for the Town, of which its citizens are justly proud.
He rendered loyal and diligent service during seven con- secutive terms of his incumbency as such representative and as a member of the Board of Selectmen during the years from 1922 to 1928, and was ever on the alert to combat movements prejudicial to the interest of the Town generally and to devise and promote measures for its advancement.
WHEREAS, it has pleased God in His infinite wisdom to call him to his eternal reward, it is our desire that a proper recognition of his memory be recorded; now, therefore,
BE IT RESOLVED; that the citizens of Arlington in Annual Town Meeting assembled, hereby express their sense of irreparable loss at his untimely passing and in appreciation of his splendid services, and
BE IT FURTHER RESOLVED; that a copy of this reso- lution be suitably and fittingly inscribed and presented to his family and a copy be spread upon the records of this meeting.

Chairman Estabrook presented the following state- ment in connection with the submission of the Selectmen's

Report of the Board of Selectmen of Position Classification and Salary Standardization Survey of All Town Depart- ments.
In accordance with the provisions of the vote passed under Article 52 of the Adjourned Annual Town Meeting held on March 13, 1942, the Board of Selectmen herewith submits the report prepared by Public Administration Service on "A Salary and Wage Survey" for the Town of Arlington.
In addition to the recommended compensation plan for the various classes of positions established by the sur- vey, there is included therein a brief outline of the purpose and scope of the survey; a proposed set of rules to guide the various Town officials, boards and committees in oper- ating the classification and compensation plans ; a schematic index of the classes established; an allocation list assigning each of the specified positions to the appropriate class ; and specifications setting forth the title and defining the posi- tions falling within each class.
This report has been made in accordance with the proposal submitted by Public Administration Service and accepted by the Board of Selectmen.
In anticipation of the appointment of the committee requested under Article 23 of the 1943 Annual Town Meet- ing, the Board of Selectmen suggests that this report of said Public Administration Service be received and re- ferred to the committee to be appointed under said Article 23, as a guide and aid to assist the members thereof in the investigation and study of establishing, with the approval of the Civil Service Commission, a classification of posi- tions and a plan for standardization of wages and salaries for all departments of the Town.

VOTED: That the sum of sixteen thousand two hun- dred forty eight and 42/100 (16,248.42) dollars be and hereby is appropriated for the Town's share of the net cost of care, maintenance and repair of the Middlesex County Tuberculosis Hospital during the last preceding calendar year, including interest on Temporary notes is-

sued thereof, in accordance with sections of Chapter 111 of the General Laws, applicable thereto, and expenses under Section 25 G (6) (a) of Chapter 32 of the General Laws inserted by Chapter 400 of the Acts of 1936; said sum to be raised by general tax and expended under the direction of the Board of Selectmen.
There being no further business under Article 4 the Moderator declared it disposed of.
Article 5 taken up. (Special Compensation for Town Of- ficers and Employees)
The Finance Committee recommended the following vote :

Moved: That the sum of one hundred seventeen thou- sand six hundred forty ($117,640.00) dollars, to be raised by general tax, be and hereby is appropriated to provide temporary extra compensation for services rendered and labor performed by certain Town Officers and employees during the current financial year to meet increased living costs in the present emergency.
Four quarterly payments from said sum, beginning April 1, 1943 are hereby authorized as follows: to the Treasurer-Collector, and the Town Clerk, $45.00 each, and to all regular Town employees, in amounts equal to 18 per centum of the amounts of their respective salaries as fixed by votes under Article 7 of the warrant for this meeting, paid or payable to them for the preceding quarter and to all regular town employees in amounts not exceeding 18 per centum of the salary or wages paid or payable to them for services rendered or labor performed in the preceding quarter, as the school committee and other boards and de- partments by whom they are respectively appointed or em- ployed may determine.
Said payments shall be based upon the regular rates of compensation in effect on the first day of January, 1943,

and such increased rates, only, as may become operative under any established plan for "step rate" increases then effective, and no such quarterly payment shall exceed forty-five dollars in amount or a proportionate part there- of for a part of a quarter for which regular salary or wages may be payable.
No elected officer other than those hereinbefore named shall be entitled to the extra compensation hereby pro- vided and no employees other than school teachers, shall be deemed to be a regular town employee and as such en- titled to extra compensation hereunder unless his principal source of income is salary or wages paid by the town and he shall have worked for the town full time during at least nine weeks in any quarter for which payments hereunder are authorized.
The action hereby taken or taken by authority hereof, shall not be construed as permanently increasing salaries or wages, nor shall payments made hereunder be deemed to be part of the regular compensation of any town officer or employee.
The sum hereby appropriated is allocated for expendi- ture by the respective department heads as follows :

Mr. Warren Ryan offered the following substitute motion, which was duly seconded,
Moved: That the sum of one hundred sixty-one thou- sand two hundred fifty ($161,250.00) dollars, to be raised by general tax, be and hereby is appropriated to provide temporary extra compensation for services rendered and labor performed by certain Town Officials and employees during the current financial year to meet increased living costs in the present emergency.
Four quarterly payments from said sum, beginning April 1, 1943 are hereby authorized as follows: to the Treasurer-Collector, and Town Clerk, $62.50 each, and to all regular Town employees, in amounts equal to 18 per centum of the amounts of their respective salaries as fixed by votes under Article 7 of the warrant for this meeting, paid or payable to them for preceding quarter and to all regular town employees in amounts not exceeding 18 per centum of the salary or wages paid or payable to them for services rendered or labor performed in the preceding quarter, as the school committee and other boards and de- partments by whom they are respectively appointed or em- ployed may determine.
Said payments shall be based upon the regular rates of compensation in effect on the first day of January 1943, and such increased rates, only as may become operative under any established plan for "step rate" increases then effective, and no such quarterly payment shall exceed

sixty-two dollars and fifty cents in amount or a propor- tionate part thereof for a part of a quarter for which regu- lar salary or wages may be payable.
No elected officer other than these hereinbefore named shall be entitled to the extra compensation hereby pro- vided and no employees other than school teachers, shall be deemed to be a regular town employee and as such en- titled to extra compensation hereunder unless his principal source of income is salary or wages paid by the town and he shall have worked for the town full time during at least nine weeks in any quarter for which payments hereunder are authorized.
The action hereby taken, or taken by authority hereof, shall not be construed as permanently increasing salaries or wages, nor shall payments made hereunder be deemed to be part of the regular compensation of any town officer or employee.
The sum hereby appropriated is allocated for expendi- ture by the respective department heads as follows :
