In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Arlington, qualified to vote in elections, to meet at the polling places designated for the several precincts in said Town on


MONDAY, THE THIRD DAY OF MARCH, 1958


at seven o'clock in the forenoon, to act on the following Articles, namely:


Article 1. To elect by ballot the following Town Officers: Two Selectmen for three years; one Assessor for three years; three members of the School Committee for three years, and one member of the Arlington Housing Authority for five years; also, in accord- ance with the provisions of Chapter 43A of the General Laws, in each precinct the number of Town Meeting Members as hereinafter specified: in Precinct 1, one such member for one year, one such member for two years and five such members for three years; in Precinct 2, one such member for one year and six such members for three years; in Precinct 3, four such members for three years; in Precinct 4, six such members for three years; in Precinct 5, six such members for three years; in Precinct 6, one such member for two years and five such members for three years; in Precinct 7, one such member for one year, one such member for two years and five such members for three years; in Precinct 8, six such members for three years; in Precinct 9, one such member for one year and six such members for three years; in Precinct 10, one such mem- ber for one year, one such member for two years and six such

For these purposes, the polls will be open at seven o'clock A.M. and remain open until eight o'clock P.M., at each of the polling places designated, viz: Precinct One, in the East Arlington Branch Library, entrance on Massachusetts Avenue; Precincts Two and Four, in the Hardy School Building, entrance on Lake Street; Pre- cinct 3, in the Junior High School Building East, entrance on Tufts Street; Precinct 5, in the Thompson School Building, entrance on North Union Street; Precincts Six and Eight, in the Town Hall; Pre- cincts Seven and Nine, in the St. Agnes Parochial School Building; Precinct 7, side entrance on Medford Street; Precinct 9, entrance on Compton Street; Precincts 10A and 12A, in the Cutter School Build- ing, entrance on Robbins Road, Precincts 10B and 12B, in the Brackett School Building, entrance on Eastern Avenue; Precinct Eleven, in the Highland Hose House, entrance on Massachusetts Avenue; Precinct Thirteen, in the Peirce School Building, entrance on Park Avenue North, Heights; Precinct Fourteen A, Park Avenue Congregational Church; entrance on Paul Revere Road; Precinct Fourteen B, in the Dallin School Building, entrance on Florence Avenue.


You are, also, required to notify and warn the said inhabitants to meet at the Town Hall, in said Town on Monday, the seventeenth day of March, 1958 at eight o'clock in the evening, at which time and place the following articles are to be acted upon and determined exclusively by town meeting members, in accordance with, and subject to, the referenda provided for by Chapter 43A of the General Laws.


Article 2. To choose and appoint all other usual Town officers not herein-before mentioned, in such manner as the Town may determine.


Article 3. To hear and act on the reports of the committee under vote of the Town passed March 24, 1944, on Advanced Pro- gramming and Budgeting; of the committee under vote of the Town passed March 28, 1951, to investigate and consider the matter of a Fire Prevention Code for the Town of Arlington; of the com- mittee under vote of the Town passed March 26, 1952, to investi- gate, consider and make recommendations for the purchase or tak- ing by eminent domain, or otherwise, of a suitable site and for the construction of a new building or reconstruction of an existing building to be used for garaging Town-owned vehicles; of the com- mittee under votes of the Town passed March 20, 1953, and March 24, 1954, to investigate, consider and make recommendations to the Town relative to the construction and operation of refuse dis- posal incinerators; of the Joint Planning Committee under vote of the Town passed March 23, 1953; of the committee under vote of the Town passed March 15, 1954, to investigate and study the adequacy of the present school buildings within the Town and the future locations of new school buildings; of the committee under vote of the Town passed March 22, 1954, to procure plans and estimates for the construction of a school building in the area of

North Union Street; of the committee under vote of the Town pass- ed March 24, 1954, to procure plans and estimates for the con- struction of a school building in the area of Florence Avenue, George and Renfrew Streets; of the committee under vote of the Town passed March 24, 1954, to investigate, study and consider various entrances at the Arlington Heights Reservoir Beach and Playground; of the committee under vote of the Town passed March 24, 1954, to investigate, consider and make recommendations as to the swimming conditions at the Arlington Heights Reservoir Beach; of the Peirce School Playground Improvement Committee under vote of the Town passed March 25, 1955; of the Arlington Brotherhood Committee under vote of the Town passed March 28, 1955; of the committee on the 150th Anniversary of the Incorpora- tion of the Town of Arlington under vote of the Town passed April 2, 1956; of the committee on quarters for organizations now oc- cupying the Old Town Hall under vote of the Town passed April 2, 1956; of the committee on the improvement of the acoustics in the Robbins Memorial Town Hall auditorium under vote of the Town passed April 2, 1956; of the High School additions and reconstruc- tion committee under vote of the Town passed April 4, 1956; of the Arlington Development Commission under vote of the Town passed March 25, 1957; of the committee under vote of the Town passed March 25, 1957, to study, investigate, consider and make recom- mendations relative to the use of the area in the rear of the Junior High School West for the parking or passage of motor vehicles for the relief of traffic congestion; of the committee under vote of the Town passed March 27, 1957, to investigate and make a study of the land owned by the Town of Arlington in the Town of Lexington, known as the Great Meadows; and of other Town Boards and officers and of the Finance and other committees heretofore ap- pointed.


Article 4. To see if the Town will authorize, ratify and cori- firm the payment to the County of Middlesex of amounts assessed upon or otherwise payable by the Town under Warrant issued by the County Commissioners in accordance with Chapter 500, Section 1, of the Acts of 1943, for: (A) the Town's share of the main- tenance, operation and repair of Middlesex County Tuberculosis Hospital during the last preceding calendar year, including interest on temporary notes issued therefor in accordance with Sections of Chapter III of the General Laws applicable thereto; (B) the Town's share of any and all other expenses in connection with said Hospital including expenses under Section 25G (6) (a) of Chapter 32 of the General Laws, inserted by Chapter 400 of the Acts of 1936; or take any action relating to said Hospital or any other thing there- in mentioned.


Article 5. To see if the Town will authorize the Town Treas- urer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1959, and to issue a note or notes therefor, payable within one year, and to renew any note or notes that may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.

Article 6. To see if the Town will make an appropriation or appropriations to pay the claims or charges of Synimes Arlington Hospital including such claims and charges for aid relief or care furnished prior to January 1, 1958, to persons falling into distress and standing in need of immediate relief; determine in what man- ner the money shall be raised and expended; or take any action relating thereto.


Article 7. To see if the Town will amend Schedule A of the Classification Plan, and Schedule B of the Pay Plan, as established by Article 7C of the By-Laws, by increasing all money figures con- tained therein by approximately four percent (4% ) to the nearest even dollar or $178.00. whichever is the greater, in the annual salary schedule, excepting the money figures contained in Grades PF 2, PF 3, PF 4, PF 5, and PF 6, and $3.40 or approximately four percent (4% ) to the nearest even daily rate, whichever is the greater, in the weekly salary schedule, and by increasing the com- pensation of regularly employed part-time employees by approxi- mately four percent (4% ) to the nearest dollar; and by striking - out the words and figures "Minimum - $3944.00", "Step 1 $4262.00", and "Maximum-$4606.00", where they appear in Grade PF 2 of said Schedules and inserting in place thereof the words and figures "Minimum - $4102.00", "Step 1 - $4432.00", and "Maxi- mum-$4790.00"; and by striking out the words and figures "Maxi- mum - $5046.00" where they appear in Grade PF 3 of said Schedules and inserting in place thereof the words and figures "Maximum $5248.00"; and by striking out the words and figures "Maximum - $5386.00" where they appear in Grade PF 4 of said Schedules and inserting in place thereof the words and figures "Maximum - $5602.00"; and by striking out the words and figures "Maximum - $5866.00" where they appear in Grade PF 5 of said Schedules and inserting in place thereof the words and figures "Maximum - $6100.00"; and by striking out the words and figures "Maximum - $7122.00" where they appear in Grade PF 6 of said Schedules and inserting in place thereof the words and figures "Maximum - $7406.00"; said amendment to become effective April 1, 1958; appropriate the sum of $78,000.00 to be expended by the various departments affected; and determine how the money shall be raised.

To see if the Town will amend Schedule A of the Classification Plan, and Schedule B of the Pay Plan, as established by Article 7C, of the By-Laws, by striking out the words and figures "Minimum - $6456.00", "Step 1-$6702.00", "Step 2 - $6944.00", "Step 3 -$7184.00", and "Maximum - $7488.00" where they appear in Grade AG 14 of said Schedules and inserting in place thereof the words and figures "Minimum - $7300.00", "Step 1-$7600.00", "Step 2 -$7900.00", "Step 3 - $8200.00", and "Maximum - $8500.00"; said amendment to be effective April 1, 1958; appropriate the sum of $534.00 to be expended by the department affected; and determine how the money shall be raised.

To see if the Town will amend the Classification Plan, known as Schedule A, of Article 7C, of the By-Laws, by re- allocating Supervisor of Custodians and Maintenance, from Grade AG 12 to Grade AG 13; said amendment to be effective April 1, 1958; appropriate the sum of $234.00 to be expended by the de- partment affected; and determine how the money shall be raised.

To see if the Town will amend the Classification Plan, known as Schedule A, of Article 7C, of the By-Laws, by re- allocating Assistant Supervisor of Custodians, from Grade AG 7 to Grade AG 8; said amendment to be effective April 1, 1958; appro- priate the sum of $255.00 to be expended by the department affect- ed; and determine how the money shall be raised.

Article 11. To see if the Town will amend the Classification Plan, known as Schedule A, of Article 7C, of the By-Laws, by re- allocating Executive Secretary, Personnel Board, from Grade AG 10 to Grade AG 11; said amendment to be effective April 1, 1958; ap- propriate the sum of $252.00 to be expended by the department affected; and determine how the money shall be raised.

Article 12. To see if the Town will amend the Classification Plan, known as Schedule A, of Article 7C, of the By-Laws, by re- allocating Assistant Librarian, from Grade AG 6 to Grade AG 7; said amendment to be effective April 1, 1958; appropriate the sum of $139.50 to be expended by the department affected; and deter- mine how the money shall be raised.

To see if the Town will amend the Classification Plan, known as Schedule A, of Article 7C, of the By-Laws, by re- allocating Secretary and Head Clerk, Public Works Department, from Grade AG 9 to Grade AG 11; said amendment to be effective April 1, 1958; appropriate the sum of $127.50 to be expended by the department affected; and determine how the money shall be raised.

To see if the Town will amend the Classification Plan, known as Schedule A, of Article 7C, of the By-Laws, by re- allocating Motor Equipment and Radio Repairman, from Grade MC 5 to Grade MC 6; said amendment to be effective April 1, 1958; appropriate the sum of $156.60 to be expended by the department affected; and determine how the money shall be raised.
