Prepared and installed Black Topping on the balance of the playground area and installed a catch basin in the same area. Work was done by the Public Works Department.
Installed Fluorescent Light Fixtures in the Principal's Office and outer Office. Wired and installed duplex outlets for equipment at both ends of the first and second floor corridors.

PEIRCE SCHOOL

Made repairs to the exterior masonry stairs and landings for- the Auditorium.

REPORT OF THE SUPERVISOR OF MAINTENANCE
The following areas were completely painted by the Building Maintenance Department: Classrooms #1-2-3-4-5-6- B-1 - B-2 - 21-22- 23-24-27 and 28, Kindergarten, large Playroom, Custodians' Room, basement and first floor corridors and three stairways from base- ment to second floor.
Installed shelving in coat room areas of (13) classrooms and removed and replaced a large section of the Auditorium floor where buckling occurred. Work done by the Building Maintenance Department.
Installed a new sink and reconditioned room #2. Area to be used for teachers' dining room, etc. Work done by the Building Maintenance Department.
PARMENTER SCHOOL
Removed, refinished and reset the slate blackboards in Rooms #7-8-9 and 10.
ROBBINS TOWN HALL
Replaced the leaking cement 3,400-gal. fuel oil tank with a new 6,600-gal. steel tank and did other related work for the installation of the new tank.
Made general repairs to the roof and gutter areas.
Replaced two pair of Exit doors and transomes and installed new hardware on same.
Replaced sections of the main steam return piping in the old section of the building.
Repaired and recaned (80) Auditorium chairs.
Installed a sump pump in the boiler room to take care of any water conditions that may develop.
Painted the two front stairways, first and second floor corridors, front lobby and two coat rooms. Work done by the Building Main- tenance Department.
Cleaned and tested all steam traps in the addition and replaced defective bellows where needed.
Installed automatic closing device on oil tank room door.
Obtained the services of a Heating and Ventilation Engineer to make a survey and study of the heating and ventilation in the building, including the replacement of the two steam boilers which were recommended to be replaced by the Boiler Inspector. These boilers have been in service for 47 years and it has been recom- mended that the boilers be replaced during the year of 1959 and the revision of the heating and ventilation system be given con- sideration to be done in the very near future.
Replaced checker brick-work in both boilers and rebuilt right- hand wall in Boiler #2.

Relocating of two metal partitions in the Public Works Depart- ment Office are in the process of being done. Work to include .. changing location of light fixtures, electric outlets and painting.
Repaired and repainted the existing exterior scene on the stage,. composed of one drop, six wings and four borders.
ROBBINS COTTAGE
Replaced bulkhead stairs and doors. Work done by the Build- ing Maintenance Department.
ROBBINS LIBRARY
Painted the following interior areas: Main Stack Room, Music Room, Librarian's Office, Gallery Hallway, Young Peoples' Room, Junior Library and Vestibules, rear stairway from basement to third floor, front stairway from basement to third floor, basement Stack Room, Historical Room, Supply Room, Magazine Corridor, Annex and Room, the entire Rotunda and areas around same.
Made extensive repairs to the roof areas and gutters including repairing and waterproofing two chimneys.
Reconditioned the fourteen windows in the Reference Room. Part of the windows were sealed in a fixed position and the balance. of the windows were weather stripped. Part of this work was done by the Building Maintenance Department.
Four bookcases were constructed and installed in the basement rooms. The installation and painting of these bookcases was done by the Building Maintenance Department.
The basement work room was treated for a Termite condition that had developed.
The services of a heating engineer were obtained to make a complete study of the heating system and a complete report was submitted with recommendations and estimated costs for improv- ing the heating and ventilating system.
MENOTOMY HALL
Made various types of repairs to the roof areas that were damaged during the January 7, 1958 wind storm. The Town was reimbursed for the greater part of the cost of this damage.
CENTRAL FIRE STATION
Located and repaired a bad leak in a cast iron waste pipe concealed in the cement floor in the shower room on the second floor.
Repointed, waterproofed and made repairs to the brick parapet walls on the Massachusetts Avenue side of the building.
HIGHLAND FIRE STATION
Replaced deteriated sections of galvanized iron water supply pipe with copper.

MISCELLANEOUS WORK, ETC.
All heating boilers, hot water tanks and air compressors in the Town Owned Buildings were inspected by the Insurance Inspectors and all repairs and replacements were made according to their requests. Certificates of approval were issued for each unit in each building for a period of one year.
During the year 978 lights of glass were replaced by the Build- ing Maintenance Department in the windows of various school buildings throughout the Town at a cost of $3,081.76.
In addition to the above work about 2,000 work repair orders were issued to the Maintenance Department and Contractors for various types of work such as plumbing, heating painting, electrical work, roof work, furniture repairs, glass replacement, etc. The cost of these jobs varied between $3.00 and $180.00 each.
I wish to express my appreciation to you and to the officials and employees of this Department and all other Town Departments and Town Officials for their cooperation during the past year.

Report of the Cemetery Department
January 14, 1959

Dear Sir:
The Cemetery Commissioners herewith submit their report for the year ending December 31, 1958.
On January 31, 1958, the first interment in the new single grave plot on the westerly side of Mill Brook was made. There are now twenty-three interments in this plot.
The Arlington Police Relief Association was given permission to place a plaque or stone at the corner of Elm and Auburn Avenue to honor their dead.
Most all roads in the cemetery were resurfaced this past year and should be in good condition for many years.
There were 363 interments in Mt. Pleasant Cemetery during the year and none in the Pleasant Street Cemetery.
On December 17, 1958, Mr. John H. Callahan was nominated Chairman of the Board for the ensuing year to succeed Mr. John R. Keefe, whose term expired.
The Board wishes to express its gratitude to Mr. Edward C. Preston, Superintendent, for his help and cooperation.

REPORT OF THE DEVELOPMENT COMMISSION
Report of the Arlington Development Commission

Dear Mr. Monahan:
During the past year the Arlington Development Commission has been primarily concerned with the planning of those improve- ments in Arlington Center which were authorized by the 1958 An- nual Town Meeting; namely, the use of the Russell Common for parking and the relocation of Mystic Street.
It has been the feeling of the Commission that these two pro- jects complement each other, the value of one to a great extent depending on the other. Together they will serve to ease the flow of traffic in Arlington Center and provide much needed parking! there, which in turn should encourage Arlington people to shop in the Center. Only in this way can we hope to increase the tax revenue from this the most important business district in the town.
The firm of Bruce Campbell & Associates was engaged to pre- pare engineering plans and cost estimates for the Center project. They made a traffic study and collected other pertinent data before presenting to the town their preliminary report containing their analysis of the problem and three possible traffic patterns. The Board of Selectmen have had the report under study and it is ex- pected to adopt a plan so that it can be presented to the 1959 Annual Town Meeting. After the Board's decision the engineering firm will produce detailed plans and cost estimates so that work can proceed.
The Board of Selectmen and the Planning Board as well as the Development Commission and many town officials participated in the discussions. It has truly been a community project, bringing into play the ideas and experience of many people.
The Development Commission and the Planning Board met jointly several times during the past year. Changes in the Zoning By-Law of the Town proposed by Mr. Allen Benjamin, Planning Consultant, were discussed and generally approved by both Boards. Zoning changes along Massachusetts Avenue to encourage apart- ment house construction were also considered and recommended. Undoubtedly the Planning Board will report to you more fully on these matters.
A very satisfactory meeting was also held with the Board of Assessors to consider possible methods of increasing tax revenue from non-residential sources. It was agreed that encouragement. of apartment house construction as referred to above was one of the best ways of accomplishing this objective.
With regard to disbursements by the Commission, $205.58 was. spent for operating expenses during 1958 which when added to the $254.23 expended in 1957 leaves a balance of $540.19 from the origin- al appropriation made at the time of the creation of the Commis- sion. A breakdown of the 1958 disbursements is as follows:

The Commission with you as Town Manager has also contracted with Bruce Campbell & Associates to make a traffic and parking analysis of the so-called Mystic Street area and to prepare engin- eering plans and cost estimates of a plan approved by the Town. The contract price for this work is $5,000 of which $2,000 has been paid as of this date.
As you know, the purpose of the Arlington Development Com- mission is to stimulate and promote business activity so as to provide some relief for the residential taxpayer. The use of the Russell Common for parking and the relocation of Mystic Street will be the first steps in revitalizing Arlington Center and they should be accomplished as soon as possible. When these tangible steps have been taken Arlington will be on the march.

REPORT OF THE HOUSING AUTHORITY
Annual Report of the Arlington Housing Authority
The Arlington Housing Authority submits herewith its Annual Report for the year ending December 31, 1958.
It should be noted that on August 2, 1958, the Arlington Hous- ing Authority completed ten years of activity, having been organ- ized according to law on August 2, 1948.
At the Annual Town Election in March, Mr. Edward J. Doh- erty was elected for a term of five years, replacing Mr. Cornelius J. Brosnan, whose term expired.
Subsequently the Authority organized for the year at its Annual Meeting held on March 11, 1958, at which time Mr. James A. Coffey was elected Chairman, Mr. John P. Kedian, Vice-Chairman, Mr. Joseph S. Vahey, Treasurer and Mr. Myron D. Chace, Assistant Treasurer, all terms for one year.
At the Annual Town Meeting in March, the Housing Authority submitted an Article requesting the Town convey a certain parcel of land in the Reservoir section, for the construction of specially designed apartments for elderly persons. This Article was unani- mously passed. Consequently the Authority retained as architect Mr. Harold C. Knight, well known Arlington resident, for the design of such a project. The Authority has been working vigorously to expedite this construction and as the year closes, expects that actual ground breaking will take place in the spring.
The Authority met regularly throughout the year to set policies for the management of the presently existing properties, which it owns.
The Authority wishes to express its appreciation to all officials, Boards and town departments for their cooperation throughout the year.

TREE WARDEN, MOTH AND TOWN HOUSE GROUNDS
Report of the Tree Warden and Superintendent of the Moth and Town House Grounds Departments

I herewith submit my report as Tree Warden and Superinten- dent of the Moth and Town House Grounds Departments for the year ending December 31, 1958.
TREE DEPARTMENT
In the Spring of the year 275 trees were planted on new streets constructed by the Public Works Department and private contractors, also in various sections of the Town when requested by private individuals.
Three public hearings were held for the removal of trees and as there were no objections the trees were removed at the expense of the petitioners.
Five trees were cut down and removed for the reconstruction of Park Street. Four trees were cut down and removed for the reconstruction of Beacon Street. Five trees were cut down and re- moved for the construction of Nourse Road. Five trees were cut down and removed for the construction of Reservoir Road.
Twenty four trees were removed by contractor for the con struction of Washington Street. Six trees were removed by con- tractor for the construction of Brattle Terrace. Six trees were removed by contractor for the construction of West Street.
Trees were removed for sidewalk construction at 94 Oakland Avenue and 214 Overlook Road.
Trees were removed at 1026 Massachusetts Avenue and 35 Academy Street because of dangerous condition.
We still receive many requests at the office during the year' for trimming trees that are growing close to houses and overhang- ing roofs. A continuation of our program of raising up and trimming of trees to alleviate obstruction from high delivery trucks and buses traveling along our highways was continued.
Trees were pruned and removed by the Department for the Park, Cemetery, School, Police and Public Works Departments at the request of the respective department heads.
Trimmed tree on Newcomb Street to make clearance for moving of a house from 14 Marion Road to the corner of Elmhurst Road and Newcomb Street.

Christmas trees in all sections of the town were disposed of by this Department with a Brush Chipper, thereby saving a consider- able amount of money in extra truck hire.
All trees in the rear of the High School were removed due to the construction of the new addition.
The personnel of the Department assisted the Park Department clearing skating areas when requested and also assisted the Public Works Department plowing streets and the removal of snow.
