All ballots, used and unused, tally sheets, total vote sheets, voting lists, and all other records pertaining to the Town Election, properly signed and sealed, were delivered to the Town Clerk to be preserved by him during the time required by law.


The persons declared elected town officers, including town meeting members, were notified as required by the General Laws.

In accordance with Section 61 of Chapter 51 of the General Laws, the return of the registered voters in the Town at the close of registration on February 11, 1958, was forwarded to the Secre- tary of the Commonwealth.


The result of the count of the votes cast at the Town Election was forwarded to the Secretary of the Commonwealth.


In accordance with Section 132 of Chapter 54 of the General Laws, the total number of voters checked on the voting lists in each precinct was forwarded to the Secretary of the Commonwealth.


In connection with the work of the Department of Corporations and Taxation, a list of Town Officials was forwarded to the Director of Accounts.

ARLINGTON TOWN REPORT


ANNUAL TOWN MEETING - MARCH 17, 1958


Pursuant to the Warrant of the Selectmen served according to law upon the inhabitants of the Town of Arlington by a constable of said Town, notices having been sent by mail by the Town Clerk at least seven days before the day of the meeting to the town nieeting members elected and qualified to act in town meetings in Arlington under the provisions of Chapter 43A of the General Laws, as amended, and published in the local newspapers, as required by the Town's By-Laws, the town meeting members met in the Town Hall, in said Town, on Monday, March 17, 1958, at eight o'clock in the evening. The Warrant calling the meeting was the notice sent by mail by the Town Clerk.


Lists of the duly qualified town meeting members were used at the entrances of the meeting place and were in charge of Ann Mahon and James E. Sweeney. The lists contained the names of two hundred fifty-one (251) town meeting members qualified to participate in and vote in town meetings in Arlington.


The check lists filed with the Town Clerk at the close of the meeting by the checkers showed that two hundred sixteen (216) elected members and eight (8) members-at-large (89% of total -251) attended the meeting.


Philip H. Burt was sworn by the Town Clerk as Stenographer to impartially and correctly report the proceedings of the meeting to the best of his ability.


The Moderator, Lawrence E. Corcoran, declaring a quorum present, called the meeting to order at 8:05 o'clock P.M.


The meeting was opened with the singing of "The Star Spangl- ed Banner" by the assembly accompanied by Mr. Augustus Mazzocca, trumpeter, and Mr. Walter E. Russell, pianist, both of the School Department, and prayer offered by Rt. Rev. Joseph M. Fitzgibbons, Pastor of St. Jerome's Church.


The town meeting members who had not previously been sworn were thereupon sworn by the Moderator.


There being no objection to the request of Selectmen Greeley, permission was granted by general consent for Messrs. Hurd, Raw- son and Buckley of the Board of Selectmen; Mr. Nicksay, Executive Secretary of the Board of Selectmen; Messrs. Wood and Hauser of the Board of Assessors; Mr. Wells, Executive Secretary of the Board of Assessors; Messrs. Kelliher and Fallon of the Personnel Board; Mr. Morris, Executive Secretary of the Personnel Board; Messrs. Dunn, Hooley, LaJoie, Ahern, Keefe, Guinan, Murphy, Sisson, Johnston and Richardson of the Finance Committee; Mr. Farrow, Executive Secretary of the Finance Committee; Messrs. Magnuson, Berg, Fox, Mirak, O'Hearn and Gilliland of the Arling- ton Development Commission and Mr. Purcell, Town Counsel, to sit within the town meeting enclosure.


The Town Clerk read the Call of the meeting and the Con- stable's Return of the Warrant, the reading of the remainder of the Warrant being waived by consent of the meeting.

Article 4. ( Assessment for County Hospital. )


VOTED : That payment to the County of Middlesex of amounts assessed upon or otherwise payable by the Town under Warrant issued by the County Commissioners in accordance with Chapter 500, Section 1, of the Acts of 1943; (A) the Town's share of the maintenance, operation and repair of Middlesex County Tuberculosis Hospital during the last preceding calendar year, in- cluding interest on temporary notes issued therefor, in accordance with sections of Chapter 111 of the General Laws applicable there- to; (B) the Town's share of any and all other expenses in connection with said hospital, including expenses under section 25G (6) (a) of Chapter 32 of the General Laws inserted by Chapter 400 of the Acts of 1936; be and hereby is authorized, ratified and confirmed.


There being no further business under Article 4, the Moderator declared it disposed of.


Article 5. (Treasurer; Power to Borrow. )


VOTED: (Unanimously) That the Treasurer, with the ap- proval of the Selectmen, be and hereby is authorized to borrow money on and after January 1, 1959, in anticipation of the revenue of the financial year beginning January 1, 1959, and to issue a note or notes therefor, payable within one year, and to renew any note or notes that may be given for a period of less than one year in ac- cordance with Section 17, Chapter 44, General Laws and any amendments thereof; any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1959.


There being no further business under Article 5, the Moderator declared it disposed of.


Article 6. (Claims or Charges of Symmes Arlington Hospital. )


VOTED: (Unanimously) That the sum of twenty-nine thous- and two hundred seventy-six and 17/100 (29,276.17) dollars be and hereby is appropriated to pay claims and charges of Symmes Arling- ton Hospital, including such claims and charges for aid, relief or care furnished prior to January 1, 1958, to persons falling into distress and standing in need of immediate relief; said sum to be raised by general tax and expended under the direction of the Town Manager.


There being no further business under Article 6, the Moderator declared it disposed of.


On motion of Kermit C. Streng of the Finance Committee, duly seconded, it was


VOTED: (Unanimously) That Article 21 be now taken up.


Article 21. (Amendment of Town By-Laws - Classification and Pay Plan. )


On the substitute motion of William J. Frost, Chairman of the Personnel Board, to amend the motion of the Finance Committee, which was seconded and was declared by the Moderator to have

carried on a standing vote, 162 having voted in the affirmative and 40 in the negative, it was


VOTED: (Unanimously) That Schedule A of the Classifica- tion Plan, and Schedule B of the Pay Plan, as established by Article 7C, of the By-Laws, be and hereby is amended by increas- ing all money figures contained therein by approximately four per- cent (4% ) to the nearest even dollar or $178.00, whichever is the greater, in the annual salary schedule, excepting the money figures contained in Grades PF 2, PF 3, PF 4, PF 5, and PF 6, and $3.40 or approximately four percent (4% ) to the nearest even daily rate, whichever is the greater, in the weekly salary schedule, and by increasing the compensation of regularly employed part-time em- ployees by approximately four percent (4% ) to the nearest dollar; and by striking out the words and figures "Minimum - $3944.00", "Step 1-$4262.00", and "Maximum - $4606.00" where they ap- pear in Grade PF 2 of said Schedules and inserting in place thereof the words and figures "Minimum-$4102.00", "Step 1-$4432.00", and "Maximum - $4790.00"; and by striking out the words and figures "Maximum - $5046.00" where they appear in Grade PF 3 of said Schedules and inserting in place thereof the words and figures "Maximum - $5248.00"; and by striking out the words and figures "Maximum - $5386.00" where they appear in Grade PF 4 of said Schedules and inserting in place thereof the words and figures "Maximum - $5602.00"; and by striking out the words and figures "Maximum - $5866.00" where they appear in Grade PF 5 of said Schedules and inserting in place thereof the words and figures "Maximum - $6100.00"; and by striking out the words and figures "Maximum - $7122.00" where they appear in Grade PF 6 of said Schedules and inserting in place thereof the words and figures "Maximum - $7406.00"; said amendment to become effec- tive April 1, 1958; and that for this purpose the sum of $78,000.00 be and hereby is appropriated to be expended by the various de- partments affected; said sum to be raised by general tax.

At this point, a recess was taken from 9:55 to 10:10 P.M.


Article 7. (Amendment of Town By-Laws - Classification and Pay Plan. )


VOTED: That no action be taken under Article 7 of the Warrant.


There being no further business under Article 7, the Moderator declared it disposed of.


Article 8. ( Amendment of Town By-Laws - Classification and Pay Plan. )


VOTED: (Unanimously ) That the Classification Plan Schedule A and Pay Plan - Schedule B as established by Article 7C of the By-Laws be and hereby are amended by striking out the words and figures "Minimum - $6456.00", "Step 1 -$6702.00", "Step 2-$6944.00", "Step 3-$7184.00", and "Maximum - $7488.00" where they appear in Grade AG 14 of said Schedules and

inserting in place thereof the words and figures "Minimum $7300.00", "Step 1-$7600.00", "Step 2-$7900.00", "Step 3 - $8200.00", and "Maximum - $8500.00", said amendment to be effective April 1, 1958; and that for this purpose the sum of five hundred thirty four (534) dollars be and hereby is appropriated, said sum to be raised by general tax and expended under the direction of the department affected.


There being no further business under Article 8, the Moderator declared it disposed of.


Article 9. (Amendment of Town By-Laws - Classification and Pay Plan. )


VOTED: ( Unanimously) That the Classification Plan, known as Schedule A, of Article 7C of the By-Laws be and hereby is amend- ed by reallocating Supervisor of Custodians and Maintenance from Grade AG 12 to Grade AG 13, said amendment to become effective April 1, 1958; and that the sum of two hundred thirty four (234) dollars be and hereby is appropriated for this purpose, said sum to be raised by general tax and expended under the direction of the department affected.


There being no further business under Article 9, the Moderator declared it disposed of.


Article 10. (Amendment of Town By-Laws -- Classification and Pay Plan. )


VOTED: ( Unanimously ) That the Classification Plan, known as Schedule A of Article 7C, of the By-Laws he and hereby is. amended by reallocating Assistant Supervisor of Custodians from Grade AG 7 to Grade AG 8, said amendment to become effective. April 1, 1958; and that the sum of two hundred fifty five (255) dollars be and hereby is appropriated for this purpose, said sum to be raised by general tax and expended under the direction of the department affected.


There being no further business under Article 10, the Moderator declared it disposed of.


Article 11. (Amendment of Town By-Laws - Classification and Pay Plan. )


VOTED: ( Unanimously) That the Classification Plan, known as Schedule A, of Article 7C of the By-Laws be and hereby is amended by reallocating Executive Secretary, Personnel Board, from Grade AG 10 to Grade AG 11, said amendment to be effective April 1, 1958; and for this purpose the sum of two hundred fifty two (252) dollars be and hereby is appropriated, said sum to be raised by general tax and expended under the direction of the de- partment affected.


There being no further business under Article 11, the Moderator declared it disposed of.
