The following annual report of the Town Clerk's Department for the year ending December 31, 1958, is herewith submitted, in accordance with the Town's By-Laws.


The total of fees collected by the department during the year and deposited with the Town Treasurer was $16,345.48, a decrease of $14.39 over the revenue collected in the preceding year. Of this amount, $4,524.00 was for conservation licenses and $4,734.85 was for dog licenses.

Your attention is directed to the reports, appearing on the pages that follow, upon the vital statistics of the Town which are recorded at this writing. It should be noted, however, that the summary of statistics relating, in particular, to births and deaths is incomplete, inasmuch as records thereof pertaining to Arlington residents are still being received by our office.


On December 29, 1958, the Town of Arlington experienced the loss of one of its outstanding citizens in the passing of Town Clerk James J. Golden. In his more than twenty-five years of service to the Town, during which he also served as Executive Secretary to the Board of Selectmen, Mr. Golden was among the Town's most dedicated and highly-regarded officials. His expert leadership will be long remembered by his townspeople.

Report of the Registrars of Voters


Honorable Board of Selectmen Arlington, Massachusetts


Gentlemen:


The Registrars of Voters herewith submit, in compliance with Section 3 of Article 3 of the By-Laws, their annual report for the year ending December 31, 1958.


Temporary Assistant Registrars were again designated by our Board to make a complete canvass of the Town for the purpose of taking the annual listings of persons twenty years of age and older and of owners and keepers of dogs, as required under the law.


Upon completion of the work of revising the voting list, in ac- cordance with the true list information that had been presented. a total of 2,594 notices-161 less than in the preceding year - were sent by first-class mail, as required by law, to persons whose names were not returned in the lists submitted by the Temporary Assistant Registrars or who failed of identification.


Of this number, 948 proved residence and were reinstated. How- ever, the names of 1,646 voters were dropped from the list for varying reasons including removal from the Town, changes of name by marriage or court decree, and/or failure to comply with the request for information relative thereto.


During the year, 29 evening sessions for the registration of voters were held in various public buildings throughout the Town, at which 1,026 persons were qualified to vote in elections. An addi- tional 1,256 persons were so qualified during regular business hours at the Office of the Town Clerk. A total of 2,282 names were, there- fore, added to the voting list.


At the date of the last biennial State Election, the total number of registered voters and of enrolled Democrats and Republicans in each voting precinct was as follows:

In the past year our Board certified the signatures of 9,341 voters appearing in initiative petitions, nomination papers filed by candidates seeking municipal, county and state offices, and the peti- tions filed with your Board for articles to be inserted in the War- rant for the Annual Town Meeting.


For the three elections held during the year, the Registrars were in session throughout the entire period during which the polls were open, after which they assisted in the tabulation of the re- turns of ballots cast at such elections, as follows:

REPORT OF THE BOARD OF ASSESSORS


ANNUAL REPORT of the BOARD OF ASSESSORS for 1958


During the year, the Board of Assessors met every Monday evening, plus Special Meetings called by the Chairman, especially during July and August, when intermittent sessions were held.


Hearings were held with residents of the Town, on the subject of property valuation, personal and motor excise taxes, relief to the aged, infirm or poor; veterans' exemptions and the like.


During the year members of the Board attended all conferences conducted by the State Dept. of Corporations and Taxation.


Members of the Board made weekly trips "into the field", during the year to assess new property constructed within the Town, as well as alterations to existing property.


During the month of January, members of the Board made individual inspections throughout the Town and assessed personal property in the amount of $4,662,250.


At the organizational meeting on the Monday following the Annual Town Election the members including Walter S. Cooledge Jr., Leonard D. Wood and William O. Hauser met and elected unanimously Mr. Cooledge as Chairman, and Mr. Hauser as Clerk for one year.


The number of bills processed by the office was over forty-five thousand (45,000) this year.


During the year over 3,900 statutory applications for abate- ment and exemption, consisting of Motor Excise, Poll, Personal Property and Real Estate were processed by the Board, the greatest percentage of which were on the transfer of ownership of motor vehicles.

ARLINGTON TOWN REPORT


In 1941 and 1942 the Assessors reduced Real Estate values by 5% in each of these years. Jan. 1, 1952 one of the 5 % reductions was reinstated and on Mar. 31, 1958 the Assessors voted to reinstate the other 5% on all dwelling houses that were built prior to 1943. This increase in valuation amounted to $2,351,350. as of Jan. 1, 1958.


New property was found and total valuation increased as follows:


Jan. 1, 1955 $2,103,350. Jan. 1, 1956 1,612,850. Jan. 1, 1957 1,400,000. Jan. 1, 1958 1,553,500.


The actual total increase in Real Estate value in 1958 over 1957 was $3,904,850. Included in this amount is $2,351,350. due to the second 5 % increase which leaves a net increase of $1,553,500 in new property as of Jan. 1, 1958.

ARLINGTON TOWN REPORT


Annual Report of the Department of Civil Defense

Dear Sir:


In accordance with the By-Laws of the Town, I submit here- with the ninth annual report of the Department of Civil Defense.


Training reached a high peak during the year through the cooperation of the American Red Cross. Six hundred students at the Senior High School completed the Standard First-Aid Course. The entire regular Police Department personnel also completed the Standard Refresher Course.


Red Cross- Red Cross and Civil Defense jointly sponsored throughout the town other courses in First-Aid, Home Nursing and "Mother and Baby Care".


Auxiliary Police - Sixty-six men received regular weekly train- ing. A new program was introduced in 1958, that of guarding the schools against vandalism, a new public service, and in turn offering greater training to the force. Sixty men who are regularly assigned each week received mittens and traffic belts.


Ambulance - Civil Defense put into operation the reconditioned police ambulance. First-Aid crews have been assigned to man such in emergencies.


Auxiliary Fire Department - The Auxiliary Fire Force in- creased its training schedule to include precautions on Radioactive dangers.


Ham Operators - Radio Civil Defense volunteers have increased almost double due to the tireless efforts of Chief Radio Operator, George A. Davison. Surplus Army Walkie-Talkies have been con- verted for Civil Defense use by these electronic mechanics.


Explorer Scouts - Explorer Scouts again aided Civil Defense by distributing Civil Defense Handbooks to every home in the town.


Surplus Property - During the past year, approximately $20,000. of Federal Surplus Property was acquired for the town through the joint cooperation of Civil Defense and the School Department. Mr. Harry Patterson, Vocational Director of the School Department was most cooperative in this measure. The total cost to the town was $1427.49.


Matching Funds - Savings of $3035. was accomplished this year by the purchase of five two-way radios for the Police and Fire Department, and two radios for the Ham Operators, through the Matching Funds Program.


Disaster Service - On January 23, 1958 Auxiliary Police, Auxiliary Fire Departments and the Red Cross Disaster Service

were placed in operation in the area of the plane crash on Lowell Street. The Auxiliary Police materially aided the regular depart- ment in "crowd control" and traffic duties for many hours.


On August 8, 1958, the Auxiliary Police were called to duty to protect life due to fallen wires as the result of the electric storm.


All activities have not been enumerated due to the fact of presenting a short concise report.
