Premature Infants - 12 infants weighing less than five and one-half pounds at birth were reported to the health department; two of these cases were eligible for financial assistance.
Polio Immunization Clinics - 795 persons received inoculations at the public clinic held on the 8th day of May. 2465 children and 29 adults were inoculated in the schools on the 15, 16, 17, 18 and 19th of May.
Pre-school Vaccinations - 135 children received smallpox vaccinations on the 18th of May.
Glaucoma Screening Program - 127 adults attended this glaucoma detection program which was held on the third Tuesday of March, April and May.

OLD AGE ASSISTANCE MEDICAL ASSISTANCE FOR THE AGED AID TO DEPENDENT CHILDREN DISABILITY ASSISTANCE GENERAL RELIEF
To His Honor the Mayor and
Members of the City Council
Gentlemen:
The gross expenditures of the Board of Public Welfare for the year 1961 were $700,619.50. The net receipts for 1961 were $611,338.46, leaving an approximate net cost to the City of Newburyport of $89,281.04.
Old Age Assistance continues to show a decided decrease in expen- ditures due to the new Medical Assistance for the Aged program and increase in Old-Age and Survivors Insurance Benefits.
Medical Assistance for the Aged is developing into a substantial expenditure in the Public Assistance program, and we look for a definite increase in this particular category in the coming year.
The Aid to Dependent Children program is still showing a rise in costs. Due to expected new regulations in the aforementioned category, it is estimated that the administrative costs for 1962 will show a definite rise because of additional personnel and possible enlargement of Public Assistance quarters.
Disability Assistance is a comparatively new program, and we are striving towards rehabilitation whenever possible, rather than permanent and total disability. This is being accomplished through the cooperation of the medical profession and members of our staff.
In spite of the continued unemployment in this area, General Relief continues to remain about the same as the previous year.

REPORT OF THE LIBRARIAN
TO THE BOARD OF DIRECTORS OF THE NEWBURYPORT PUBLIC LIFRARY :
During 1961, the library was open 298 days with 99,154 books circulated for home use, as compared to a total book circulation of 100,416 books in 300 days in 1960. This is a decrease of 1,262 books circulated over total book circulation in 1960 but still an increase of 5,980 over 1959 when the stepped-up educational program at the beginning of the "space age" began in earnest.
