Innumerable reference books were consulted and reference questions answered. It is impossible to estimate the increase in volume in reference work with students of all ages - from the elementary and high school grades through college and graduate school. Suffice to say that book collection, the physical facil- ties provided, and the skill of the staff have been used to the utmost.

Total adult book circulation increased in 1961 by 820 over that of 1960; by 5,416 over 1959. Adult non-fiction circulation increased from 41% to 42% in the past year. Juvenile non-fiction circulated was 27% of the total.


The total number of registered card-holders increased from 13,679 in 1960 to 13,761 a gain of 82 despite the withdrawal of 1,779 expired numbers. The number of adult card-holders decreased by 82 in 1961, while juvenile card-holders increased by 185. Newbury card- holders of whom 263 are juvenile, number 766.


The total book stock of the library increased from 101,499 at the end of 1960 to 102,778 at the end of 1961. Books added in 1961 numbered 1,742; 463 books were withdrawn during the same period. The net gain in the book stock was 1,279 volumes. Of these additions 1,143 were purchased from the income of trust funds, 496 were pur- chased from appropriated funds and the remander received as gifts. We have tried, as time permitted to withdraw worn and/or obsolete books in an effort to alleviate crowded book shelves, but "stack storage" for less-used but necessary titles is needed urgently.


The Children's Room of the Main Library, and of the Emma L. Andrews Branch were much used in 1961. Although circulation of juvenile books showed a small decrease over the previous year, children's use of reference books, magazines and pamphlets in the library has increased greatly. Frequent use has been made of adult books, e.g. a special assignment to several classes to "read a book on the Civil War" to supplement the Civil War books in the Children's room.


Instruction in the use of the library catalogue and basic ref- erence books was given by Miss Clancy, in the fall, to all six fifth grade classes in the public schools.


Nine school deposits (collections of thirty or more juvenile books) were lent to teachers in 1961 for use in their classrooms. Three State Reading Certificates were issued.

The Summer Reading Club - known as the "Astronaut Reading Club" - was signed up for by 145 children of whom 53 successfully completed the required reading and went into orbit. Two parties were held in September at which their achievement was rewarded.


Book Week, November 13-19, was observed with special exhibits of new books and three Story Hour programs. A class from Miss Brown's kindergarten visited the Library for a special story hour.


Miss Clancy has held a weekly Story Hour program every Sat- urday morning from October through May.


At an evening meeting of the Women of the Moose, Miss Clancy gave book reviews of some of the new children's books and was presented with two books for the Children's Room. She also took part in a panel discussion on reading arranged by the Kelley- Davenport P.T.A.


Use of the reference resources of the library in answer to questions by telephone, by letter and in person were numerous and of considerable variety in 1961. Scientific subjects and topics in the current news were in the forefront. Questions ranged from Americanization, radio isotopes, water pollution, clams- fish or animal? psychotherapy, the population explosion.


We made frequent use of the facilities of the State Division of Library Extension, borrowing 267 books to supplement our own book collection. The Newburyport Library loaned eighteen books to several other libraries and also microfilm copies of Newburyport newspapers to Harvard and the University of Southern California libraries.


National Library Week, was observed for the fourth time in March, during which time publicity on radio and television and on magazines and newspapers was nation-wide. Local emphasis was provided by special book exhibits both in the library and in local store windows.


On November 8th, the Newburyport Library was host to the fall meeting of the Merrimack Valley Library Association. Following Mayor Albert H. Zabriskie's cordial greetings on behalf of the city, an interesting and varied program was presented in the Read- ing Room. The noon luncheon meeting, attended by over sixty people, was held in the vestry of the Newburyport Baptist Church, at which time the speaker was Joseph Smith, F.B.I. agent.


During 1961, the Librarian attenued many meetings of the Executive Board of the Merrimack Valley Library Association and as a member of the planning board, assigned the task of working out a Regional Public Library Plan for the Northeast area. This area is one of five regional areas authorized by State Law, for the development of a comprehensive statewide program of regional library systems in terms of supplementary library services. The work of developing a plan to submit to the State Library Com- missioners has been both challenging and difficult in its problems.


1961 saw several forward steps taken in the achievement of long-range improvements to the Library. Florescent light fixtures were installed in the alcoves at the front of the building, thus

affording considerable improvement in the lighting on both the balconies and the main floor.


Liberty arm chairs, of the Hubbard type, were ordered in 1961 for the reference section and Reading Room. These have now arrived and are much appreciated by young and old. They are exceptionally sturdy as well as handsome and should stand up well under years of hard use. Washing and varnishing of woodwork in the reference section and rear balconies and painting of walls and ceilings in that same area was also completed early in January 1962. Both of these projects were part of the 1961 renovations program. That this area was last painted as a W.P.A. project gives some clue as to the improved look with the removal of the ravages of time.


For all of these renovations which have been achieved as steps in the plan of long-range improvements to the library, we are most grateful to the Library Directors, the Mayor and City Council for appropriating the necessary funds for these needed repairs.


We were sorry to lose three Library Directors during 1961. Mr. John P. Learned and Mr. Raymond Evans moved from Newburyport and resigned from the Board. Mr. Henry Chouinard, newly appointed to the Board, had attended only one Library Directors' meeting before his untimely death in June.


We were sorry to lose the valuable services of Mrs. Beulah Moody who had served on the Library staff for eighteen years - much of that time as librarian at the Belleville Branch.


The Librarian is most grateful to each member of the Library staff and to John Szymura, Library custodian, for each individual's contribution to our mutual goal of providing good library service.

An Ordinance to Amend An Ordinance Entitled "An Ordinance Relative to meetings of the City Council". Be it ordained by the City Council of the City of Newburyport as follows:


Section 1. The paragraph known as Section 1 of Chapter five of the Revised Ordinances of the City of Newburyport is hereby amended by striking out the word "eight" and inserting in place thereof the words "seven-thirty".


Section 2. The paragraph known as Section 4 of said Chapter five is hereby amended by adding the following words "at least twenty-four hours before the time of such meeting".

Be it ordained by the City Coun- cil of the City of Newburyport as follows: Chapter twenty-one of the Re- vised Ordinances of the City of Newburyport is hereby amended by deleting the title of said Chapter and substituting therefor the following title "Assistant Chief of the Fire Department". Said Chapter Twenty-One is here- by further amended by deleting Section one of said Chapter and substitut- ing therefor the following: In the month of January the Mayor shall appoint subject to the confirmation of the City Council An Assistant Chief of the Fire Department who shall hold office for one year from Feb- ruary first unless sooner discharged by the Mayor and City Council.

Be it ordained by the City Council of the City of Newburyport as follows: Chapter 20A, Section 1, of the Revised Ordi- narces of the City of Newburyport is hereby amended by deleting the first sentence of said section one and substituting therefor the following: "The fire department shall consist of a Permanent Chief, Call Deputy Chief, Two Permanent Captains, Three Permanent Lieutenants and 16 Permanent Fire- men and as many call men as the Mayor and City Council may from time to time determine "The remainder of said Section shall remain unchanged.

City of Newburyport In City Council February 6, 1961


An Ordinance Relative to the William Horton Fund. Be it ordained by the City Council of the City of Newburyport as follows :


Section 1. There is hereby established a fund known as the William Horton Fund.


Section 2. Said fund shall consist of the proceeds from the sale of the property located at the corner of North Atkinson and Low Streets known as the Horton Home Property.


Section 3. This fund shall be administered by the Mayor and City Council.


Section 4. All monies in said fund shall be placed in the custody of the City Treasurer who shall deposit the same in interest bearing accounts in savings banks within the City of Newburyport.


Section 5. The income only of said fund shall be expended to aid the aged and needy of Newburyport in such manner as the Mayor and City Council shall from time to time direct.

Chap. 352, Acts 1961 An Act Authorizing the placing of the office of the Chief of the Fire Department of the City of Newburyport under the Civil Service Laws. Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:


Section 1. The office of chief of the fire department of the City of Newburyport shall, upon the effective date of this act, become subject to the civil service laws and rules, and said office shall thereupon be filled by a competative promotional examination to be held by the director of civil service in accordance with the provisions of the civil service laws and rules.


Section 2. This act shall take effect upon its acceptance by the mayor and city council of said city, subject to the provisions of its Charter, but not otherwise.
