Premature Infants - 17 infants weighing less than five and one-half pounds at birth were reported to the health department, three of these cases were eligible for financial assistance.
Polio Immunization Clinics - 2651 persons received inoculations at clinies held January 31, June 4, August 1, and September 19. 2052 children were inoculated in the schools on the 3,5,6,19 and 20th of May.
Pre-school Vaccinations - 85 children received smallpox vaccinations on the 13th of April.
TB X-rays - 941 persons received chest x-rays in September.
Food-Handlers - A three day food-handlers course was held in June, on the 6,7, and 8. 68 establishments were represented by 95 persons. 43 of whom attended each course and were presented certificates.

OLD AGE ASSISTANCE MEDICAL ASSISTANCE FOR THE AGED AID TO DEPENDENT CHILDREN DISABILITY ASSISTANCE GENERAL RELIEF
To His Honor the Mayor & Members of the City Council
Gentlemen:
The gross expenditures of the Board of Public Welfare for the year 1960 were $637,163.73. The net receipts for 1960 were $511,796.37, leaving a net cost to the City of Newburyport of $125, 367. 36.
A new category of Public Assistance was added to the rolls on October 1, 1960 -- Medical Assistance for the Aged. With the advent of this program, the State Department is reimbursing 25% of the administrative costs of the local agency for the Federally aided programs (Old Age Assistance, Medical Assistance for the Aged, Aid to Dependent Children and Disability Assistance) which is in addition to the 50% Federal reimbursement.

REPORT OF THE LIBRARIAN
To the Board of Directors of the Newburyport Public Library:
During 1960, the library was open three hundred days with a total of 100,416 books circulated for home use and numerous reference books consulted within the building. Public areas of the building were and are crowded and the need for more shelving for books is acute.
Circulation of books increased by 7,242 over the total book circu- lation in 1959. Much of this increase can be attributed to the impact of the stepped-up educational program - which has brought many more students - from elementary grades thru college - to the library in connection with a variety of assignments.
The following table is included for purposes of comparison of the 1959 and 1960 circulation.

and help locate some photographs for Mr. Alden Todd of Chevy Chase, Maryland. Mr. Todd's splendid book called "Abandoned" about Adolphus Greely's tragic experiences in the Arctic has just been published.
We have made frequent use of the facilities of the State Division of Library Extension, borrowing a total of 544 books on inter-library loan to supplement our own book collection. Of this total, 396 were books in Armenian, French, Greek, Polish, Russian and Yiddish. The other 148 books were on such specialized subjects as reinforced con- crete bridges and sub-aqueous foundations, municipal accounting; Portugese grammar; marriage counseling; fingerprinting and other criminology texts. The Newburyport Library sent fourteen books on interloan to the following libraries: Ann Arbor (Michigan) Public Library; Cambridge, Haverhill and Amesbury Public Libraries; Cornell University Library, Dartmouth College Library and Michigan State Uni- versity Library.
Many people and organizations presented books to the library in 1960. We are grateful to all. Especially noteworthy is the gift of from two to four dance band arrangements each month, given by the Musician's Protective Association, Local 378. These have been very well received by teen-age groups. They have also been borrowed for use in connection with the Yankee Home-Coming festivities.
The third National Library Week was observed in March, with national publicity focused on public libraries throughout the country. Special book exhibits, both in library and in the local store windows provided local emphasis. Mrs. Haley's kindergarten groups were invited to the Children's Room for a special Story Time program.
