SPECIAL TOWN MEETING May 12, 1927


On a Warrant duly issued by the Selectmen and dated May 12, 1927, and signed by Thomas B. Mulvehill, Edmund G. Dalton, Arthur J. Forrest, Phillips Dennett and Harold W. Baker, Selectmen of Norwood, the proper service of which Warrant was duly attested by William J. Barrett, Constable of Norwood.


All of the requirements of the Statutes and By-laws relating to Town Meetings having been complied with, the meeting was called to order by the Moderator, James A. Halloran, the articles contained ยท in this Warrant and the action taken thereunder being as follows:


Article 1. To see if the Town will vote to accept, authorize and allow an alteration by widening of a portion of Central Street on the easterly side thereof and extending northerly from the southerly line of Lyman Place as made, laid out and reported by the Select- men and appropriate a sum of money to meet the estimated expense of such alteration by widening, or take any other action in the matter.


Voted: To so authorize, accept and allow and appropriate the sum of $1,855.00 the same to be taken from the annual appropriation for construction of Highways under Article 6, Sub-division D.

Article 2. To see if the Town will vote to accept a certain main drain leading from Nichols Street across Beech Street to Bullard Street, as laid out and reported by the Selectmen and to authorize the taking of an easement or right of way therefor and appropriate a sum of money to meet the estimated expense of laying out and constructing said main drain, or take any other action in said matter.


Voted: To authorize and accept and appropriate the sum of $5,100.00 the same to be taken from the annual appropriation for maintenance and construction of Main Drains under Article 6, Sub- division C, Item 4.


Article 3. To hear and act upon a report of the Planning Board with reference to a Zoning By-law so-called, and to see if the Town will make a new By-law providing for the limitation of particular classes of buildings, structures and premises according to their use or construction to specific districts or zones, and for the exclusion of them from or the prohibition of any of such uses in specified parts of the town, providing for the division of the town into dis- tricts or zones and for the regulation and the use of premises in each district or zone and otherwise to act under the provisions of Section 25 of Chapter 40 of the General Laws as amended relating to zoning, or to act in any other manner in relation thereto.


Voted: That the following by-law to be known as the Zoning By- law be and hereby is made and adopted as a By-law of the Town.


Voted: That this meeting be dissolved.

SPECIAL TOWN MEETING June 15, 1927


On a Warrant duly issued by the Selectmen and dated April 21, 1926, and signed by Thomas B. Mulvehill, Edmund G. Dalton, Harold W. Baker and Phillips Dennett, Selectmen of Norwood, the proper service of which Warrant was duly attested by William J. Barrett, Constable of Norwood.


All of the requirements of the Statutes and By-laws relating to Town Meetings having been complied with, the meeting was called to order by the Moderator, James A. Halloran, the articles contained in this Warrant and the action taken thereunder being as follows:


Article 1. To hear and act on the report of the Committee on Municipal Memorial Office Building.


Voted: That the report be accepted and placed on file.


Article 2. To see what further sum the Town will vote to raise by taxation and borrow and appropriate under any general authority

that the Town may have with reference thereto for the erection of a Municipal Memorial Building, said sum to be in addition to the sum heretofore appropriated for such purpose.


Voted: To appropriate the additional sum of $62,000.00, of which $7,000.00 was raised by taxation and the sum of $55,000.00 be bor- rowed on notes payable not later than the year 1947.


Article 3. To see if the Town will vote to authorize the purchase by the Selectmen from W. Cameron Forbes, as owner thereof, of a certain parcel of land containing about nineteen acres and located on Everett Street for use as municipal sand and gravel pit, and to raise or borrow and appropriate a sum of money to meet the esti- mated expense of said purchase or take any other action in relation thereto.


Voted: That action be indefinitely postponed.


Voted: That this meeting be dissolved.

SPECIAL TOWN MEETING December 29, 1927


On a Warrant duly issued by the Selectmen and dated December 30, 1927, and signed by Thomas B. Mulvehill, Edmund G. Dalton and Harold W. Baker, Selectmen of Norwood, the proper service of which Warrant was duly attested by William J. Barrett, Constable of Norwood.


All of the requirements of the Statutes and By-Laws relating to Town Meetings having been complied with, the meeting was called to order by the Moderator, James A. Halloran, the Article contained in this Warrant and the action taken thereunder being as follows:


Article 1. To see if the Town will vote to receive and accept by way of gift a Carillon for the Norwood Memorial Municipal Build- ing. (Article submitted by Municipal Memorial Building Committee.)


Chairman Francis J. Foley of the Memorial Municipal Building Committee read to the meeting a statement explaining the nature of the gift as tendered by Mr. Tilton together with the story of the history of this gift which statement is as follows:


To the Inhabitants of the Town of Norwood:


Care of Francis J. Foley, Chairman,


Memorial Municipal Building Committee.


It is with great pleasure that I tender to the Town of Norwood, by way of gift, a carillon of fifty bells in complete form, installed ready for use in the tower of the Norwood Memorial Municipal Building now under construction and for which I am informed the

tower will be admirably adapted. In the event of acceptance it is my purpose and expectation that the carillon will be available for use when the building is ready for dedication.


It is my desire that the gift be subject to a single condition only, which its acceptance will impose upon the town, viz .: that the super- vision and operation of the carillon shall be committed to a com- mittee of three citizens appointed for the term of three years begin- ning March 1st, 1928, and each and every third year thereafter, on or before March 1st, by the Moderator of the Town so long as Norwood remains a Town, and thereafter in such manner as its citizens by appropriate action may determine.


It is my wish that this carillon may for all time serve as a memorial to and a reminder of the patriotic service and devotion of all Citizens of Norwood who have given of their lives, their health, their strength, their thought, their comfort and means that this nation might live. It is my wish that these bells may keep fresh the memory of that sacrifice and service, and by such reminder, ever sound the call of Good Citizenship.


The excellent services which Mr. Francis J. Foley and his asso- ciates on the Memorial Municipal Building Committee have rendered the Town in the conception and planning of the important municipal enterprise which this combined memorial and office building repre- sents, have excited my admiration and prompted my desire that the impressive features of the memorial tower be completed by the installation of a carillon.

On motion offered by Charles J. Prescott, Chairman of the Finance Commission and duly seconded by Moderator, James A. Halloran, it was unanimously


Voted: That the gift of a Carillon for installation in the tower of the Norwood Memorial Municipal Building made by Walter F. Tilton be and hereby is received and accepted in accordance with its terms, and be it further Voted: That the installation of the Caril- lon be supervised by the Memorial Municipal Building Committee, and that said committee be and hereby is authorized and directed to provide and place in the Memorial Municipal Building as incident to its erection a tablet suitably inscribed to commemorate this gen- erous and lasting gift, and that the town clerk inform the donor in a formal manner of this action of the citizens in town meeting assembled and express to him the deep appreciation of the citizens for such munificent evidence of his civic interest and public spirit through such a worth while gift.


Article 2. To see if the Town will authorize the Trustees of the

Morrill Memorial Library to expend the available income of the Chickering Trust Fund for the purchase of books for the Morrill Memorial Library and to appropriate said income for said purposes. (Article submitted by Trustees of Morrill Memorial Library).


Voted: To so authorize. ($32.10).


Article 3. To see if the Town will vote to receive and accept a certain parcel of land as conveyed to the Town by Alfred L. Atwood by deed, dated October 11, 1927, and to provide that the same be used for school purposes, or take any other action in said matter.


Voted: To receive and accept a deed of conveyance covering a parcel of land containing about 6,500 square feet.


Article 4. To see if the Town will vote to receive and accept the gift of a sum of money made to the Town for the Public Library under the terms of the will of Alice B. Plimpton, late of Norwood, deceased. (Article submitted by Trustees of Morrill Memorial Library.)


Voted: To receive and accept said gift. ($50,000.00).


Article 5. To see if the Town will vote to receive and accept from the Standard Oil Company of New York, an easement or right of way for all street and highway purposes in, along, and over a certain parcel of land containing 1,393 square feet situated at the easterly corner of Washington Street and Railroad Avenue as con- tained in an instrument of conveyance thereof, dated September 30, 1927, or take any other action in the matter.


Voted: To receive and accept such conveyance of an easement or right of way for all street and highway purposes in and along and over parcel of land referred to.


Article 6. To see if the Town will vote to receive and accept a gift of money and books under the will of Warren H. Cudworth, late of Norwood, deceased, in accordance with its terms. (Article sub- mitted by Trustees of Morrill Memorial Library.)


Voted: To receive and accept such gifts, ($500.00 and 1000 books.)


Article 7. To see if the Town will vote to appoint a committee to be known as the Library Building Committee to construct an addi- tion to the Morrill Library Building and to make certain repairs to said building as proposed by the Trustees of said Morrill Memorial Library, and to appropriate a sum of money for said purpose or take any other action in the matter. (Article submitted by Trustees of Morrill Memorial Library.)


Voted: That the Moderator appoint a Committee of five to be known as the Library Building Committee, which Committee of five is hereby authorized and directed to construct an addition to the Morrill Memorial Library Building substantially in accordance with

plans as proposed by the Trustees of said Morrill Memorial Library and to make repairs to said library building with respect to install- ing adequate heating equipment, roofing work, and other alterations as indicated by said Trustees and in conformity with such architec- tural plans as may be adopted by the Committee and that the sum of Fifty Thousand ($50,000.00) Dollars, being the amount of the original bequest, together with accrued interest available through the acceptance of the gift made under the will of the late Alice M. Plimpton be appropriated for said purposes.


Article 8. To see what action, if any, the Town will take with respect to additional limestone trim for the tower of the Municipal Memorial Building, and to appropriating money to be raised by taxation in 1928 or otherwise to be provided for said purpose. (Article submitted by Municipal Memorial Building Committee.)


Voted: From available funds in Treasury the sum of $15,000.00.


Article 9. To see what sum or sums of money the Town will vote to appropriate from available funds for the following purposes or any of them, the same to be in addition to sums heretofore appro- priated for said purposes for the current fiscal year: Maintenance of Town Dump, Sewer Construction, Maintenance of Main Drains, Support of Poor.


Voted: The following amounts: Maintenance of Town Dump, $400.00; Sewer Construction, $938.00; Maintenance of Main Drains, $525.38; Support of Poor, $2,000.00.


Article 10. To see if the Town will vote to appoint a Committee of five, said committee to be made up of the Chairman of the Select- men, Chairman of the Town Planning Board, and Chairman of the School Committee, together with two citizens to be appointed to con- sider and report with recommendations to the Town with respect to the acquiring of additional land for the extension of the athletic field at the Senior High School, the use for public garden purposes of a part of a parcel of land purchased by the Town for Cemetery purposes and the acquiring of land southerly and westerly of the Cemetery for winter playground purposes.


Voted: That a committee of five be appointed, said committee to be made up of the Chairman of the Selectmen, Chairman of the Town Planning Board and Chairman of the School Committee, to- gether with two citizens to be appointed, to consider and report with recommendations to the Town with respect to the acquiring of addi- tional land for the extension of the athletic field at the Senior High School, the use for public garden purposes of a part of a parcel of land purchased by the Town for Cemetery Purposes, and the acquir- ing of land southerly and westerly of the Cemetery for winter play- ground purposes, said committee to be appointed by the Moderator.
