INITIATIVE PETITION


Shall the proposed law which provides that it shall be lawful in any city which accepts the act by vote of its city council and in any town which accepts the act by vote of its inhabitants, to take part in or witness any athletic outdoor sport or game, except horse racing, automobile racing, boxing or hunting with firearms, on the Lord's day between 2 and 6 P. M .; that such sports or games shall take place on such playgrounds, parks or other places as may be designated in a license issued by certain licensing authorities; that no sport or game shall be permitted in a place other than a public playground or park within one thousand feet of any regular place of worship; that the charging of admission fees or the taking of collections or the receiving of remuneration by any person in charge of or participating in any such sport or game shall not be prohibited; that the license may be revoked; and that in cities and towns in which amateur sports or games are permitted under existing law such amateur sports or games may be held until the proposed law is accepted or the provisions of the existing law fail of acceptance on resubmission to the people, be approved?

SPECIAL TOWN MEETING


December 27, 1928


On a Warrant duly issued by the Selectmen and dated December 15, 1928, and signed by Thomas B. Mulvehill, Arthur J. Forrest, Harold W. Baker, Herbert H. Miller, and Edmund G. Dalton, Selectmen of Norwood, the proper service of which Warrant was duly attested by Thomas C. Lydon, Constable of Norwood.


All of the requirements of the Statutes and By-Laws relating to Town Meetings having been complied with, the meeting was called to order by the Moderator, James A. Halloran, the Articles contained in this Warrant and the action taken thereunder being as follows:


Article 1. To see if the Town will vote to submit by way of referendum to the Voters at the coming annual Town Meeting to be held on January 21, 1929, in the form of appropriate questions which shall be printed on the official ballot to be used at said election, on which will be permit of de- cision with respect to the following alternative courses of action relative to the Junior High School:


1. Whether the action of the Town Meeting of June 15, 1928 (and the appropriation of a sum of money for the construction of an addition to the Junior High School in accordance with such plans as may be approved by the School Committee) shall be ratified by the voters of the Town.


2. Whether a plan not approved by the School Committee, shall be sub- stituted which provides:


(a) For construction of additional classrooms only on the present Junior High School structure and


(b) For the use by the School Department of the existing structures and equipment of the Norwood Civic Association together with such additions as are needed, to meet the educational requirements of the Junior High School program, or take any other action in the matter. (By request of the School Committee.)


(See action under Article 2.)


Article 2. To see if the Town will vote to reconsider action taken under Article 3 at the Town Meeting held June 15, 1928, at Everett Hall at 8 o'clock in the afternoon, relative to action of additions to the Junior High School Building and the purchase of equipment and furnishings therefor, or take any other action in the matter. (By petition J. B. Maguire and others.)


Voted: On motion by Frederick A. Cleveland, Chairman of School Committee, it was voted that Article 1, sub-division 1, sub-division 2 (a) and (b) and Article 2 be taken up together for the purpose of a discussion on the merits of the plans of the addition to the Junior High School, which addition was authorized by the Special Town Meeting of June 15, 1928.

It was voted that action upon Article 2 be indefinitely postponed and it was voted that action upon Article 1 be indefinitely postponed.


Article 3. To see if the Town will vote to appoint a Committee to con- sider the advisability of the acquisition by the Town for municipal pur- poses of certain tracts or parcels of land contiguous to the reservoir lot, so-called, to the Highland Cemetery, and to the Senior High School lot, and of other land bordering on Willett Pond, so-called, and of certain strips and parcels of land lying between the parcels above described and Walpole Street, and Oak Street in Westwood, and the Walpole town line, and to report thereon with recommendations at a future Town Meeting.


Voted: That Herbert H. Miller, Fred R. Ellis, Frederick A. Cleveland, and Clarence A. Bingham be appointed as a committee to report to a future Town Meeting on the subject matter contained in the foregoing Article.


Article 4. To see if the Town will vote to accept and allow as public ways, the following new ways or any of them as laid out by the Selectmen, or take any other action in the matter, namely:


(a) An extension of First Street, to be known as First Street.


(b) An extension of Second Street, to be known as'Second Street.


(c) An extension of Third Street, to be known as Third Street.


(d) A new way to be known as Joy Street, running northerly from pro- posed Gay Street.


(e) A new way to be known as Gay Street, running generally westerly from the proposed extension of Third Street.


(f) A new way to be known as Oolah Avenue, running westerly from Washington Street.


(g) A new way to be known as Berwick Place, running westerly from Walpole Street.


Voted: It was voted that the several new ways as reported by the Se- lectmen be and hereby are accepted and allowed as public ways.


Article 5. To see what further sum of money the Town will vote to appropriate for the support of schools, the same to be in addition to the amount heretofore appropriated for said purpose for the coming fiscal year, or take any other action in the matter.


Voted: To appropriate the sum of $4500 by transfer ..


Article 6. To see if the Town will vote to authorize to return to the Alice H. Plimpton fund, of an unexpended balance remaining of the ap- propriations heretofore made for the construction of an addition to the Morrill Memorial Library.


Voted: To return to said fund, any unexpended balance remaining of the appropriations heretofore made for the construction of such addition.

Article 7. To see if the Town will vote to appropriate the sum of $32.44, in reimbursement of expenses incurred outside of the state of Massa- chusetts by an employee of the Morrill Memorial Library in securing information on matters tending to improve the service of such department.


Voted: to appropriate the sum of $32.44 from receipts in the treasury.


Article 8. To see if the Town will vote to continue the Memorial Mu- nicipal Building Committee for the purpose of considering and recom- mending gifts which may be offered from time to time for said Memorial Municipal Building and for any other purpose for which said Committee may act with respect to said Building.


Voted: That such Committee be continued for the purpose of considering and recommending gifts which may be offered from time to time for said Memorial Municipal Building and for any other purpose for which the Committee may act with respect to said building.


Article 9. To see what sums or sum of money the Town will vote to appropriate in addition to sums heretofore appropriated for expenses for the current fiscal year for the following purposes, or take any other action in the matter, namely:


(a) General Government Incidentals.


(b) Election and Registration.


(c) Maintenance of Town Office Building.


(d) Police Salaries.


(e) Police Incidentals.


(f) Fire Department Incidentals.


(g) Maintenance and Repairs to Highways, including the purchase of new equipment.


(h) Removal of Snow and Ice.


(i) Water Department, Maintenance and Construction.


(j) Electric Light Department, Operation, Maintenance and Con- struction.


Voted: That the following sums be appropriated by transfer from avail- able receipts in the treasury, the same to be in addition to sums heretofore appropriated for said purpose, namely:


(a) General Government Incidentals, $500.00.


(b) Election and Registration, $1200.00.


(c) Maintenance of Town Office Building, $2500.00.


(d) Police Salaries, $800.00.


(e) Police Incidentals, $450.00.


(f) Fire Department Incidentals, $600.00.

and that the sum of $6000.00 be appropriated from available receipts from the Water Department (for the maintenance of said department and that the additional sum of $15,000.00 be appropriated from the available re- ceipts of the Electric Light Department) said sum to be appropriated from the receipts of said department.


Article 10. To see what sum the Town will vote to appropriate for Memorial Municipal Building purposes in addition to sums heretofore appropriated, to be expended under the direction of the Memorial Mu- nicipal Building Committee, or take any other action in the matter.


Voted: That the sum of $6500.00 be appropriated for said purposes from available receipts.
