February 24-It was voted to grant a special license for the sale of malt beverages to be drunk on the premises of 13 George Avenue on March 1, Norwood Lithuanian Citizens' Associa- tion.

Claims and Litigation


Claims against the Town brought to the attention of the Selectmen during the year whether by court action or otherwise, were, when it appeared to be desirable or necessary, referred to the Town Counsel for advice, report and appropriate action and where disposition was made, it was on approval given.


Miscellaneous


The activities of the Board during 1942 have been unusually arduous, requiring a great deal of the Board's time. Much of this arises out of the existence of the national emergency.


Arrangements for the completion of the Airport were made with the C.A.A. and the contracts were prepared and the work completed within the year. Negotiations then went forward rela- tive to the use of the same by the military forces and negotiations for a lease of the same to the Navy Department for the term of the emergency are now going forward and it is expected that early in 1943 these arrangements will have been completed.


The personnel of the Board has changed during the year, first, due to the unfortunate death of Herbert G. Brady which occurred on February 7, 1942, as a result of which a special elec- tion was held and Sture Nelson was duly elected to fill the vacancy. Thomas J. Foley and Charles L. Donahue were both called into Service during the year, as a result of which Clement A. Riley was appointed to fill the vacancy occasioned by the ab- sence of Mr. Foley and Daniel Collins was appointed in the stead of Charles L. Donahue. On latest reports Mr. Foley was in Africa with the Armed Forces and Mr. Donahue was at Cornell Uni- versity taking special training for the Armed Forces. On Feb- ruary 10, 1942 Mr. Kendrick tendered his resignation as General Manager and on February 24 Albert W. Thompson was named temporary General Manager. Many applications to fill this va- cancy were received by the Board and on May 19, 1942 Francis W. Smith of Norwood was appointed as General Manager in the stead of Mr. Kendrick. In addition to the foregoing changes due to the protracted and serious illness of Town Counsel George F. James, at his request, the Board agreed to accept the services of Charles E. Houghton on September 29, 1942. Judge James died on December 11, 1942 and Mr. Houghton has carried on in the performance of these duties since his death.


The Board has cooperated in all possible manner with the various civil defense agencies and other agencies set up to assist in carrying out programs resulting from the existing emer- gency, and it is expected that your Board will continue in these activities in every possible manner.

Your Board has endeavored to encourage new industries in the community and the Bendix Aviation Corporation has acquired a site, completed its structure and has gone into production dur- ing this year. In this endeavor your Board has done all in its power to assist and encourage this activity, and it is hoped that it will receive all cooperation of the community in all future endeavors along this line.


The Town has been fortunate in succeeding in the completion of the Henry O. Peabody School for Girls and to accomplish this end the Board of Selectmen have cooperated with the School Committee and the other committees interested to the end that this might be an accomplished fact.

REPORT OF THE GENERAL MANAGER

Gentlemen :


It is my 'pleasure to submit this, my first annual report as General Manager.


General


As part of the report, I am attaching reports submitted to me by the several department heads. As these are in considerable detail, there is no need for me to cover any of the same ground.


Early in the year, William C. Kendrick, after eight years of service, during which period he gave unstintingly of his time and effort as General Manager, resigned to take up work in private industry. For about four months, Albert W. Thompson, Town En- gineer, carried on as Acting Manager and performed his duties in a capacble and efficient manner.


At the end of the year, Joseph E. Conley retired as Superin- tendent of Public Works. Mr. Conley has worked for the 'Town many years, always available and always without thought of hours or weather.


The Present


World War II has had its impact on the work of the Town as it has on other activities. Our construction work was practically eliminated for the year and there will be little, if any, possible for 1943. Our operating personnel has been cut considerably and we are understaffed in our offices. It is to be hoped that the citizens will bear the present conditions in mind when they find that we are unable to provide all the services they have become accustomed to and as promptly as we have heretofore.


Purchasing


Priorities and material shortages effect us as they do everyone else and the many government regulations make our purchasing work more difficult than ever.


The Future


Present conditions present us with the problem of properly maintaining, in good condition, our large investment in buildings, highways, drains, sewers and public utilities. We should be prudent and make sure that reserves are set up to enable us to go ahead with postponed expenditures and with necessary new construction when the war is over and when we will be called

on to provide employment during the adjustment period which will come with peace. This can best be done by holding our tax rate at an average level and keeping our current expenditures within bounds.


We must be sure that we spend enough time and money to anticipate for several years ahead, our major improvement and construction items. This is particularly true today, so that the post war period will find us ready when and if the Federal Government opens a construction program to take up any post war employment slack.


Personnel


Periods such as these, emphasize our need for an effective personnel policy. We should be grateful to those employees who have stayed with us, though able to earn higher wages in war industries. We should give serious consideration to intelligent study of job classification and equalization of wage payments between departments. We should make sure that our employees know the minimum and maximum compensation for each job and we should assure ourselves that our compensation is in line with the level of our locality.


Conclusion


In closing, I want to publicly express my appreciation to those employees, department heads and Town officials with whom I come in contact and on whose co-operation I am dependent for the success of my efforts. To your Board I wish to acknowledge thoughtful consideration of and sympathy for the recommenda- tions which have been submitted from time to time, and for the support you have given me in trying to make Norwood a good town in which to work and live.

To the Citizens of Norwood:


The Board of Assessors herewith submit their annual report for the year 1942 together with the statement showing comparison of tax rate recapitulations for the years 1941 and 1942 and also the table of aggregates of polls, property and taxes assessed Janu- ary 1, 1942.


Organization


On April 28, 1942 Edward A. Flaherty was reappointed by the Selectmen as an assessor to serve for the three year term ending April 1, 1945.


Tax Rate for the Year 1942


On June 9, 1942 the Board of Assessors voted that the tax rate for the year 1942 be determined as $34.90' per each one thousand dollars of valuation.

Appellate Tax Board Cases


There was pending for hearing before the Appellate Tax Board on January 1, 1942 one appeal :


Docket No. 15796. Pasquale and Carmella Santoro vs. Board of Assessors of Norwood. This was an appeal filed by said Pasquale and Carmella Santoro on March 1, 1940 upon refusal of the Board of Assessors to grant an abatement in regard to real estate taxes assessed as of January 1, 1939 on property located at 942 State Highway. The case was filed under formal procedure and was called for hearing on December 12, 1941. Evidence was presented before the Court and on June 23, 1942 a decision was handed down in favor of the Norwood Board of Assessors and dismissing said appeal.


During the year 1942 one new case was brought before the Appellate Board, viz :


Docket No. X-45394. Waldo C. Hodgdon vs. Norwood Board of Assessors. This was an appeal filed on December 15, 1942 upon refusal of the Board of Assessors to grant an abatement in regard to real estate taxes assessed as of January 1, 1942 on property located at 131 Roosevelt Avenue. The appeal was still pending for hearing on December 31, 1942.
