REPORT OF THE SELECTMEN FOR THE YEAR 1944


The Selectmen submit the following report on the activities of their de- partment for the year 1944.


There were held forty-seven regular meetings, eight special meetings, several joint meetings and numerous conferences and public hearings.


The Board organized on January 18th, 1944, with the election of Harry B. Butters as Chairman.

Various resignations were effected during the year and elections or appoint- ments made to fill the vacancies so made.


Miscellaneous Licenses and Permits


From time to time on application therefor and report thereon licenses and permits were granted for various activities as permitted by law as follows, namely :


Common victuallers and transfers of same; Sunday amusements; pool rooms; bowling alleys; junk dealers; public amusements; roller skating rink; lodging houses; intelligence offices; fruit and vegetable stands; sales of frozen desserts, fruit, ice cream, confectionery; exchange of second hand motor vehicles and parts; taxicabs, business and private garages; keeping, storing and sale of volatile in- flammable fluid, fuel oil, and other petroleum products, after hearings held,

Dances, carnivals, field days, public meetings, public street parades, conduct of poppy drives on street, tag days.


February 15 - Dance permit granted to the Workmens' Benefit Association for a costume party and dance, Friday, February 18, 1944, between 9:00 P.M. and 1:00 A.M.


April 18 - Permit to the Veterans of Foreign Wars, Post No. 2452 for the annual poppy drive May 26th and May 27th, 1944.


May 23 - Permit granted to Hunt Bros. Circus to show their circus under the auspices of the Norwood Lodge of Elks on Wednesday, June 28, 1944.


May 31 - Permit granted to the Norwood Lodge of Elks and the Norwood Emblem Club to hold a carnival on June 14, 15, 16, 17, 1944.


June 20 - Permit granted to Holy Name Society to hold a carnival on August 3 and 4, 1944, and to St. Catherine's Fife and Drum Corps, for August 5, 1944. August 15 - Permit granted to St. George's Syrian Ladies' Church Society to hold a carnival at Eliot Park on August 16 and 17, 1944. Also permit granted to St. George's Syrian Men's Church Society for August 18 and 19, 1944.


September 26 - Permit granted to Norwood Knights of Columbus, Wallace MacDonald, to conduct a sale of tags on the streets of Norwood on October 7, 1944.


Numerous public hearings were held from time to time as required by law upon various petitions for licenses, permits, locations, lay-outs and the like. For further details reference is made to the Town Record Books.


From time to time various pole and conduit locations were granted through order of location signed following hearings thereon.


From time to time various permits to carry revolvers were issued to individuals.


Orders of Taking


March 28 - Voted to construct sewer on Upton Avenue.


September 12 - An order of taking, subject, alteration by widening of a portion of Central Street, between Vernon Street East and Cottage Street, was signed.


Transportation and Related Matters


June 13 - Voted to grant a permit to the Canton and Blue Hills Bus Line, Inc. to transport for hire passengers over the following route in Norwood. From the Canton line over Neponset Street, Route 1, Dean Street, East Cross

Claims and Litigation


Claims against the Town brought to the attention of the Selectmen during the year whether by court action or otherwise, were, when it appeared to be desirable or necessary, referred to the Town Counsel for advice, report and appropriate action and where disposition was made, it was on approval given.


Miscellaneous


January 4 - Warrant signed for Annual Town Meeting. Arrangements made to conduct the Annual Town Election, Monday, January 17, 1944, and it was voted that the polls be open at 6:00 A.M. and may be closed at 7:00 P.M.


January 18 - Approval of Bonds of Edmund Sullivan as Town Treasurer and Collector of Taxes.


April 11 - Presidential Primary Warrant signed called for April 25, 1944. Voted that the polls be open from 1:00 P.M. to 7:00 P.M.


June 27 - Warrant signed for the State Primary on July 11, 1944. Voted that the polls be open from 9:00 A.M. to 8:00 P.M.


October 27 - Warrant signed for the State Election. Voted that the polls be open from 6:00 A.M. to 8:00 P.M.


Throughout the year all persons desiring a hearing or conference with the Board with respect to complaints or grievances were given full opportunity to be heard and the matters complained of given due consideration.


Several conferences were held with Mr. Houghton, re-employment committee- man of the Selective Service Board, dealing with the post-war rehabilitation program. Mr. Richard Mayo-Smith was appointed Chairman of the local com- mittee which will be concerned with implementing the program for the rehabilita- tion and re-employment of local veterans, and Mr. Thomas Rorke was appointed Clerk of the committee.


Conclusion


The foregoing report is intended merely to indicate in part the many and varied duties which your Selectmen have considered during the year 1944.


The list of persons qualified for Jury service as prepared by the Selectmen follows as an addendum of this report.
