Shall the proposed measure which provides that the present statutes which make it a crime punishable by fine or imprison- ment knowingly to advertise, print, publish, distribute or circulate . any matter containing reference to any person from whom or place where any drug, instrument or means whatever, or any advice or information may be obtained, for the purpose of pre- venting pregnancy, or to sell, lend, give away, exhibit, offer or advertise any drug, medicine, instrument or other article for the prevention of conception, or to write or print information of any kind stating when, where, how, of whom, or by what means such article can be obtained, or to manufacture or make such article, shall not apply to treatment or prescription given to married per- sons for protection of life or health by or under the direction of registered physicians nor to teaching in chartered medical schools nor to publication or sale of medical treatises or journals, which was disapproved in the House of Representatives by a vote of 77 in the affirmative and 133 in the negative and in the Senate by a vote of 16 in the affirmative and Yes | 18 in the negative be approved?

In meeting of the Town Clerk of the Town of Norwood, Welles- ley, Westwood and Dover, said towns comprising the Seventh Norfolk Representative District, and held this day in the Town Clerk's Office, Memorial Municipal Building, Norwood, at 12:00 o'clock noon, in accordance with the provisions of Section 125 of Chapter 54 of the General Laws, for the purpose of examining the copies of records of votes of every such voting precinct and town in such district case in the State Election on November 3, 1942, for the purpose of determining who appears to be elected to the office of Representative in said district.

SPECIAL TOWN MEETING December 3, 1942
On a warrant duly issued by the Selectmen under date of Novem- ber 24, 1942, and signed by Charles L. Donahue, Charles F. Holman, Clement A. Riley, Sture Nelson and Harry B. Butters, Selectmen of Norwood, the proper service of which warrant was duly at- tested by the Constable.
All the requirements of the statutes and by-laws relating to the calling of the town meeting having been compiled with the meeting was called to order by the Moderator, Francis C. Foley, at 7:30 o'clock in the afternoon. The warrant calling the meeting together with the Constable's return thereon was read by Town Clerk and Accountant, Walter A. Blasenak, the articles contained in the warrant and the action thereunder being as follows:
Article 1. To see if the Town will authorize the Board of Selectmen to negotiate and deal with the military and/or naval

forces of the United States of America relative to use of the Norwood Airport by such military or naval forces.
Voted: To so authorize the Selectmen.
Article 2. To see if the Town will authorize the Board of Selectmen to sell certain land on the westerly side of Pleasant Street and adjoining land of the Old Colony Railroad Company, and also grant an easement in and through and over a parcel of land on the easterly side of said Pleasant Street about opposite the above mentioned parcel.
Voted: To so authorize the Selectmen.
Article 3. To see if the Town will vote to accept the legacy of Five Hundred Dollars ($500.00) under the Will of E. Florence Morse, late of Norwood, subject to the terms and provisions of said Will or take any other action in the matter.
Voted: To so accept.
Article 4. To see whether or not the Town will vote to amend the provisions of Section 3, Article 11 of the By-Laws of the Town of Norwood by striking out, wherever it appears, the figure "$500." and inserting in place thereof the figure :- $1000.00,-so that Section 3, Article 11 will read as follows :- When the estimated amount of a proposed contract exceeds $1000.00, proposals shall be called for in the manner provided in this section. Such calls for proposals shall be advertised in a local newspaper, such publi- cations to be at least seven days before the opening of the bids. The advertisement shall require such proposals to be sealed and properly designated and shall announce the place, day and hour at which they shall be opened. The bids, as received, shall be de- posited in a box securely locked and at the time and place named shall be publicly opened in the presence of the board, committee or officer authorized by the Town to make the contract. No bids shall be received after the time advertised for the opening. As far as practicable, contracts for less than $1000.00 shall be awarded in such a manner, as to secure reasonable competition.
Voted: To so amend.
Article 5. To see if the Town will vote to authorize the Select- men to acquire by purchase or take by eminent domain certain areas or parcels of land easterly of the Senior High School and the Peabody Industrial School for Girls for parking purposes in connection therewith, and to raise and appropriate money for the same, or take any other action in the matter. (On petition of Russell C. Estey and others.)
Voted: Indefinite postponement.

SPECIAL TOWN MEETING December 31, 1942
On a warrant duly issued by the Selectmen under date of December 22, 1942, and signed by Harry B. Butters, Sture Nelson, Charles F. Holman and Clement A. Riley, Selectmen of Norwood, the proper service of which warrant was duly attested by the Constable.
All the requirements of the statutes and by-laws relating to the calling of the town meeting having been complied with, the meeting was called to order by the Moderator, Francis C. Foley, at 7:30 o'clock in the afternoon. The warrant calling the meeting, together with the Constable's return thereon was read by Town Clerk and Accountant Walter A. Blasenak, the articles contained in the warrant and the action thereunder being as follows:
Article 1. To see what sums of money the Town will vote to transfer from available balances in existing appropriations for the current year and make said sums available by the appropria- tion thereof or to appropriate from any available fund, to meet the further expenses of the current year in the following appro- priation accounts: General Manager Incidentals; Care and Plant- ing of Shade Trees; Drain Maintenance; Garage and Garage Equip- ment, Maintenance of; Gasoline and Oil, Purchase of; Removal of Snow and Ice; Moth Suppression; and Support of Schools.
Voted: That the sum of $2,000.00 be transferred from Mainte- nance and Repairs of Highways ,Culverts and Bridges, Street Signs and Guide Boards and appropriated in the following amounts, the same to be available for the purposes herein set forth.
General Manager Incidentals, $100.00, Garage and Garage Equipment, maintenance of $1,200.00, Drains Maintenance, $200.00, Removal of Snow and Ice, $500.00. And be it further voted that action on the appropriation account of Care and Planting of Shade Trees; Gasoline and Oil, Purchase of; Moth Suppression and Sup- port of Schools be indefinitely postponed.
Article 2. To see if the Town will vote to ratify and confirm the acts of the Board of Selectmen in approving the payment of certain sums to, or for the benefit of, Ragnar A. Ross, arising out of injuries sustained by him as a member of the Fire Depart- ment while in the actual performance of duty, and to ratify and confirm the payments made by the Town Treasurer and Col- lector, as town treasurer made pursuant to such approval.
Voted: To so ratify and confirm.
Article 3. To see if the Town will authorize the Board of Selectmen to pay to Ragnar A. Ross such amount as has been

recommended by the Chief of the Fire Department to indemnify said Ragnar A. Ross for expenses and damages arising out of an injury received by him as a member of the Fire Department suf- fered through no fault of his while in the actual performance of duty, and to take any other action in the matter.
Voted: To so authorize the Selectmen.
Article 4. To see if the Town will vote to instruct the Town Treasurer and Collector of Taxes in his capacity as Town Treas- urer that all further authority to borrow money pursuant to the vote of the Special Town Meeting of June 24, 1940, for the con- struction of an addition to the Norwood Senior High School is hereby terminated, and that no further sums are to be made available from such borrowing for any of the purposes set forth in said vote.
Voted: To so instruct the Town Treasurer and Collector of Taxes.
Article 5. To see if the Town will vote to acquire by purchase or otherwise, for public parking purposes, a certain tract of land · situated in Norwood containing 28,572 square feet according to a plan entitled "Norwood Housing Assn., Inc. Plan of Land Vicinity of Town Square, Norwood, Massachusetts Scale 1" 50 ft. Fred E. Tibbetts, Engr. August 25, 1928" and bounded by Nahatan Street, Broadway and Cottage Street East as shown on said plan, to- gether with a strip of land marked "Private way" on said plan, extending from said Cottage Street East to said Nahatan Street.
And to this end to raise and appropriate a sum of money in part by transfer from available surplus revenue, and as to the remaining part, the Treasurer, with the approval of the Selectmen be authorized to borrow such further amount as may be needed for such purpose.
Voted: Indefinite postponement.
Article 6. To see if the Town will vote to acquire by purchase or otherwise, for public parking purposes, a certain tract of land situated in Norwood containing 28,572 square feet as shown on a plan entitled "Norwood Housing Assn., Inc.
