REPORT OF TOWN CLERK
SPECIAL TOWN MEETING
April 20, 1944
On a warrant duly issued by the Selectmen under the date of April 7, 1944, and signed by Harry B. Butters, Charles F. Holman, Clement A. Riley and Michael J. Curran, Selectmen of Norwood, the proper service of which warrant was duly attested by John L. Collins, Constable of Norwood.
All the requirements of the statutes and by-laws relating to the call- ing of the Town Meeting having been complied with, the meeting was called to order by the Moderator, Francis C. Foley, at 7:30 o'clock in the afternoon. The warrant calling the meeting was read by Town Clerk and Accountant, Walter A. Blasenak. The articles contained in the Warrant and the action thereunder being as follows:
ARTICLE 1. To see if the Town will vote to authorize the Selectmen to convey to Carl J. Ludwig by appropriate deed a certain parcel of land shown as Parcel No. 1 on plan by A. W. Thompson, Town Engineer, entitled "Town of Norwood, Mass. Plan of Land Exchange of Land Abutting Nahatan Street" and dated March 6, 1944, said land being no longer required for public purposes and as consideration for said con- veyance to accept from said Carl J. Ludwig a deed of conveyance of a parcel of land shown on said plan as Parcel No. 15 on County Layout of 12-1-42 thereby making an exchange of said properties or take any other action in the matter.
Voted : That the Selectmen be so authorized.
ARTICLE 2. To see if the Town will vote to amend the existing By-Laws of the Town of Norwood by inserting the following section after Section 7, of Article 3, of said By-Laws.
"8. Every board or officer in charge of a department may, with the approval of the Selectmen, sell any personal property or material not required by such department and not exceeding five hundred dollars in value provided however that the sale of any such personal property or material which is by law or by vote of the Town placed in charge of any particular board, officer or department other than the Selectmen shall not require the approval of the Selectmen."
Voted: To so amend.
ARTICLE 3. To see what sum or sums of money the Town will vote to raise and appropriate for the purpose of collecting and removing of ashes and rubbish, or take any other action in the matter. (On petition of Francis Wisgirda et al.)
Voted: That the Selectmen be authorized to appoint a committee for the purpose of making a study of collecting and removing ashes in the Town of Norwood and to report at the next Annual Town Meeting.
ARTICLE 4. To see if the Town will vote to authorize the Selectmen to appoint a Committee to be the Town Advisory Committee on Re-

habilitation and Re-employment of the Veterans of World War II as recommended by His Excellency the Governor on December 15, 1943.
Voted: That the Selectmen be authorized to appoint the Committee as recommended above.
ARTICLE 5. To see what sum or sums of money the Town will vote to appropriate for the Town's Committee on Rehabilitation and Reemployment.
Voted: By taxation the sum of $5,000.00.
ARTICLE 6. To see if the Town will vote to raise and appropriate, or transfer from available funds in the treasury, a sum of money for the purchase of War Bonds or other bonds that are legal investments for savings banks in order to establish a Post War Rehabilitation Fund in accordance with Chapter 5, Acts of 1943.
Voted: That $150,000.00 be transferred from Free Cash.
ARTICLE 7. To see if the Town will vote to raise and appropriate a sum of money for the purpose of providing special compensation ad- justment for the year 1944 for all full time officers and employees of the Town including school teachers.
Voted: That the sum of $90,000.00 be raised and appropriated for the purpose of providing special compensation adjustment of $300.00 for the year 1944 and for all full time officers and employees of the Town including school teachers. Payment of said compensation adjustment is to be retroactive to January 1, 1944, and to be made as follows:
$100.00 payable on the last pay day of April, 1944, to all full time officers and employees including school teachers who are in the employ of the Town on the last pay day in April, 1944, and the sum of $25.00 on the last pay day of each month beginning with May, to all full time officers and employees in- cluding school teachers who are in the service of the Town on the respective payment dates.
ARTICLE 8. To see if the Town will vote to acquire for school purposes by purchase or otherwise, a certain parcel of land on the easterly side of Nichols Street bounded and described as follows: North- westerly by Nichols Street; northeasterly by Elliot Street and land of DeForrest R. and Alice M. Hunt, Trustee, and John V. Trulson; south- easterly by land of Housing Securities Corporation; Southwesterly by Berwick Place and containing four acres more or less as shown on a plan entitled "Town of Norwood, Mass. Plan of Land to be acquired for School Purposes" by A. W. Thompson, Town Engineer and dated April 5, 1944, and to provide funds for said purpose. (On petition of the Planning Board.)
Voted : Indefinite postponement.

Adjourned Annual Town Meeting of March 30, 1944 to April 20, 1944
On a notice duly attested by the Town Clerk and Accountant, the following articles of the warrant of the Annual Town Meeting, which were referred to the Finance Commission, were acted upon:
ARTICLE 2. To hear and act on the reports of town officers and committees.
Voted: That the Seventy-Second Annual Report of the town officials of the Town of Norwood be received and accepted as printed.
Amendment to Article 2.
Voted: That the committee appointed by the Moderator to study the Repre- sentative Form of Town Meeting on March 27, 1941, be discharged from further duties, and that the Moderator be authorized to appoint a new committee of five to investigate and report at a future town meeting to be held not later than April 1, 1945 on the desirability of adopting the Representative Form of Town Meeting Government.
Voted: That the printed report of the Finance Commission as submitted be accepted.

ARTICLE 10. To see what sum the Town will vote to raise and appropriate to pay not more than the ordinary and reasonable.compen- sation for care actually rendered or furnished by the Norwood Hospital or other hospitals in the vicinity of Norwood to such persons as may be in whole or in part unable to care for themselves, the same to be in addition to sums appropriated for the care of contagious diseases and for institutional relief, or take any other action in the matter.
ARTICLE 11. To see what sum of money the Town will vote to raise and appropriate for the employment of district or other nurses or take any other action in the matter.
