Voted: By taxation the sum of $19,854.38. Further voted that the sum of $1,603.12 being money received for Dog Licenses from the County of Norfolk be appropriated for said purpose, of which amounts not more than $14,306.00 shall be available for personal services in said Morrill Memorial Library.


9. To defray the expense of the observance of Memorial Day.

Voted: From the current receipts of the present financial year of the Water Deparement the sum of $44,040. of which sum $34,540. shall be used for Maintenance and Operation, and $9,500. shall be used for Construc- tion, and be it further voted that there shall be transferred from the income of department in reduction of the tax levy all receipts in excess of the amount herein appropriated and with respect to (c) new equipment, action be indefinitely postponed.

W. A. Docket Account 1514F, $2,545.35.

ARTICLE 9. To see what sum of money the Town will vote to raise or borrow and appropriate for the establishment and mainte- nance of continuation schools or courses or instruction, or take any other action in the matter.

ARTICLE 10. To see what sum the Town will vote to raise and appropriate to pay not more than the ordinary and reasonable compensation for care actually rendered or furnished by the Nor- wood Hospital or other hospitals in the vicinity of Norwood to such persons as may be in whole or in part unable to care for themselves, the same to be in addition to sums appropriated for the care of con- tagious diseases and for institutional relief, or take any other action in the matter.

ARTICLE 11. To see what sum of money the Town will vote to raise and appropriate for the employment of district or other nurses or take any other action in the matter.


Voted: That Article 10 and Article 11 be taken up considered together and acted on as one article, and further voted that the sum of $1,000.00 be raised by taxation and appropriated for the employment of district or other nurses, and to pay not more than the ordinary and reasonable compensation for care actually rendered or furnished by the Norwood Hospital or other hos- pitals in the vicinity of Norwood to such persons as may be in whole or in part unable to care for themselves, the same to be in addition to sums ap- propriated for the care of contagious diseases and for institutional relief.


ARTICLE 12. To see what sum or sums the Town will vote to raise and appropriate to meet the necessary expense of municipal officers and employees of particular departments of the Town in- curred outside the Commonwealth in securing information upon matters in which the Town is interested or which may tend to im- prove the service in such departments which sum or sums shall be specified to be and shall be limited to such expenses incurred as aforesaid.


Voted: That the sum of $500.00 be raised by taxation and appropriated for the purpose of meeting the necessary expenses of the Municipal Officers and employees of particular departments of the Town as hereinafter set forth, incurred outside the Commonwealth, in securing information upon matters in which the Town is interested or which may tend to improve the service in such departments, viz., in the School Department, $125.00, Town Clerk and Accountant's Department, $125.00, General Manager's Depart- ment, $250.00.


ARTICLE 13. To see what sum of money the Town will vote to raise and appropriate to meet overdrafts and unpaid bills incurred prior to December 31, 1942.

ARTICLE 14. To see what sum the Town will vote to authorize the Board of Assessors to apply from free cash in the treasury in offset to the amount appropriated to be raised by taxation for the current financial year, or take any other action in the matter.

ARTICLE 15. To see if the Town will vote to authorize the Se- lectmen to lease for a period not exceeding five years, a building or parts of building for the purpose of providing suitable headquar- ters for Post 2492, Veterans of Foreign Wars of the United States subject to regulations to be made by the Selectmen therefor as provided by law, and to raise and appropriate a sum to provide for the payment for the rent reserved under such lease for the current year or take any other action in the matter.


Voted: To so authorize, and further voted to appropriate by taxation the sum of $500.


ARTICLE 16. To see what sum of money the Town will vote to raise or borrow and appropriate for providing cooperation with the Federal Government in unemployment relief and other projects of direct or indirect benefit to the Town or its inhabitants.

ARTICLE 17. To see what sum the Town will vote to raise and appropriate for the celebration of the Fourth of July as provided in Section 5, Chapter 40, General Laws, or take any other action in the matter.

SPECIAL TOWN MEETING May 20, 1943


On a warrant duly issued by the Selectmen and dated May 11, 1943, and signed by Harry B. Butters, Sture Nelson, Charles F. Hol- man, Clement A. Riley and Daniel Collins, Selectmen of Norwood, the proper service of which warrant was duly attested by John L. Collins, Constable of Norwood.


All the requirements of the Statutes and By-Laws relating to Town Meetings having been complied with, the meeting was called to order by the Moderator, Francis C. Foley, the articles contained in the warrant and the action thereunder being as follows:


ARTICLE 1. To see what sum the Town will vote to raise and ap- propriate for the current fiscal year to meet the additional expense for the Municipal Electric Light Department. Said sum to be in addition to sums heretofore appropriated for the current financial year for public service Electric Light Department.


Voted: By transfer the sum of $18,000.00.


ARTICLE 2. To see what sum of money the Town will vote to raise and appropriate to meet overdrafts and unpaid bills incurred prior to December 31, 1942 or take any other action in the matter.


Voted: By taxation the sum of $101.52 to meet payment of the following: Public Welfare, $22.72; Henry O. Peabody Special Committee, $41.36; General Government Incidentals, $1.44; Sewer Construction, $36.00.


ARTICLE 3. To see if the Town will vote to accept the legacy of $800.00 under the Will of Harriet W. Lane, late of Norwood, subject to the terms and conditions of said legacy, or take any other action in the matter.

SPECIAL TOWN MEETING December 30, 1943


On a warrant duly issued by the Selectmen and dated December 21, 1943, and signed by Harry B. Butters, Sture Nelson, Clement A. Riley and Daniel Collins, Selectmen of Norwood, the proper service of which warrant was duly attested by John L. Collins, Constable of Norwood.


All the requirements of the Statutes and By-Laws relating to Town Meetings having been complied with, the meeting was called to order by the Moderator, Francis C. Foley, the articles contained in the warrant and the action thereunder being as follows:


ARTICLE 1. To see if the Town will vote to amend Section 5A of the existing Zoning By-Law by striking out said Section 5A as it now appears and substituting in place thereof the following:


"Section 5A. Trunk Highway Business Districts." (A) In the Trunk Highway Business Districts, no new building or structure or part thereof shall be designed, constructed, or used and, except as provided in Section 6, no building or structure or part thereof shall be altered, enlarged, extended, reconstructed, or used except for one or more of the following purposes:


1. Store, salesroom or showroom, for the conduct of retail or whole- sale business.


2. Theatre, hall, club or other organiation, dancing academy or other place of amusement or assembly.


3. Office, bank or other monetary institution.


4. Fire station, police station, post office, or other public building.


5. Place of business of a baker, barber, builder, carpenter, caterer, cleaner, confectioner, contractor, decorator, dressmaker, dyer, elec- trician, florist, furrier, hairdresser, laundrymen, manicurist, ma- son, milliner, newsdealer, optician, painter, paperhanger, photog- rapher, plumber, printer, publisher, roofer, shoemaker, shoe re- pairer, shoe shiner, tailor, tinsmith, undertaker, upholsterer, market, grocer, ice cream parlor.


6. Restaurant, hotel or apartment house, or apartments in combi- nation with business purposes.


7. Such accessory purposes as are customarily incident to the fore- going purposes, and are not injurious to a neighborhood as a busi- ness district.


8. Business garage, business stable, public garage, public stable, gasoline selling station, service station, garage repair shop, or mo- tor vehicle repair shop.


9. Other uses similar to those authorized by paragraph 8 which are not injurious, obnoxious, or offensive to a neighborhood as a busi- ness district or general residence district.

10. Any uses and accessory purposes authorized in the single resi- dence and the general residence districts without requiring any per- mission of the Board of Appeal, unless such permission is required by law or by the provisions of some other by-law, in which event such permission shall be first obtained.


(B) In addition to the foregoing uses, such industry, trade, and light manufacturing may be carried on in a business district as is usual and proper in connection therewith, and is part of a business authorized or permitted under the provisions of this section, such industry, trade and light manufacturing being carried on in the same building or on the same premises as the business with which it is connected, except that


1. No industry, trade or light manufacturing shall be carried on in a business district which is


(a) Prohibited in a manufacturing district under the provi- sions of Section 5, or


(b) Injurious, obnoxious, or offensive to a neighborhood by reason of noise, smoke, odor, gas, dust or similar objec- tional feature or


(c) Dangerous to a neighborhood on account of fire or any other cause.


Voted: That no amendment be made to the existing Zoning By-Law so called.


ARTICLE 2. To see if the Town will vote to amend Section 1 of the existing Zoning By-Law by striking out the words "Trunk high- way districts. Division A, Division B" under sub-division 5, and inserting in place thereof the words "Trunk Highway Business Dis- tricts," so that Section 1 as amended will read as follows:


Section 1. Establishment of Districts. In order to promote the health, safety, convenience and welfare of the inhabitants, to lessen the danger from fire, and to improve and beautify the town, by re- stricting and regulating the use and construction of buildings and structures and the use of premises as hereinafter provided, the Town of Norwood is hereby divided into six districts, to be known as -


1. Single residence districts.


2. General residence districts.


3. Business districts.


4. Manufacturing districts.


5. Trunk Highway Business districts.


6. Residential Business districts.


Voted: That action under this Article be indefinitely postponed.


ARTICLE 3. To see if the Town will vote to amend Section 8 of the existing Zoning By-Law by adding the title line thereof the word "Business" following the words "Highway" and preceding the

word "Districts" and by adding in the sixth line the words "and trunk highway business districts" following the word "districts" and preceding the word "or" so that said Section 8 as amended will read in part as follows:


Section 8. Single Residence, General Residence, Business and Trunk Highway Business Districts. (A) No building shall be con- structed, altered, enlarged, extended, reconstructed, or raised more than two and one-half stories or so as to exceed in any part a height of thirty-five feet in the single residence districts and trunk highway business districts, or more than four stories or so as to exceed in any part a height of sixty feet in the business districts, except as herein- after provided.


Voted: That action under this Article be indefinitely postponed.


ARTICLE 4. To see if the Town will vote to amend Section 11 of the existing Zoning By-Law by striking out in the title line of said section the words "and Trunk Highway" following the word "Resi- dence" and preceding the word "Districts" so that Section 11 as amended will read in part as follows:


Section 11. General Residence Districts. (A) In the general resi- dence districts, no building or buildings on any one lot, including garages, stables, and other accessory buildings, shall be constructed, altered, enlarged, extended, reconstructed, raised, or moved so as to occupy at the level of the first story more than fifty per cent of the area of the lot, or, at the level of the second story, more than forty per cent of the area of the lot.


Voted: That action under this Article be indefinitely postponed.


ARTICLE 5. To see if the Town will vote to amend Section 12 of the existing Zoning By-Law by striking out the words, "and the trunk highway districts, Division A" following the word "Districts" and preceding the word "land" so that Section 12 as amended will read in part as follows:


Section 12. In the single residence districts and in the general resi- dence districts, land laid out after the adoption of this by-law shall provide a lot area to be used for residential purposes of not less than six thousand (6000) square feet.


Voted: That action under this Article be indefinitely postponed.


ARTICLE 6. To see if the Town will vote to amend Section 16 of the existing Zoning By-Law by striking out the words "In Trunk Districts Division A and B" following the word "district" and pre- ceding the word "no," and inserting in place thereof the words "In Trunk Highway Business Districts" so that Section 16 as amended will read in part as follows:

"In the business districts and the manufacturing districts no new buildings shall be constructed and no building shall be altered, en- larged, extended, reconstructed, raised or moved so that any exter- nal wall is located nearer than ten feet to the adjoining boundary line of any single residence or general residence district. In Trunk Highway Business Districts, no new building shall be constructed and no building shall be altered, enlarged, extended, reconstructed, raised, or moved so that any external wall is located nearer than fifty feet to the line of any Trunk Highway or to the line of any intersecting street."


Voted: That action under this Article be indefinitely postponed.


ARTICLE 7. To see if the Town will vote to amend the existing Zoning By-Law, by altering the district boundaries established un- der Section 17 of said By-Law with respect to a certain portion of the present Trunk Highway Division A District as shown on a plan en- titled, "Town of Norwood, Mass., Zoning Map, Supplementary To and Changing Original Zoning Map Dated November 1926 and Showing Alteration of District Boundaries under Amendment to Section 17 of Zoning By-Law as adopted June 15, 1926, A. W. Thomp- son, Town Engineer," more particularly described as follows:
