Article 36. To see if the Town will vote to raise and appropriate a sum of money for the building of a head wall about where the new state drain running along the southern boundary of the Quirk property meets the drain on the new Elementary School property or do or act in any manner rela- tive thereto.
Article 37. To see if the Town will vote to raise and appropriate a sum of money for the purchase and installing of about 400 linear feet of six-foot chain link fence on part of the boundary of the new Elementary School land or do or act in any manner relative thereto. (School Committee)
Article 38. To see if the Town will vote to raise and appropriate a sum of money for black topping about 22,000 square feet of the new Elementary school yard or do or act in any manner relative thereto. (School committee)
Article 39. To see if the Town will vote to raise and appropriate the sum of $500.00 or any other sum for the treat- ment of tuberculosis patients having a legal settlement in this town as provided for by Chapter 270, Acts of 1952, repealing Chapter 562 of the Acts of 1951, or do or act in any manner relative thereto.
Article 40. To see if the Town will authorize the Town Forest Committee with the approval of the Selectmen, to sell a certain piece of land or any part thereof and further author- ize said Town Forest Committee and the Board of Selectmen to sign, acknowledge and deliver any instruments of transfer on behalf of the Town or do or act in any manner relative thereto. This land has a frontage on Route 1 of about 665 feet and a depth of around 300 or 400 feet.
Article 41. To see if the Town will vote to sell a cer- tain piece of land to the John Edward McNeill Post No. 217, American Legion Building Association, and authorize the Board of Selectmen to sign, acknowledge and deliver any in- struments of transfer on behalf of the Town or do or act in any manner relative thereto. This piece of land is about 250 feet long by 150 feet wide and is situated off West Bacon Street in the rear of the Whiting and Davis field.
Article 42. To see if the Town will vote to authorize the Board of Selectmen to sell a certain piece of land between

Taunton Street and Bartlett Road and also authorize said Board of Selectmen to sign, acknowledge and deliver any in- struments of transfer on behalf of the Town or do or act in any manner relative thereto.
Article 43. To see if the Town will vote to raise and appropriate or transfer from available funds in the treasury, a sum of money for the purchase of war bonds or other bonds that are legal investments for savings banks, and to be placed in a fund known as the Post-War Rehabilitation Fund in ac- cordance with the provisions of Chapter 5, Acts of 1943; this money to be earmarked for the building and equipping of an addition to the new Elementary School building or do or act in any manner relative thereto.
Article 44. To see whether or not the Town will vote to authorize the Board of Selectmen to sell, demolish or other- wise dispose of, on behalf of the Town, the old High School building that is no longer being used for school purposes, or do or act in any manner relative thereto.
Article 45. To see if the Town will vote to appropriate the sum of $616.98 representing the proceeds of a reimburse- ment from the insurance company to cover a loss sustained through burglary by the Plainville School Department for the following purposes: Replacement of office safe, $250.00; Re- pairs to building and equipment, $356.98; Replacement of money stolen, $10.00.
Article 46. To see if the Town will vote to accept the provisions of Chapter 537, Acts 1951 of the General Laws. Be it enacted, etc., as follows: "Chapter 31 of the General Laws is hereby amended by inserting after Sec. 47D, inserted by Section 1 of Chapter 402 of the Acts of 1941, the following section:"
Section 47E. Persons holding positions referred to in Section 47C shall be given an annual step-rate increase, to be set forth in the compensation plan established under Sec. 47D, on the first day of July following the anniversary of the date of their receiving the minimum salary for the position which they hold, but such increase shall not entitle such persons to any change of rating or increased authority. Such increase

shall be fixed by the board referred to in Sec. 47D and shall be paid annually until the maximum salary set forth in the compensation plan established under Sec. 47D for the position so held has been reached. The Superior Court, upon suit by the attorney-general or petition of one or more taxable in- habitants of a city or town in which it is alleged that the pro- visions of this section or sections 47C and 47D are not enforced, may, in law, or equity, enforce said sections. This section shall become effective in a town by a majority vote at an an- nual town meeting."
Article 47. To see if the Town will vote to transfer a sum of money from the Surplus Revenue Account to be used by the assessors for the reduction of the tax rate or do or act in any manner relative thereto.
Article 48. To choose any committee and to hear the re- port of any committee and act thereon.
And you are directed to serve this Warrant, by posting up attested copies thereof in seven (7) Public Places in said town, seven (7) days at least before the time of holding said meeting.

Pursuant to the foregoing Warrant, the 49th Annual Town Meeting was held in the Town of Plainville, it being the first Monday in March.
The Ballot Box was inspected, found empty and locked by Town Clerk and key turned over to Police Officer.

The Town Clerk read the call of the meeting, and at 6:30 A. M., the polls were declared open.
At 9 A. M. the meeting was called to order by Moderator Charles Peasley, and on motion by Arthur W. Washburn, it was voted to adjourn until 7:30 P. M., on said day, in the Auditorium of the new Elementary School Building on South Street in said Town.
By a vote the polls were closed at 4 P. M. There were 542 ballots cast; 542 names checked on voting lists, and the ballot box registered 542 as having voted.

Moderator Charles O. Peasley called the meeting to order at 7:30 P. M., and asked that Rev. John M. Bowmar offer a short prayer.
The voters were checked into the hall by the use of the voting lists. Number of voters checked were 176.

Article 7. Motion by Alpin Chisholm, and unanimously voted to have the surety of the Collector of Taxes, Deputy Collector of Taxes, Treasurer, Town Clerk, Secretary of the Water Commissioners and Clerk of the Selectmen's bonds placed with a fidelity or guarantee company, and appropriate the sum of $292.00 to pay for same.
Article 8. Motion by Arthur W. Washburn and unan- imously voted to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year begin- ning January 1, 1954 and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, of the General Laws.
Article 9. Motion by Alpin Chisholm and unanimously voted to raise and appropriate the sum of $800.00 for the carrying on of the Moth work for the ensuing year.
Article 10. Motion by Alpin Chisholm, and unanimously voted that the sum of $3,951.23 be raised and appropriated for a Reserve Fund for extraordinary unforeseen expenses, this amount to be transferred from the Overlay Surplus Account.
Article 11. Motion by Alpin Chisholm, and unanimously voted that we transfer $500.00 from the Road Machinery Reserve Account to Highways and Bridges, Center of Town Account, for operation of Road Machinery.
Article 12. Motion by Arthur W. Washburn, and unan- imously voted that we accept the provisions of Chapter 90 of the General Laws, and to raise and appropriate the sum of $1000.00 for the cost of the Town's share of Chapter 90 Highway Maintenance, and that in addition the sum of $2000.00 be transferred from unappropriated available funds in the Treasury to meet the State and County's share of the cost of the work; the reimbursement from the State and County to be restored upon their receipt to unappropriated available funds in the Treasury.
Article 13. Motion by Arthur W. Washburn, and unan- imously voted that the sum of $4,300.00 be raised and appro- priated to meet the Town's share of the cost of Chapter 81

Highways, and that in addition the sum of $9,075.00 be trans- ferred from unappropriated available funds in the Treasury to meet the State's share of the cost of the work. The reim- bursements from the State to be restored upon their receipt, to unappropriated available funds in the Treasury.
Article 14. Motion by Alpin Chisholm, and unanimously voted to raise and appropriate the sum of $300.00 for the care and maintenance of the Town Dump.
Article 15. Motion by Alpin Chisholm, and unanimously voted to raise and appropriate the sum of $2,200.00 to continue the drainage program.
Article 16. Motion by Alpin Chisholm and unanimously voted that the sum of $400.00 be raised and appropriated for the control of the Dutch Elm Disease.
Article 17. Motion by Leroy B. Wilson, and unanimously voted that we accept the continuation of Mathurin Road as a Public Way, when it is brought up to a grade satisfactory to the Board of Selectmen, and a blue-print of the layout and grade furnished to the Town.
Article 18. Motion by Alpin Chisholm, and unanimously voted that the sum of $1,028.04 be raised and appropriated, this being the amount apportioned to Plainville as its share of the cost of the Norfolk County Retirement System.
Article 19. Motion by Alpin Chisholm, and unanimously voted to raise and appropriate the sum of $300.00 for the use of the Athletic Department of the schools, as provided for in Chapter 658, Acts of 1950, a revision of Section 47, Chapter 71, of the General Laws.
Article 20. Motion by Alpin Chisholm, and unanimously voted that the Town raise and appropriate the sum of $2,000.00 for the purpose of carrying out the provisions of Chapter 118D amending 118C, inserted by Chapter 658 of the General Laws. This Chapter has to do with aid for Disabled Persons.
Article 21. Motion by Alpin Chisholm, and unanimously voted that the Town raise and appropriate the sum of $1,000.00, for the carrying out of the State Vocational Educa-

tional Program as provided for in Section 7 and 8 of Chapter 74 of the General Laws.
Article 22. Motion by Alpin Chisholm, and unanimously voted that we continue the water system on School Street for 900 feet more or less, and that we raise and appropriate the sum of $2,552.00 to pay for same.
Article 23. Motion by Alpin Chisholm, and unanimously voted that we raise and appropriate the sum of $900.00 for the repair of School Street after the installation of water.
Article 24. Motion by Alpin Chisholm, and unanimously voted that we continue the water system on Warren Street for 600 feet more or less, and that we raise and appropriate the sum of $1,317.00 to pay for same.

Article 26. Mr. Chisholm reported the Finance Commit- tee did not recommend this article. On motion by Michael Padula it was unanimously voted to raise and appropriate the sum of $1,530.00 for installation of water on Fletcher Street, 500 feet more or less.
Article 27. On motion by Alpin Chisholm, it was unani- mously voted to raise and appropriate the sum of $500.00 for the repair of Fletcher Street after the installation of water.
Article 28. On motion by Alpin Chisholm it was unani- mously voted to raise and appropriate the sum of $2,552.00 for the continuation of water on East Bacon Street extension for 900 feet more or less.
Article 29. On motion by Alpin Chisholm and unani- mously voted that we raise and appropriate the sum of $900.00 for the repair of East Bacon Street Extension after the instal- lation of water.
Article 30. Alpin Chisholm reported for the Finance Committee that not having enough information on the subject

they made no recommendation whatsoever on a new fire truck. Motion by Alton French that we raise and appropriate $9,000.00 for the purchase of a new fire truck. This motion amended by Arthur W. Washburn, Jr., that the Board of Fire Engineers and the Board of Selectmen act as purchasing agents for the Town for a fire truck, and to raise and appropriate the sum of $7,700.00. This motion was lost. The vote being doubted, the moderator called for a standing vote, and this was lost by 32 yes to 77 no. Donald Breen amended the mo- tion on Article 30 to raise and appropriate the sum of $11,000.00 for the purchase of a new fire truck. This amend- ment was lost.
Vote on the original motion for $9,000.00 for the purchase of a new fire truck was carried.
Article 31.
