REPORT OF NORFOLK, PLAINVILLE, WRENTHAM REGIONAL DISTRICT SCHOOL COMMITTEE
The following report summarizes the work of the com- mittee from November 15th to the time the Town Reports are published.
On November 23rd the committee met together with the superintendents of school from the three towns and Mr. Simeon Domas of the Massachusetts School Building Assis- tance Commission for purposes of organization and instruc- tion. Officers were elected as follows: Hugh McC. Marshall, chairman; Edward Hemmingsen, vice-chairman; Seth Armen, treasurer; Miss Bethyl Davis, secretary.
It was decided to hold regular meetings on the first and third Thursdays of the month at the Wrentham High School at 7 p.m. Also a meeting was arranged by Mr. Domas to be held in Mr. John Marshall's office during the week of Novem- ber 29th. This was a building needs conference.
Mr. Domas outlined steps to be followed, reports and work to be done in order to expedite the building of the school. These covered such subjects as educational specifica- tions, planning costs, educational consultant, bonding, selec- tion of the superintendent, projected pupil population, school site, name of school, etc.
The building needs conference was held in Boston with Mr. John Marshall and Mr. Domas who instructed the com- mittee on the proper procedures to be followed in the handling of the above subjects as well as the choice of an architect and financial matters.
At our December 2nd meeting the building needs were reviewed and our organization set up. Arrangements were made to visit and inspect sites and some recently built school such as the Mansfield H. S. The committee engaged a surveyor to furnish us with the necessary information regarding land.
The three superintendents of school, Messrs. Roy, Nourse and Delaney were engaged as consultants to prepare educa- tional specifications and school requirements.

Plans were made for choosing a name for the school and a Regional School seal.
On December 5th the committee visited the Vogel School site in Wrentham and two other suggested sites. Sub-commit- tees were appointed to call on owners of land abutting the sites and to call on legal council. Considerable time was devoted to the study of maps and the discussion of the desir- able location.
On December 9th the committee discussed the earliest possible date for the opening of school. The hope exists that this may be possible in September 1956 but it was decided that the only fair time to open such a school would be at the beginning of a school year. Other matters discussed were dates for inspection of school sites by the School Building Assistance Commission, choice of a clerk of the works to supervise construction, preparation of maps and surveying work and visits to other schools to obtain proper background.
On December 16th the committee studied maps prepared by Mr. John Warren, our surveyor, of the Vogel School property and other maps of the town. Details pertaining to the submission of our planning budget were discussed and agreed upon. The correspondence received from architects who made inquiries were given to the members of the committee for study.
On January 6th the work on Form P for our planning budget was completed. Arrangements were made for banking facilities. The need for an operating budget for the commit- tee was explained and the details agreed upon.
The superintendents of school submitted a very complete report on educational specifications covering all phases of proposed studies in the Regional School. This was discussed, approved and accepted and the superintendents were re- quested to proceed with the work of estimating school facil- ities necessary to carry out the educational program.
On January 13th a full discussion was held on corre- spondence and brochures submitted by architects. The com- mittee voted on which architects were to be interviewed and also voted on the engaging of legal council. The proper time

for engagement of a Regional School superintendent was discussed as well as the results of visits to proposed school sites.
Between meetings various members of the committee have met to further study sites and the work of the surveyor.
Meetings have been held on January 20th, 26th, 27th and 28th, to interview architects and hear reports. These will be followed by visits to schools designed by these architects one of whom we expect to choose in the near future.
The committee has been complimented by the Massa- chusetts School Building Assistance Commission for the prog- ress it has made since the voting of the Region by the three towns. We, in turn, are grateful for the help given us by all state officials and citizens of the three towns and hope to carry on this work as fast as possible consistent with sound planning and construction. Progress reports will be published in local papers as frequently as possible.

To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to bor- row money from time to time in anticipation of the revenue of the financial year beginning January 1, 1956 and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.

Article 16. To see if the Town will vote to raise and appropriate the sum of $1,127.44, this being the amount appor- tioned to Plainville as its share of the cost of the Norfolk County Retirement System, or do or act in any manner relative thereto.
Article 17. To see if the Town will vote to raise and appropriate the sum of $300.00, or any other sum, for the use of the athletic department of the schools, as provided for in Chapter 658, Acts of 1950, a revision of Sec. 47, Chapter 71, of the General Laws, or do or act in any manner relative thereto.
Article 18. To see if the Town will vote to raise and appropriate the sum of $1,000.00, or any other sum, for the carrying out of the State Vocational Education Program as provided for in Section 7 and 8 of Chapter 74, General Laws, or do or act in any manner relative thereto. (This account to be handled by the School Committee.)
Article 19. To see if the Town will vote to raise and appropriate the sum of $16,500, for the carrying on of the different categories of Welfare, made up approximately as follows: General Welfare, $2,500; Aid Dependent Children, $400; Old Age Assistance, $11,600 and Disabled Persons, $2,000, or do or act in any manner relative thereto.
Article 20. To see if the Town will vote to raise, appro- priate, or transfer the sum of $1,000 for the use of the Water Department for the purpose of mapping and measuring the
