Article 21. To see if the Town will vote to raise and appropriate the sum of $300.00, or ony other sum, for the use of the athletic department of the schools, as provided for in Chapter 658, Acts of 1950 a revision of Sec. 47, Chapter 71, of the General Laws, or do or act in any manner relative thereto.
Article 22. To see if the Town will vote to install one Street Light at or near the corner of East Bacon Street and Vernor Young Drive, and the money to pay for same be raised and appropriated under Sec. 19 of Article 7, or do or act in any manner relative thereto.

PROCEEDINGS OF THE FORTY-EIGHTH ANNUAL TOWN MEETING
Town Hall, Plainville, March 3, 1952
Pursuant to the foregoing Warrant, the 48th Annual Town Meeting was held in the Town Hall, it being the first Monday in March.
The Ballot Box was inspected by the Town Clerk, found empty, and locked and key turned over to Police Officer.
Ballot Clerks: Nellie P. King and Harriet F. Washburn. Tellers: Dacia Anderson and Frank King. Ballot Box and Police Officer: Courtland Fairbanks.
The above having been appointed by the Selectmen, were duly sworn to the faithful performance of their respective duties by the Town Clerk.
Warden and Election Officer: Arthur W. Washburn.
The Town Clerk read the call of the meeting, and at 6 a.m., the Polls were declared open.
At 9 A.M., the Town Clerk in the absence of the Moder- ator, called the meeting to order, and not having a quorum present, the meeting was adjourned to the Town Hall, March 3, 1952, at 7:30 P.M.
At 3 P.M., by vote, the polls were declared closed. There were 111 ballots cast, 111 names checked on voting lists, and the Ballot Box registered 111 ballots.

Article 12. Motion by Alpin Chisholm, and unanimously voted that we transfer $423.75 from the Road Machinery Reserve Account to Highways and Bridges, Center of Town Account, for operation of Road Machinery.
Article 13. Motion by Arthur W. Washburn, and unani- mously voted that we accept the proviisons of Chapter 90 of the General Laws, and to raise and appropriate the sum of $700.00 for the cost of the Town's share of Chapter 90 Highway Maintenance, and that in addition the sum of $1,- 400.00 be transferred from unappropriated available funds in the Treasury to meet the State and County's share of the cost of the work; the reimbursement from the State and County to be restored upon their receipt to unappropriated available funds in the Treasury.
Article 14. Motion by Arthur W. Washburn, and unani- mously voted that the sum of $4,300.00 be raised and appro- priated to meet the Town's share of the cost of Chapter 81 Highways, and that in addition the sum of $9,075.00 be trans- ferred from unappropriated available funds in the Treasury to meet the State's share of the cost of the work. The reim- bursements from the State to be restored, upon their receipt, to unappropriated available funds in the Treasury.
Article 15. Motion by Alpin Chisholm, and unaimously voted to raise and appropriate the sum of $150.00 for the care and maintenance of the Town Dump.
Article 16. Motion by Alpin Chisholm, and unaimously voted to raise and appropriate the sum of $1,000.00 to continue the drainage program.
Article 17. Motion by Alpin Chisholm, and unanimously voted that the sum of $400.00 be raised and approriated for the control of the Dutch Elm disease.

Article 19. Motion by Alpin Chisholm, and unanimously voted that no action be taken on the relocation of Taunton Street from Route 1 to the Wrentham line.
Article 20. Motion by Alpin Chisholm, and unanimously voted that the sum of $770.70 be raised and appropriated, this being the amount apportioned to Plainville as its share of the cost of the Norfolk County Retirement System.
Article 21. Motion by Alpin Chisholm, and unanimously voted to raise and appropriate the sum of $300.00 for the use of the Athletic Department of the schools.
Article 22. Motion by Alpin Chisholm, and unanimously voted that we install one street light on Vernon Young Drive, and the amount of $16.00 be raised and appropriated under Section 19 of Article 7.
Article 23. Motion by Alpin Chisholm, and unanimously voted that we install seven street lights on Messenger Street, easterly from Taunton Street to a point about opposite the home of Charles Varieur, and the amount of $112.00 be raised and appropriated under Section 19 of Article 7.
Article 24. Motion by Alpin Chisholm, and unanimously voted that we install new street lights on South Street from the driveway of the new Elementary School southerly to about Bacon Square, and two lights of more powerful candle power at the junction of East and West Bacon Street, and the amount of $352.00 be raised and appropriated under Section 19 of Article 7.
Article 25. Motion by Alpin Chisholm, and voted that the Town raise and appropriate the sum of $2000.00 for the purpose of carrying out the provisions of Chapter 118D amending 118C, inserted by Chapter 658 of the General Laws. This Chapter has to do with aid for permanently dis- abled and blind persons.
Article 26. Article 27. The motion by Alpin Chisholm to postpone action on this article being defeated, Mr. Chisholm again made the motion that we raise and appropriate the sum of $1,000.00 for the purpose of building and equipping a sanitary station in the Town Park. This vote was unanimous.
Article 28. On motion by Alpin Chisholm, and unani- mously voted that we raise and appropriate the sum of $500.00 to install a four inch water main under South Street and along the Park property to a point about opposite the southern en- trance to the Fire Station.
Article 29. Motion by Alpin Chisholm, and voted that we raise and appropriate the sum of $1,350.00 for the extension of water on Berry Street.
Article 30. Motion by Alpin Chisolm, and unanimously voted that we raise and appropriate the sum of $200.00 for the repair of Berry Street after the installation of water.
Article 31. Motion by Alpin Chisholm, and unanimously voted that we raise and appropriate the sum of $4,525.00 for the installation of water on Sydney and Moran Streets, and Cooney Avenue.
Article 32. Motion by Alpin Chisholm to raise and ap- propriate the sum of $640.00 for the repair of Sydney and Moran Streets and Cooney Avenue after the installation of water, was amended by Reginald Keyes to strike out Moran Street, so as to read: 'To raise and appropriate the sum of $640.00 for the repair of Sydney Street and Cooney Avenue after the installation of water. The vote on the amendment was unanimous.
Article 33. The vote on the motion by Alpin Chisholm to raise and appropriate the sum of $2,860.00 for the continua- tion of the water system on E. Bacon Street Extension for about 1000 feet, more or less, being doubted, the Moderator called for a standing vote, the results of which was: Yes 128, No, 10.
Article 34. Motion by Alpin Chisholm, and unanimously voted that we raise and approriate the sum of $500.00 for the

repairs of East Bacon Street Extension after the installation of water.
Article 35. Motion by Harvey Morse that we increase the School Committee from three (3) to five (5) members was amended, and that the method of electing the new members to their terms of office be left to the State Board. The amend- ment was carried. Mr. Telford explained that there was no State Board that would handle this matter, and the method of electing to the term of office for the new members would be set up by Mr. Dion of the Office of the Director of Accounts. Mr. Telford then moved for a reconsideration of the whole matter. The vote for reconsideration carried.
Mr. Harvey Morse then made a motion that we elect two (2) new members to the School Committee at the next Annual Town Meeting. Motion carried.
Article 36. Mr. Robert Fawcett reported for the Com- mittee appointed at the start of the meeting by the Moderator to bring in the names for a Finance or Advisory Committee. The following names were presented: Ralph E. Crowell, Reginald B. Keyes, Oliver P. Brown, Charles F. Breen, Jr., and Alpin Chisholm, and they were duly elected.
On motion by Chairman of the Finance Committee, Alpin Chisholm, it was unanimously voted to transfer the sum of $10,500.00 from the Surplus Revenue Account for the use of the Assessors for the reduction of taxes.
On motion by Arthur W. Washburn, and unanimously voted that a Committee of five (5) be appointed to recommend what disposition should be made of the Old High School Building, and report at the next Town Meeting. The Com- mittee to be appointed as follows: One to be appointed by the Selectmen from their membership; one by the Finance Committee from their membership; one by the School Plan- ning Committee from their membership, and two by the Moderator.
