Article 8. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to bor- row money from time to time in anticipation of the revenue of the financial year beginning January 1, 1955 and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Article 9. To see if the Town will vote to raise and appropriate a sum of money for the carrying on of the Moth work for the coming year.


Article 10. To see if the Town will vote to raise and appropriate a sum of money for a Reserve Fund to provide for the extraordinary unforseen expenses, as authorized by Section 6, Chapter 40, General Laws, or do or act in any manner relative thereto.

To see if the Town will vote to install water mains in a way known as 'Harvard Street,' for a distance of 400 feet more or less, in a westerly direction from South Street, and to raise and appropriate the sum of $1,250 for said instal- lation, or do or act in any manner relative thereto. Article 29. To see if the Town will vote to accept as a Public Way a street to be known as Wade Road located on the westerly side of South Street, about 240 feet southerly of Cross Street, and running westerly parallel to Cross Street for a length of 550 feet when said road is brought to a grade satisfactory to the Board of Selectmen and when a plan of the road is filed with the Board of Selectmen, and to raise and appropriate the sum of $550 for hard surfacing of said road, or do or act in any manner relative thereto. Article 30. To see if the Town wil vote to install water mains in a way known as 'Wade Road' for a distance of 550 feet more or less, in a westerly direction from South Street, and to raise and appropriate the sum of $2,050 for said installation. (Petition)

Article 35. To see if the Town will vote to raise and appropriate the sum of $560 or any other sum to complete the sidewalk on the westerly side of South Street to the North Attleboro line, or do or act in any manner relative thereto.


Article 36. To see if the Town will vote to raise and appropriate the sum of $300 or any other sum, to build a sidewalk on the northerly side of Pleasant Street, starting in front of the 'Cloutier' property, and running westerly to South Street, or do or act in any manner relative thereto. Article 37. To see if the Town will vote to raise and appropriate the sum of $800. or any other sum, to extend the sidewalk on the southerly side of East Bacon Street from Potter Ave. to Vernon Young Drive, approximately 400 linear feet, or do or act in any manner relative thereto.


Article 38. To see if the Town will vote to raise and appropriate the sum of $150, or any other sum, for the annual rental of the property on Cowell St. belonging to the Stierli family, and now being used by the Town as a public dump.


Article 39. To see if the Town will vote to raise and appropriate the sum of $1,000. or any other sum, for the filling and grading of the New Elementary School grounds, or do or act in any manner relative thereto.


Article 40. To see if the Town will vote to raise and appropriate the sum of $100. or any other sum for the treat- ment of tuberculosis patients having a legal settlement in this town as provided for by Chap. 270, Act of 1952, repeal- ing Chap. 562 of the Acts of 1951, or do or act in any manner relative thereto.


Article 41. To see if the Town will vote to raise and appropriate or transfer from available funds in the treasury, a sum of money for the purchase of war bonds or other bonds that are legal investments for savings banks, and to be placed in a fund known as the Post-War Rehabilitation Fund in

accordance with the provisions of Chapter 5, Acts of 1943; this money to be earmarked for the building and equipment of an addition to the new Elementary School building or do or act in any manner relative thereto.


Article 42. To see if the Town will vote to instruct the Treasurer to transfer for the use of the Park Commissioners, a sum of money given to the Park Department by Mrs. Nettie F. Young, or do or act in any manner relative thereto. The amount of money to be transferred is approximately $73.00.


Article 43. To see if the Town will vote to authorize the Board of Selectmen to sell a certain piece of land, or any part thereof, located on the northerly side of the Whiting & Davis parking lot, containing 13 and 07/100 acres, and identified as Lot #23 on Plat 5, in the Assessor's records. Also to authorize the Board of Selectmen to sign, acknowledge and deliver any instruments of transfer on behalf of the Town, or do or act in any manner relative thereto.


Article 44. To see whether or not the Town will vote to authorize the Town Forest Committee, with the approval of the Board of Selectmen, to sell and convey, on such terms and conditions as they deem proper, the following described parcel of land situated on the southeasterly side of Washington Street in said Plainville, bounded: Northwesterly by said street, 540.88 feet; Southeasterly by Shepard's Pond; and Southwesterly by land now or formerly of Alexander Adair, et ux. Said premises being a portion of the premises described in Certificate of Title #15213, or do or act in any manner relative thereto.


Article 45. To see if the Town will vote to transfer a sum of money from the Surplus Revenue Account to be used by the assessors for the reduction of the tax rate or do or act in any manner relative thereto.


Article 46. To choose any committee and to hear the re- port of any committee and act thereon.


And you are directed to serve this Warrant, by posting up attested copies thereof in seven (7) Public Places in said town, seven (7) days at least before the time of holding said meeting.

PROCEEDINGS OF THE FIFTIETH ANNUAL TOWN MEETING


High School Building, Plainville, Mass., March 1, 1954


Pursuant to the foregoing Warrant, the 50th Annual Town Meeting was held in the High School Building, it being the first Monday in March.


The Ballot Box was inspected by Town Clerk, found empty, and locked, and key turned over to Police Officer.

Elementary School Auditorium, March 1, 1954


Moderator Charles O. Peasley called the meeting to order, and asked that the Reverend John M. Bowmar offer a short prayer.


The voters were checked into the hall, with 225 names checked on the voting lists.


Article 2. Motion by Arthur W. Washburn, Jr., and unanimously voted that the following named act as Measurers of Wood, Bark and Lumber for the ensuing year: Harry O. Proal; George H. Snell; Everett Skinner and Francis W. Simmons.


Motion by Arthur W. Washburn, Jr., and unanimously voted that the following named act as Fence Viewers and Field Drivers for the ensuing year: Elmer C. Pease; Herbert A. Morse and Chester A. Meyer.


Article 3. Motion by Arthur W. Washburn, Jr., that we accept the reports of the Selectmen, Treasurer, and other Town Officers as printed in the Town Report with the excep- tion of any typographical errors, was amended by Mrs. Barbara Fluck, Library Trustee, that we strike out the second paragraph of the report of the Trustees of the Public Library, dealing with the officers of said Trustees. The motion as amended was unanimously voted.

Article 9. Motion by Alpin Chisholm and unanimously voted to raise and appropriate the sum of $800.00 for the carrying on of the Moth work for the ensuing year.


Article 10. Motion by Arthur Washburn and unanimous- ly voted that the sum of $4,400.00 be raised and appropriated for a Reserve Fund for extraordinary unforeseen expenses, this amount to be transferred from the Overlay Surplus Account.


Article 11. Motion by Arthur Washburn and unanimous- ly voted that we transfer $700.00 from the Road Machinery Reserve Account to Highways and Bridges, Center of Town Account, for operation of Road Machinery.


Article 12. Motion by Arthur W. Washburn and unani- mously voted that we accept the provisions of Chapter 90 of the General Laws, and to raise and appropriate the sum of $1,025.00 for the cost of the Town's share of Chapter 90 Highway Maintenance, and that in addition, the sum of $2,000.00 be transferred from unappropriated surplus revenue funds in the Treasury to meet the State and County's share of the cost of the work; the reimbursement from the State and County to be restored upon their receipt to unappro- priated surplus-revenue funds in the Treasury.


Article 13. Motion by Arthur W. Washburn and unani- mously voted that the sum of $4,300.00 be raised and appro-

priated to meet the Town's share of the cost of Chapter 81 Highways, and that in addition, the sum of $9,350.00 be trans- ferred from surplus revenue funds in the Treasury to meet the State's share of the cost of the work. The reimbursements from the State to be restored upon their receipt to unappro- priated surplus revenue funds in the Treasury.


Article 14. Motion by Alpin Chisholm, and unanimously voted to raise and appropriate the sum of $300.00 for the care and maintenance of the Town Dump.


Article 15. Motion by Alpin Chisholm, and unanimously voted to raise and appropriate the sum of $2,200.00 to con- tinue the drainage program.


Article 16. Motion by Alpin Chisholm, and unanimously voted that the sum of $400.00 be raised and appropriated for the control of the Dutch Elm Disease.


Article 17. Motion by Alpin Chisholm and unanimously voted to raise and appropriate the sum of $1,143.32, this being the sum apportioned to Plainville as its share of the cost of the Norfolk County Retirement System.

This motion was amended by Donald Breen that we lay this Article on the table. Moderator called for a standing vote, which showed Yes, 31; No, 107. Amend- ment was lost. David Lomasney then made the motion that the Article be laid on the table until the Water Board makes further investigation, and then hold a Public Hearing, after which this be brought up at a Special Town Meeting. This amendment of Mr. Lomasney was carried.


Article 22. Motion by Alpin Chisholm, and unanimously voted that the Town raise and appropriate the sum of $1,100 for the installation of water meters on the water mains supplying the town with water from North Attleboro, as requested by the North Attleboro Water Dept.
