Article 8. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to bor- row money from time to time in anticipation of the revenue of the financial year beginning January 1, 1956 and to issue a note or notes therefor, payable within one year and to renew any notes or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Article 9. To see if the Town will vote to raise and appropriate a sum of money for the carrying on of the Moth work for the coming year.
Article 10. To see if the Town will vote to raise and appropriate a sum of money for a Reserve Fund to provide for the extraordinary unforeseen expenses, as authorized by Section 6, Chapter 40, General Laws, or do or act in any manner relative thereto.

Article 15. To see if the Town will vote to raise and appropriate a sum of money for all control work against the Dutch Elm Disease, as set forth by Section 13, Chapter 761, Act of 1949, to be expended under the direction of the Moth Superintendent, or do or act in any manner relative thereto.
Article 16. To see if the Town will vote to raise and appropriate the sum of $1,127.44, this being the amount appor- tioned to Plainville as its share of the cost of the Norfolk County Retirement System, or do or act in any manner relative thereto.
Article 17. To see if the Town will vote to raise and appropriate the sum of $300.00, or any other sum, for the use of the athletic department of the schools, as provided for in Chapter 658, Acts of 1950, a revision of Sec. 47, Chapter 71, of the General Laws, or do or act in any manner relative thereto.
Article 18. To see if the Town will vote to raise and appropriate the sum of $1,000.00, or any other sum, for the carrying out of the State Vocational Education Program as provided for in Section 7 and 8 of Chapter 74, General Laws, or do or act in any manner relative thereto. To see if the Town will vote to raise, appro- priate, or transfer the sum of $1,000 for the use of the Water Department for the purpose of mapping and measuring the water system of the town and providing an appropriate set of measurements and locations of services, valves, hydrants, etc., or do or act in any manner relative thereto.
Article 21. To see if the Town will vote to raise and appropriate the sum of $8,200 or any other sum, for the continuation of the water system on Taunton Street for about 2,500 feet, or do or act in any manner relative thereto.

Article 31. To see if the Town will vote to raise and appropriate the sum of $1,190.76, this being Plainville's share of the operating expenditures of the Regional School Com- mittee budget for the balance of the year 1955, or do or act in any manner relative thereto.
Article 32. To see if the Town will vote to rescind the vote taken under Article 41 at the Annual Town Meeting of the Town held March 2, 1953, which vote authorized the Board of Selectmen to sell a parcel of land to the John Edward McNeill Post No. 217, American Legion Building Association, or do or act in any manner relative thereto.
Article 33. To see if the Town will vote to raise and appropriate a sum of money to provide quarters for the John Edward McNeill Post No. 217, American Legion, as provided for under Section 9, Chapter 40 of the General Laws, as amended, or do or act in any manner relative thereto.
Article 34. To see if the Town will vote to raise and appropriate the sum of $200 or any other sum, for the purchase and installation of street and traffic signs, or do or act in any manner relative thereto.

Article 37. To see if the Town will vote to hire a full time day police officer, and raise and appropriate a sum of money to pay for same.

Article 38. To see if the Town will vote to raise, appro- priate, or transfer, the sum of $685.92 to pay an overdraft of the 1954 Snow Account, or do or act in any manner relative thereto.
Article 39. To see if the Town will vote to raise and appropriate the sum of $100 to print new voting lists, or do or act in any manner relative thereto.
Article 40. To see if the Town will vote to raise and ap- propriate the sum of $95 for the purchase of six (6) more new voting booths, or do or act in any manner relative thereto.
Article 41. To see if the Town will vote to authorize the Board of Selectmen to purchase from Robert A. Munroe, on behalf of the Town, two adjacent parcels of land situated on the westerly side of South Street and westerly of land of the Old Colony Railroad Company, and more particularly de- scribed in that certain deed from Mary E. Toner, Executrix to Robert A. Munroe, dated September 28, 1949, and recorded with Norfolk County Registry of Deeds in Book 2862, Page 332, and to which reference may be had; and to raise and ap- propriate the sum of One thousand dollars ($1000) for this purpose, or do or act in any manner relative thereto.
Article 42. To see if the Town will vote to amend its By-Laws by adopting the following: "Any person intend- ing to build, construct, reconstruct, or alter any building, structure or foundation, shall before commencing the same, file with the Board of Selectmen, an application for a building permit, on a form provided therefore." This shall be in addi- tion to such permits as may be required by the laws of the Commonwealth. Every application for a permit required by these By-Laws shall be accompanied by a fee of $1 per thou- sand dollars of approximate final value as appraised by the applicant, and this By-Law to become effective upon its ap- proval by the Attorney-General of the Commonwealth, or do or act in any manner relative thereto. Article 43. To see if the Town will vote to raise and ap- propriate, or transfer, a sum of money to erect a building for the use of the Highway and Water Departments, and the erec-

tion of said building to be under the supervision of the Select- men, or do or act in any manner relative thereto.
Article 44. To see if the Town will vote to raise and appropriate a sum of money to pay for the insurance of all fire apparatus, for complete coverage, or do or act in any man- ner relative thereto. (Fire Engineers)
Article 45. To see if the Town will vote to install one (1) street light on the last pole on the easterly side of Fletcher St., and raise and appropriate a sum of money to pay for same, or do or act in any manner relative thereto. (Petition)
Article 46. To see if the Town will vote to replace about the same number of present lower candle power lights on South St., with those of increased candle power, and raise and appropriate a sum of money to pay for same.
Article 47. To see if the Town will vote to authorize the Selectmen to accept as public streets, the following private ways in the Crestwood Homes, Inc. Development, now known as: Legion Drive, Crestwood Ave., Evergreen Road and Oak St., when all regulations of the Town By-Laws pertaining to such streets have been carried out, or do or act in any man- ner relative thereto.
Article 48. To see if the Town will vote to authorize the Selectmen to accept as public streets, the following private ways in the Guisti Development, now known as State, Pearl, Garfield, Park, Huntington and Grant Streets, when all regu- lations of the Town By-Laws pertaining to such streets have been carried out, or do or act in any manner relative thereto.
Article 49. To see if the Town will vote to authorize the Selectmen to accept as public streets, the following private ways in the Greenwood Park Development, now known as Ewald Street and James Street, when all regulations of the Town By-Laws pertaining to such streets have been carried out, or do or act in any manner relative thereto.
Article 50. To see if the Town will vote to authorize the Moderator to appoint a committee of four to look into the ad- visability and cost, of equipping the fire apparatus with a two-

way radio system. This committee to report at the next An- nual Town Meeting, or do or act in any manner relative thereto.
Article 51. To see if the Town will vote to have the Mod- erator appoint a committee of three to look into the advis- ability and cost of a permanent fireman and report at the next Annual Town Meeting. The Committee to consist of one mem- ber of the Fire Engineers, one member of the Finance Com- mittee and one member of the Board of Selectmen, or do or act in any manner relative thereto.
Article 52. To see if the Town will vote to have a Com- mittee of three appointed by the Selectmen, to draw up new By-Laws to regulate building operations in the Town, and to submit such By-Laws to the Town for approval at the next Town Meeting, or do or act in any manner relative thereto.
Article 53. To see if the Town will vote to have a com- mittee appointed by the Moderator, to make arrangements to celebrate the 50th Anniversary of the Town, and raise and ap- propriate a sum of money for use of said committee, or do or act in any manner relative thereto.
Article 54. To see if the Town will vote to raise and ap- propriate or transfer from available funds in the treasury, a sum of money for the purchase of war bonds or other bonds that are legal investments for savings banks, and to be placed in a fund known as the Post-War Rehabilitation Fund in accordance with the provisions of Chapter 5, Acts of 1943; this money to be earmarked for the building and equipment of an addition to the new Elementary School building or do or act in any manner relative thereto.
Article 55. To see if the Town will vote to transfer a sum of money from the Surplus Revenue Account to be used by the assessors for the reduction of the tax rate or do or act in any manner relative thereto.
Article 56. To choose any committee and to hear the re- port of any committee and act thereon.

PROCEEDINGS OF THE FIFTY-FIRST ANNUAL TOWN MEETING
High School Building, Plainville, Mass., March 7, 1955
Pursuant to the foregoing Warrant, the 51st Annual Town Meeting was held in the High School Building, it being the first Monday in March.
The Ballot Box was inspected by Town Clerk, found empty, the dials set at zero, then locked and key turned over to Police Officer.
Ballot Clerks: Dacia Anderson, Helen Proal and Nellie King.
Tellers: Harold Anderson, Richard Cobb.
Ballot Box and Police Officer: Courtland Fairbanks.
The above having been appointed by the Selectmen, were duly sworn to the faithful performance of their respective duties by Town Clerk.
Warden and Election Officer: Arthur W. Washburn.
The Town Clerk read the call of the meeting, and at 6:30 A.M., the Polls were declared open.
At 8:15 A.M. the Election Officials voted to take ballots from Ballot Box and start counting. Box registered 68 ballots.
At 5:30 P.M. by vote the Polls were declared closed.
The number of Ballots cast was 330, and 330 names were checked on voting lists and Ballot Box registered 330 names.

Motion by Alpin Chisholm, and unanimously voted to have the surety of the Collector of Taxes, Deputy Collector of Taxes, Treasurer, Town Clerk, Secretary of the Water Commissioners and Clerk of the Selectmen's bonds placed with a fidelity or guarantee company, and appropriate the sum of $234.20 to pay for same.
