ON THE


Articles in the Warrant for the Annual Town Meeting


Saturday, March 6, 1915


Art. 1. To choose a Moderator to preside in said meeting.


Art. 2. To bring in their votes for one Selectman for the term of three years, one Assessor for the term of three years, one Overseer of the Poor for the term of three years, for Town Clerk for one year, for Town Treasurer for one year, for Tax Col- lector for one year, for Tree Warden for one year, for one person for Board of Health for the term of three years, for one School Committee for the term of three years, for one Surveyor of Highways for one year, for one Cemetery Trustee for the term of five years, for three Constables for one year, for two Auditors for one year, all on one ballot. Also on the same ballot, will the Town grant licenses for the sale of intoxicating liquors for the ensuing year? The vote to be "Yes" or "No" in answer to the question, "Shall licenses be granted for the sale of intoxicat- ing liquors in this Town.


Art. 3. What action will the Town take relative to the ap- pointment of necessary officers not chosen by ballot ?


Art. 4. To hear the reports of the various Town Officers and Committees and act thereon.


It is recommended that the usual votes be passed.

Art. 6. Will the Town appropriate two hundred dollars ($200) to be expended under the direction of William Wads- worth Post No. 165, G. A. R., for the observance of Memorial Day ?


We recommend that this amount be appropriated.


Art. 7. Will the Town appropriate five hundred dollars ($500) to continue the work on the Assessors' Map of the Town? We recommend that that amount be voted.


Art. 8. Will the Town petition the Director of the Bureau of Statistics to cause such an audit to be made of the Town ac- counts as will be necessary to install an accounting system, in

accordance with the provisions of Chapter 598 of the Acts of 1910 as amended?


We recommend that no audit be made at this time.


Article 9. Will the Town vote that the Town Treasurer, with the approval of the Selectmen, be authorized to borrow money from time to time in anticipation of revenue for the financial year beginning January 1, 1916, and to issue a note or notes therefor, payable within one year; any debt or debts in- curred under this vote to be paid from the revenue of said finan- cial year ?


We recommend this vote be passed.


Art. 10. To see if the Town will vote to authorize its Treas- urer to hire money to continue the moth work from December 1, 1915, to March 1, 1916.


We recommend that this vote pass.


Art. 11. Will the Town vote that taxes shall be paid on or before October 10, 1915, and after that date interest shall be charged at the rate of six per cent. per annum until paid ?


We recommend that this vote pass.


Art. 12. Will the Town authorize the placing of the Bank and Corporation Taxes with the appropriations for State and County Taxes, for payment of same ?


We recommend that Bank and Corporation taxes be so placed.


Art. 13. What action will the Town take for the better fire protection of Island Creek?


Art. 14. Will the Town pay the expenses of a meeting place for the Island Creek Fire Company ?


Art. 15. Will the Town authorize the Board of Fire Engi- neers to cooperate with individuals for better fire protection, as outlined by the Committee on Island Creek Fire Protection or "otherwise"? (By request.)


We will refer you to committees report.


Art. 16. Will the Town authorize the Selectmen to employ a Clerk for the Board of Selectmen, Overseers of the Poor and Assessors, and appropriate four hundred dollars ($400) for this purpose ?


We recommend that this appropriation be voted for clerical services for the three boards.

Art. 17. What action will the Town take regarding the pay of the Selectmen and the time of their regular meetings ?


Regarding time of regular meetings we prefer to leave for decision to convenience of the public. The Board recommend to the per diem method of payment.


Art. 18. What action will the Town take in regard to pay for the Assessors? (By petition.)


We recommend that no change be made.


Art. 19. Will the Town vote that the salary of the Town Clerk be three hundred dollars ($300) per year, and that all fees prescribed by law and collected by him be paid into the Town Treasury, to date from January 1, 1915 ?


Art. 20. Will the Town vote that the salary of the Town Treasurer be four hundred dollars ($400) per year, to date from January 1, 1915? (By petition. )


Art. 21. Will the Town vote that the salary of the Tax Col- lector be five hundred dollars ($500) per year, to date from January 1, 1915 ? (By petition.)


We recommend that Town Clerk's pay be $300, Town Trea- surer $300, Tax Collector $500.


Art. 22. Will the Town vote to abandon the present method of electing their Selectmen, Assessors and Overseers of the Poor, and hereafter annually elect three Selectmen, three Assessors and three Overseers of the Poor for the term of one year? (By petition.)


We recommend that no change be made.


Art. 23. Will the Town change the name of Border Street to Bay Road? (By petition.)


We recommend it be changed.


Art. 24. Will the Town include the existing electric street lights, three on Cove Street, one on Cedar Street and three on Standish Street, in the Town Street Lighting System from April 1, next, and appropriate money for the same? (By petition.)


We recommend that these be included in the town lighting system as these have been maintained by private subscription for public benefit for some years.


Art. 25. To see if the Town will raise and appropriate two

hundred dollars ($200) for ten street lights on Surplus and South Station streets from Washington Street to South Dux- bury Station.


We disapprove of this article.


Art. 26. Will the Town appropriate not to exceed twenty- four dollars ($24) for supplying water to the public drinking troughs at Hall's Corner and the Liberty Pole ?


We recommend favorable in this request.


Art. 27. Will the Town accept Article 85 of Chapter 48 of the Revised Laws, allowing the Selectmen to reserve spaces in public ways for trees, grass or planting? (By request.)


We approve of this article.


Art. 28. Will the Town authorize the Conservation Com- mittee to purchase additional strips of woodland along the pub- lic ways and make an appropriation of three hundred dollars ($300) for the same? (By request.)


We recommend $150 be raised and appropriated.


Art. 29. Will the Town accept recommendations of Cem- etery Trustee change of By-laws, Section 3, Acts of 1895, so. it will read, The minimum price of lots to non-residents shall be ten dollars ($10) ? (By request.)


We recommend the change.


Art. 30. Will the Town accept Russell Road as laid out by the Selectmen February 17, 1915 ?


We recommend it be accepted.


Art. 31. To see if the Town will pay the sum of thirty cents ($0.30) per hour for all Town man labor. (By petition.) We recommend no raise of pay.


Art. 32. What action will the Town take in regard to in- creasing the pay for horses on Town work from $1.50 per day to $2.00 per day of eight hours? (By petition.)


We recommend no raise of pay.


Art. 33. Will the Town vote to allow Mr. Antone P. Lucas to construct a wall on the southerly side of his present houselot? (By request. )


We recommend it be granted.

Art. 34. Will the Town vote to authorize the appointment by the Moderator of an Appropriation Committee to consist of nine members, three of whom shall serve for three years, three for two years, and three for one year, the successors of those whose terms expire and all vacancies to be appointed in like manner ?


The Board of Selectmen shall refer all items of appropriations to this Committee not later than February 1 of each year. The Committee shall make a report on each item, with their recom- mendations, to the Board of Selectmen, to be by them transmit- ted to the Town Meeting.


We recommend this be voted.


Art. 35. Will the Town vote that no street construction or repairs to cost more than one hundred dollars ($100) be under- taken, except upon the written order of the Road Surveyor, who shall first submit in writing to the Board of Selectmen an esti- mate of the cost, which must be approved by the Selectmen and by vote of the Town Meeting? (By request.),


We disapprove of this article.


Art. 36. What action will the Town take in regard to re- pairing Congress Street from Union Street to the Pembroke line; and will the Town appropriate a sufficient sum of money to cover same ?


We recommend that this be taken from the regular highway account.


Art. 37. To see if the Town will raise and appropriate one thousand dollars ($1000) to crush stone Josselyn Avenue and put it in good condition. (By petition.)


We disapprove of an appropriation.


Art. 38. Will the Town raise and appropriate the sum of five hundred dollars ($500) to be used for the repairs of side- walks? (By petition.)


We recommend $500 be appropriated.


Art. 39. To see if the Town will appropriate five hundred dollars ($500), or so much thereof as may be necessary, to properly grade up that portion of the Gurnet Road from the Marshfield line near Rainbow Bridge to the "Hummock," and of Plymouth Avenue from said Town line to the beach, and of

Bay Avenue from said Town line to Plymouth Avenue? (By request. )


We recommend $500 be appropriated.


Art. 40. Will the Town appropriate five thousand dollars ($5,000) to continue the stone road on Border Street, and issue bonds or notes to meet the expense of building the same? (By petition.)


We disapprove this appropriation.


Art. 41. Will the Town raise and appropriate the sum of five hundred dollars ($500) for repairs on Surplus Street ?


We recommend that this street be repaired from the general highway appropriation.


Art. 42. To see if the Town will raise and appropriate eighteen hundred dollars ($1,800) for the grading and construc- tion of a stone road from Powder Point Avenue to Lovers' Lane on Cove Street? (By petition.)


We disapprove of this article.


Art. 43. What action will the Town take in regard to con- tinuing the road now being built on High and Summer streets to the Kingston Line, in connection with the Massachusetts Highway Commission; and to see what action the Town will take in making an appropriation for the same; and to take any other action that may come before the meeting in connection therewith. (By petition.)


We disapprove of this article.


Art. 44. To see if the Town will raise and appropriate one hundred and fifty dollars ($150) for repairs of road leading to Town Landing near Allen's Wharf at Captain's Hill.


We disapprove of this appropriation thinking something can be done from the general Town Landing appropriation if granted.


Art. 45. What action will the Town take in regard to abol- ishing or shortening the close season on clams ?


We disapprove of any change.

In making these recommendations the Board felt the neces- sity of holding the appropriations where the tax rate, would not be materially increased.


With the above as recommended it is fair to estimate the rate of taxation will be approximately $16 on $1,000.

Art. 32. What action will the Town take in regard to in- creasing the pay for horses on Town work from $1.50 per day to $2.00 per day of eight hours? (By petition.)


We recommend no raise of pay.


Art. 33. Will the Town vote to allow Mr. Antone P. Lucas to construct a wall on the southerly side of his present houselot? (By request. )


We recommend it be granted.

Art. 34. Will the Town vote to authorize the appointment by the Moderator of an Appropriation Committee to consist of nine members, three of whom shall serve for three years, three for two years, and three for one year, the successors of those whose terms expire and all vacancies to be appointed in like manner ?


The Board of Selectmen shall refer all items of appropriations to this Committee not later than February 1 of each year. The Committee shall make a report on each item, with their recom- mendations, to the Board of Selectmen, to be by them transmit- ted to the Town Meeting.
