REPORT OF THE SELECTMEN
We respectfully submit the following report for the year, 1915 :
In submitting this report the board has tried to present a report that would not only be a faithful record of the actions of the several departments, but has tried particularly to present same in sufficient detail to satisfy the most critical. We hope we have succeeded and that it will meet with approval. In accordance with vote of the Town at the annual meeting, the Bureau of Statistics made an audit of the Town accounts, and installed a system of bookkeeping. After several months of experience under the new system we are prepared to say that it in every way meets all requirements and is a great help to this board in handling the Town affairs. The balance sheet of December 31, 1915, shows the exact financial condition of the Town. In this connection we desire to say that we were par- ticularly fortunate in obtaining the services of a most com- petent person to act as clerk to the various boards and keep the books and records. We feel that the importance of this position has been clearly shown, and it is a large factor in making the new system a success. On the whole, it is a big improvement over old methods and fully meets the expectations of the advo- cates of this change. A complete report of this audit is pre- sented under separate cover. Cove Street has been improved, as voted, contract being awarded to William J. Burke for $1713.50. One other bid was received from H. E. Merry and and H. B. Loring for $1750. Work was completed in a satis- factory manner. Work amounting to $25 was allowed at the end of Cedar Street to make a proper connection with Cove Street.

Following the action of the Town at a special meeting, held in August, the highway has been widened at the junction of St. George, Cove Streets and Powder Point Avenue, and the old building removed. Owing to the lateness of the season, it was not possible to complete the work on the sidewalk and street surface, but same will be done as soon as possible in the spring. This has materially helped one of the most dangerous corners in Town. Only one bid was received on the Columbus Avenue macadam road, and contract was accordingly awarded to William J. Burke for $4900, for 3124 feet.
Under the statue law, the Selectmen cannot approve a bill in excess of an appropriation except in cases "of extreme emergency involving the health or safety of persons or property," and all bills incurred during a given year must be paid out of the appropriation of that year. At the close of the year 1915 it was found that there was a large number of unpaid bills in the various departments. These bills were all incurred in 1915 and the appropriations in most cases were exhausted. These bills should not be confused with current bills of the present year, payment of which, from January 1 to the annual Town meeting, is provided for by law.
A tabulated list of these bills is printed herewith and the Town will be asked to appropriate the money to cover these bills at the coming meeting.
Departments of the Town should appreciate the fact that the amount appropriated by the Town for their respective depart- ments in any year is all they can legally spend, and no one has any authority to exceed these amounts except as first stated. We hope that bills against the Town will be presented more promptly in the future and that everyone will appreciate the necessity of making each year stand on its own merits.
