I submit herewith my report of an audit of the ac- counts of the town of Duxbury for the fiscal year ending December 31, 1932, made in accordance with the pro- vision of Chapter 44 of the General Laws. This report is in the form of a report made to me by Mr. Edward H. Fenton, Chief Accountant of this Division.

In accordance with your instructions, I have made an audit of the books and accounts of the town of Dux-

bury for the fiscal year ending December 31, 1932, and submit the following report thereon :


The financial transactions of the town as recorded on the books of the several departments receiving or dis- bursing money for the town, were examined and checked with the books of the town accountant.


The books and accounts of the town accountant were examined and compared with the treasurer's books and with the records in the several departments collecting money for the town.


The appropriations, as entered in the ledger, were checked with the town clerk's records of appropriations authorized by the town.


The receipts as shown on the accountant's books were checked with the records of receipts of the treas- urer, and the payments were compared with the warrants authorizing the treasurer to disburse town funds.


The ledger accounts were analyzed, and a balance sheet was prepared showing the financial condition of the town as of December 31, 1932.


The books and accounts of Ruby H. Graves, treasurer pro tempore, were examined and checked for the period from December 2, 1932, the date of the previous audit, to March 28, 1933. The recorded receipts were compared with the records in the several departments collecting money for the town and with other sources from which money was paid into the town treasury, while the pay- ments were checked with the selectmen's warrants au- thorizing them. The cash in the office was verified by an actual count, and the bank balances were reconciled with statement furnished by the banks of deposit.


The payments of town debt, revenue loans, and in-

terest were checked with the amounts falling due and with the cancelled notes and coupons on file. Unpaid coupons were verified by a reconciliation with a state- ment furnished by the bank.


The securites and savings bank books representing the investments of the several trust funds in the custody of the treasurer, were examined and listed, and the in- come was verified.


The books and accounts of the tax collector were examined and checked. The commitments of poll, old age assistance, property, and motor vehicle excise taxes of 1932 were analyzed and checked with the assessors' tvarrants to the collector.


The payments to the treasurer on account of the levies of 1929 to 1932, inclusive, were checked to the treasurer's cash book, the abatements were compared with the assessors' records of abatements granted, and the outstanding accounts were listed and reconciled with the accountant's ledger accounts.


Verification notices were mailed to a number of --- persons whose names appeared on the books as owing money to the town, the replies received thereto indicating that the accounts, as listed, are correct.


In verifying the collector's payments to the treas- urer, it was noted that the sum of $96.50, representing fees collected by the collector on overdue taxes, was not paid over to the town but was used to defray expenses of tax sales.


It is therefore recommended that, in the future, all such receipts be paid into the town treasury as required by Section 53, Chapter 44, General Laws, and that the costs of tax sales be charged to the appropriation for the tax collector's department and paid on authority of se-

lectmen's warrants to the town treasurer. Payments by. the tax collector to the town treasurer should be paid at least weekly, as required by Section 2, Chapter 60, Gen- eral Laws.


The records of Joseph T. C. Jones, town clerk pro tempore, for sporting and dog licenses and marriage per- mits issued for the period from December 2, 1932 to March 28, 1933 were examined and checked. The pay- ments to the town and to the Division of Fisheries and Game were verified, and the cash on hand was proved by an actual count.


In addition to the departments mentioned above, the financial records of all other departments receiving money for the town or committing bills for collection were examined and reconciled with the treasurer's and the accountant's books.


The surety bonds of the treasurer, collector, and town clerk for the faithful performance of their duties were examined and found to be in proper form.


Appended to this report, in addition to the balance sheet, are tables showing a reconciliation of the treas- urer's cash, summaries of the tax accounts, as well as tables showing the trust fund transactions.


For the courtesies extended and the assistance ren- dered by the various town officials during the progress of the audit, I wish, on behalf of my assistants and for my- self, to express appreciation.
