I submit herewith my report of an audit of the accounts of the town of Duxbury for the fiscal year ending Decem- ber 31, 1933, made in accordance with the provisions of Chapter 44 of the General Laws. This report is in the form of a report made to me by Mr. Edward H. Fenton, Chief Accountant of this Division.

As directed by you, I have made an audit of the books and accounts of the town of Duxbury for the fiscal year

ending December 31, 1933, and submit the following re- port thereon.
The financial transactions of the town, as recorded on the books of the several departments receiving or dis- bursing money for the town, were examined and checked with the books of the town accountant.
The books and accounts of the town accountant were examined and compared with the treasurer's books and with the records in the several departments collecting money for the town.
The ledger accounts were analyzed, and the appropria- tions as recorded were checked to the appropriations voted by the town as shown by the town clerk's records.
The recorded receipts and payments were verified by a comparison with the treasurer's books, and the classifica- tion book was examined and checked to the ledger accounts.
A balance sheet, which is appended to this report, was prepared showing the financial condition of the town on December 31, 1933.

The books and accounts of the treasurer were examined and checked. The recorded receipts were compared with the records in the several departments collecting money for the town and with other sources from which money was paid into the treasury, while the payments were checked with the selectmen's warrants authorizing the treasurer to disburse town funds. The cash in the office was verified by an actual count, and the bank balances were reconciled with statements furnished by the banks of deposit.
The records of town debt, revenue loans, and interest were examined. The payments were checked to the amounts falling due and the matured notes, bonds, and

coupons were examined.
The securities and savings bank books, representing the investments of the several trust funds in the custody of the treasurer, were examined and listed, the income be- ing proved and the disbursements being verified.
In examining original vouchers and pay-rolls, it was noted that the amount appropriated for Memorial Day ob- servance was paid to the treasurer of a local patriotic so- ciety. It is therefore recommended that, in the future, payments be made by the treasurr only upon properly ap- proved vouchers for expenses incurred.
Considerable, detailed checking was required to prove the treasurer's accounts, and this procedure increased the cost of the audit.
The cash book balance had apparently not been recon- ciled with the cash on hand and in the bank at any time during the year, and errors and omissions in entering re- ceipts were noted. The check book of the principal bank account was erroneous and apparently no attempt had been made to reconcile it with the bank balance.
The books and accounts of the tax collector were ex- amined and checked. The commitments were proved and compared with the assessors' warrants, the recorded pay- ments to the treasurer were verified by a comparison with the treasurer's books, the abatements as recorded were checked to the assessors' records of abatements granted, and the outstanding accounts were listed and reconciled with the accountant's ledger accounts. A further verifica- tion was made by mailing notices to a number of persons whose names appeared on the books as owing money to the town, the replies received thereto indicating that the outstanding accounts, as listed, are correct.
The records of selectmen's licenses granted were ex- amined, and the payments to the treasurer were verified. i

The town clerk's record of dog licenses issued were ex- amined, the payments to the town treasurer being veri- fied ; and his record of hunting and fishing licenses issued from January 1 to 15, 1934 was examined and the cash on hand on January 15, 1934, was verified.
In addition to the departments mentioned above, the fi- nancial records of all other departments receiving money for the town or committing bills for collection were exam- ined and reconciled with the treasurer's and the account- ant's books.
It was noted that fees collected by the sealer of weights and measures have not been paid over to the treasurer monthly as required by Section 34, Chapter 98, General Laws.
The surety bonds of the treasurer, collector, and town clerk for the faithful performance of their duties were examined and found to be in proper form.
Appended to this report, in addition to the balance sheet, are tables showing a reconciliation of the treasur- er's and the tax collector's cash, summaries of the tax and departmental accounts, as well as tables showing the trust fund transactions.
For the courtesies extended and the assistance rendered by the several town officials during the audit, I wish, on behalf of my assistants and for myself, to express appre- ciation.
