REPORT OF TOWN MEETINGS
ANNUAL TOWN MEETING, MARCH 7, 1931
The Meeting convened at 9.30 and the warrant was read by the Town Clerk.
It was voted, unanimously, that the Town Clerk deposit a ballot for Henry P. Moulton as Moderator, which was done and Henry P. Moulton was declared Moderator.
The Tellers, Herbert Packard, Harry A. McNaught and Robert I. Tower, were sworn by the Town Clerk.
It was voted, that a recess be taken from 12 to 12.45.
On motion of Frederick B. Knapp the Town voted to allow discussion on every article in the warrant be- fore allowing the article to be tabled-the same prac- tice as was followed last year.
Voted that all property owners in Duxbury be al- lowed to express their views.
Voted, unanimously, that the necessary town offi- cers not chosen by ballot be appointed by the Selectmen.
Voted, to accept the reports of the various Town Officers and Committees as printed in the Town report.
Voted, that the report of the Committee on Route A be accepted as in progress.
Voted, that the report of the special Beach Com- mittee be taken up after Article 15.

Voted, unanimously, to take up Article 48 at this time, and
Voted, to raise and appropriate the sum of $500.00 for Train Field and that a Supervisor be nominated from the floor and Earl W. Chandler was unanimously chosen as Supervisor.
Under Article 7, voted, unanimously, that the Treas- urer, with approval of the Selectmen, be authorized to borrow money from time to time in anticipation of rev- enue for the financial year beginning January 1st, 1932

and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.
Under Article 8, voted, unanimously, to raise and appropriate the sum of $2,000.00 for the Duxbury Free Library.
Under Article 9, voted, to raise and appropriate the sum of $200.00 for the use of the Plymouth County Trustees for the County Aid to Agriculture, and
Voted, that the same Director be continued.
Under Article 10, voted, to raise and appropriate the sum of $1,500.00 to resurface the drive around the Town Hall and Partridge Academy, and
Voted, that the report made by John D. Morrison be accepted, and
Voted, that the Committee be continued, with the recommendation to report at the next annual town meet- ing as to amount necessary to put road in good con- dition.
Under Article 11, voted, to accept Bryant Avenue as laid out by the Selectmen and to raise and appropri- ate the sum of $1,000.00 for construction of the same.
Under Article 12, voted, to accept Stetson Avenue as laid out by the Selectmen.
Under Article 13, voted, unanimously, to accept the easterly line of Washington Street from Mattakeesett Court to land of Nellie Clapp, as laid out by the Select- men.

Under Article 14, voted, to raise and appropriate the sum of $5,000.00 to resurface Marshall Street from Burns' Corner easterly to bridge and Columbus Avenue from the southerly end to a point where the proposed change is made.
Voted, unanimously, that Article 15 be laid on the table and taken up later.
The report of the Beach Committee was presented by Louis J. Hunter, and it was
Voted, unanimously, that this report be accepted and the recommendations of the Committee be adopted and that the Selectmen have copies of this report printed for circulation, and
Voted, that thanks be extended to this Committee for its work, and that the Committee be continued.
Voted, that Article 15 now be taken from the table, and
Voted, unanimously, to accept a portion of Colum- bus Avenue as laid out by the Selectmen and to raise and appropriate the sum of $3,500.00 for construction of the same and for land damage.
Under Article 16, voted, unanimously, to accept a road as laid out by the Selectmen, beginning about 150 feet northerly from the southerly end of Gurnet Road, so-called, westerly and southerly around the Hummock to a point southerly of Pine Point, with such modifica- tions as they may approve, and to raise and appropriate the sum of $10,000.00 for the construction of same, the same being subject to the Beach Owners building park- ing spaces.

Voted, unanimously, that Article 17, which reads:
"To see if the Town will raise and appropriate a sum of money to install water main and hydrants, beginning at the Town line on Acorn Street, and extending to the corner of Franklin and Temple Streets, or take any action thereon,"
be laid on the table.
"Article 18. To see if the Town will vote to rescind the amendment to the vote taken March 5, 1927 under Article 22, Page 108. It was voted to give the Millbrook School House and the land on which it is located to Duxbury Post 223, the American Legion, to be used as Lodge Rooms for the Post.
"Amended ;- After it has been discontinued in use by the School Committee, and if and when the prop- erty is abandoned by the Legion for its purposes it shall revert to the Town."
As the wording of this article as printed in the Warrant made it illegal for action, the Moderator allowed a substitute motion to be presented which, by striking out certain words and inserting others, read as follows:
"To see if the Town will vote to change the vote taken March 5, 1927, under Art. 22, Page 108 of the Town Report for 1930 ;- and that the Town accept $1.00 and other valuable consideration for the Mill- brook School House and the land on which it is located, in order to clear its status for the American Legion, Post No. 223."
The substitute motion was passed by a vote of 89 in favor of this motion and 16 in opposition, and it was declared carried by the Moderator.

Under Article 19, voted, unanimously, to appoint a Committee of Five, (to consist of three citizens of the Town and two members of Duxbury Post 223, American Legion) for the purpose of formulating plans for a World War Memorial, and to submit their plans for con- sideration at the next annual Town Meeting.
Voted, that the Moderator appoint this Committee.
Under Article 20, voted, unanimously, to accept the gift under the residuary clause of the will of Miss Lucy Hathaway, for the purposes therein set forth, and au- thorize the Treasurer to accept from the Executor of said will moneys or securities in payment of said gifts ; and to authorize the Treasurer and the Selectmen to execute and deliver to said Executor, in the name of the Town, a release of all claims and demands and to assent to the allowance of the final account of said Executor, and
Voted, that the Town deeply appreciates the be- quest of Miss Lucy Hathaway.
Under Article 21, voted, unanimously, to have all funds or securities received by the Town from the be- quest of Miss Lucy Hathaway held in the custody of the Town Treasurer, to be invested or reinvested as directed by the Board of Selectmen, subject to any condition that may exist in said bequest.
Under Article 22, voted, unanimously, that the sal- ary of the Tax Collector be raised to $1,200.00, includ- ing clerk hire and in lieu of fees, and voted, unanimously, to raise and appropriate $2,000.00 for Tax Collector's Department.
Under Article 23, voted, unanimously, to raise and appropriate the sum of $500.00 to pay for the tuition of pupils attending trade schools.

Under Article 24, voted, unanimously, to apply the dividend from the Plymouth County Dog Fund to the Support of Schools.
Under Article 25, voted, unanimously, to raise and appropriate the sum of $500.00 for the construction of a tennis court on Train Field.
Under Article 26, voted, unanimously, to raise and appropriate the sum of $125.00 for Clean-up Week.
Under Article 27, voted, unanimously, to raise and appropriate the sum of $50.00 for the use of the Plan- ning Board.
Voted, not to accept Article 28, which reads :
"Will the Town vote to use the South Duxbury School Building, now standing idle, for police head- quarters or take any other action thereon, and appropriate $500.00 for remodeling said building?"
Voted, to lay on the table Article 29, which reads :
"Will the Town vote to ask for a Police Officer to be stationed at the South Duxbury School Building police headquarters, to be on duty, if not perman- ently, then during the summer months, or take any other action thereon?"
Under Article 30, voted, unanimously, to accept the gift of $1,133.06 from the Standish Monument Associa- tion, the income from this amount to be used for the care for the lot at Standish Shore where the original Myles Standish House was located.
Under Article 31, voted, to raise and appropriate the sum of $2,000.00 for the eradication of mosquitoes, the

same to be spent under Chap. 252 of the General Laws as amended by Chap. 457, Acts of 1893, and subsequent amendments, especially Chap. 288 of the Acts of 1929.
Article 32, which reads :
"Will the Town vote to take action for mosquito control and raise and appropriate a sum of money for this purpose ?"
was indefinitely postponed.
Under Article 33, voted, unanimously, to raise and appropriate the sum of $50 for the care of Myles Stand- ish House lot at Standish Shore.
Under Article 34, voted, to raise and appropriate the sum of $2,000.00 to be expended under Acts of 1930, Chap. 402, the Administration of the Old Age assistance law.
Under Article 35, voted, unanimously, to raise and appropriate the sum of $100.00 for Department of Harbor Master.
Under Article 36, voted, unanimously, that the Se- lectmen procure the proper wording of a deed or release to secure a clearer view of approaching traffic and pedestrians at the corners and bad curves of our roads, and,
Voted, unanimously, that the Street Department be authorized to spend $200.00 from the Highway appro- priation for the establishment of permanent rights to unobstructed view across corners and bad curves of our roads.
Under Article 37, voted, unanimously, to raise and appropriate the sum of $114.00 for the installation of six electric lights on Tremont and Park streets in Island Creek.

Under Article 38, voted, unanimously, to transfer from the Overlay Reserve Fund the sum of $1,000.00, to the Reserve Fund.
Under Article 39, voted, to raise and appropriate the sum of $210.00 for the purpose of preserving the bones of Myles Standish in a metal box and depositing it in a cement receptacle. (Requested by Dr. Myles Standish.)
Under Article 40, voted, unanimously, to name the street leading from Crescent Street to the shore, How- land's Lane.
Under Article 41, voted, to raise and appropriate the sum of $1,430.00 to purchase a tractor and full crawler equipment.
Under Article 42, voted, unanimously, to raise and appropriate the sum of $1,000.00 to purchase a motor- cycle and automobile for the use of the Police Depart- ment.
