ARTICLE 18. To see if the Town will vote to change the name of Hillside Avenue and name it Fleming Avenue, on petition of Edward Fleming and others.


ARTICLE 19. To see if the Town will instruct the Moderator to appoint a committee to carry out a vote of the town of Decem- ber 18, 1933 with reference to placing suitable tablets in memory of those who served in the World War in the Memorial Audi- torium, and authorize the transfer of the War Bonus Surplus in the town treasury, amounting to $803.33, for this purpose, on petition of Stafford A. Lindsay and others.

ARTICLE 20. To see if the Town will vote to appropriate the sum of $200.00 payable to the Andover Brass Band for four (4) band concerts to be held during the year 1937 in the town of Andover, one concert to be in Ballardvale, one in Shawsheen Village, and two in Andover Center, payments to be made in four (4) equal installments of $50.00 each on the completion of each concert, on petition of Penry LeRoy Wilson and others.


(Not approved. We believe this to be worthy cause but that the town should not take on any additional commitments of this kind.)

ARTICLE 21. To see if the town will vote to require all dog owners in Andover to have their dogs vaccinated for rabies before they become eligible for a license, as provided in Chapter 140 of the General Laws.


ARTICLE 22. To see if the town will vote to amend the Zoning By-Law as follows:


1.


Amend Section IX by adding at the end of paragraph 1 thereof the following :


" ... provided, however, that the Board of Appeals may per- mit land to be subdivided with lot frontages of less than seventy- five (75) feet and for lot areas of less than ten thousand (10,000) square feet if two or more dwellings were located on an existing lot at the time this By-Law is adopted or if land is being sub- divided for summer camp lots on or near the shores of a river, pond or lake."

Amend Section IX by adding at the end of paragraph 4 thereof the following new sentence:


"On corner lots no part of any building shall extend within twenty (20) feet of the street line."

Amend Section IX by adding at the end of paragraph 5 thereof the following :


" .. .; provided, however, that on corner lots no buildings shall extend nearer than twenty (20) feet to the street line."


4.


Amend Section XII by inserting at the end thereof the follow- ing new paragraph :


"The Board of Selectmen may appoint one or more associate members of the Board of Appeals for terms of such length as shall be determined by the Board of Selectmen; and in case of a vacancy, inability to act or interest on the part of a member of the Board of Appeals, his place may be taken by an associate member designated by the Board of Selectmen, all in accordance with the provisions of Chapter 40 of the General Laws as amended from time to time. "

Amend Section XIII by striking out paragraph 3 and inserting in place thereof a new paragraph 3 as follows:


"3. Boarding and lodging houses, tea rooms and hotels; ceme- · teries, hospitals, sanatoria, philanthropic institutions, and air- ports with essential accessories; private clubs not conducted for profit; in Single Residence or Educational Districts. Gasoline filling stations and oil stations, garage repair shops, sales rooms for motor vehicles and stables; a place of business of any black- smith, baker, builder, carpenter, contractor, dyer, mason, plumber, roofer, tinsmith and upholsterer; in Business Districts. All subject to existing laws already in force. "

ARTICLE 23. To see if the Town will vote to purchase or take by eminent domain so much land as may be necessary in the judgment of the Board of Public Works for playground purposes next adjacent to and northerly of the Playstead, and will appro- priate a sum of money to pay therefor.


(Approved. We approve the purchase of this land provided the Selectmen can purchase at a fair cost to the town.)


ARTICLE 24. To see if the Town will appropriate the sum of $380.00 to loam, seed and for shrubbery for the lot located at the southwest corner of Haverhill Street and Enmore Street on the petition of Walter M. Lamont and others.

ARTICLE 25. To see if the Town will appropriate the sum of $2,400.00 for curbing and sidewalks on the east side of High Street from Walnut Avenue to the property next to the Infirmary, on petition of Walter M. Lamont and others.

ARTICLE 26. To see if the Town will authorize the Board of Public Works to extend the water main from the corner of River Road and Brundrett Avenue along Brundrett Avenue a distance of 1600 feet to the property of Jacob Shlakis and appropriate the sum of $4,400.00, on petition of Arthur H. Maddox and others.

ARTICLE 27. To see if the Town will authorize the Board of Public Works to extend the water main on Boutwell Road from the corner of River Road to the corner of Pleasant Street and also continue the line from the corner of Boutwell Road and Pleasant Street, a distance of 100 feet on Pleasant Street and appropriate the sum of $5,800.00 on petition of Charles Newton and others.

ARTICLE 28. To see if the Town will vote to accept Chapter 391 of the Acts of 1923, relative to the collection of water rates, on petition of the Board of Public Works.


ARTICLE 29. To see if the Town will vote to change the width of Fletcher and Binney Streets in Shawsheen Village, from sixty (60) feet as at present to forty (40) feet as shown on plan drawn by John Franklin, C.E., dated February, 1937, on petition of Arthur Jowett and others.


ARTICLE 30. To see if the Town will accept as a Public Way, Hall Avenue, as laid out by the Board of Survey, from Clark Road northeasterly for a distance of 973.45 feet to Andover Street as shown on plan filed with the Town Clerk, on petition of Edward P. Hall and others.


ARTICLE 31. To see if the Town will vote to authorize the Board of Selectmen to purchase 595 feet of water main, with their appurtenances from Edward P. Hall, constructed and laid in Hall Avenue, if said street is accepted as a Town Way, and to ap- propriate the sum of $700.00 for this purpose, on petition of Edward P. Hall and others.

ARTICLE 32. To see if the Town will vote to authorize the Board of Selectmen to purchase 421 feet of water main with their appurtenances of Emery E. Trott, constructed and laid in Stone- hedge Road at the rate of 70 cents a foot, as said street has been accepted as a town way, and to appropriate a sum of $294.70 for this purpose, on petition of Emery E. Trott and others.

ARTICLE 33. To see if the Town will vote to approve the name of Stratford Road for that way running from Chestnut Street northerly to Summer Street and located Southwesterly from Upland Road, on petition of Roy E. Hardy and others.


ARTICLE 34. To see if the Town will vote to appropriate a sum of money for the purpose of putting in a floor and completing electrical work in the gymnasium room in the Shawsheen School, on petition of William H. Merchant and others.

ARTICLE 35. To see if the Town will vote to appropriate the sum of $500.00 to be used to reshingle the roof of the Richardson School house on Lowell Street, on petition of William A. Trow and others.

ARTICLE 36. To see if the Town will authorize the Board of Public Works to widen the existing hard surface road on Maple Avenue and care for the grass plots, and to appropriate the sum of $4,000.00 therefor, on petition of Fred G. Cheney and others.

ARTICLE 37. To see if the Town will vote to purchase the dam and flowage rights of Fosters Pond and appropriate $1.00 to cover same as generously offered by the owner, Francis H. Foster, on petition of Fred E. Cheever and others.

MARCH 1, 1937


Agreeable to a Warrant signed by the Selectmen February 15, 1937, the inhabitants of the Town of Andover, qualified to vote in elections and town affairs met and assembled at the designated polling places in Precincts One, Two, Three, Four, Five and Six, viz: The Town Hall in Precinct One; the Square and Compass Hall in Precinct Two; the Administration Building, Shawsheen Village, in Precinct Three; the Andover Grange Hall in Precinct Four; the Old School House, Ballard Vale, in Precinct Five; and the Phillips Club House, School Street, in Precinct Six in said town on Monday, the first day of March, 1937 at seven o'clock a.m.

Pursuant to the foregoing warrant, I, the subscriber, one of the Constables of the Town of Andover, have notified the inhabitants of said town to meet at the time and place and for the purposes stated in said warrant, by posting a true and attested copy of the same, on the Town House, on each School house and in no less than five other public places where bills and notices are usually posted and by publication in the Andover Townsman. Said war- rants have been posted and published seven days.
