The following gravel roads were built during the year by the E.R.A. labor with the truck hire and gravel supplied by the Town : Orchard Street, Holt Street, Rattlesnake Hill Road, Gould Road, Wildwood Road, Vine Street, Stinson Road, Gardner Avenue, Hidden Road, Sunset Rock Road, and sections of Lowell Junction Road and River Street.


The entire lengths of Holt Street, Orchard Street, Carlisle Street, Gardner Avenue, Hidden Road, Stonehedge Road, Hill- side Avenue, and also sections of Wildwood Road, Stinson Road, High Plain Road, Lowell Junction Road, River Street and Mor- ton Street were given a coat of Tarvia B.


The work of shaping up and rolling 1200 feet of gravel base and applying stone and asphalt on River Road was started April 24th and completed the middle of May thus completing contract No. 4484-A commenced in 1933 with the State and County.


In September the work of continuing the building of another stretch of River Road commenced. This work, carried on with State, County and Town funds under contract No. 5195, con- sisted of installing culverts, drainage systems, excavating and covering with gravel from a point in front of the property of Mr. Leon Hardy westerly a distance of 4,250 feet. After this section is covered with stone and sealed approximately 3,400 feet of road will remain to be built to reach the Tewksbury line.


The construction of a two course bituminous macadam road on Salem Street between Highland Road and Holt Street started April 22nd and was completed the latter part of August, with some of the earth excavation and hauling of gravel done by E.R.A. labor and trucks. Tarvia-Lithic sidewalks were constructed on both sides of the road and also grass plots between the sidewalks

and the road. The cost not including E.R.A. contributions is as follows:

At a special Town Meeting held December 10th this balance was voted to be used in conjunction with W.P.A. Projects.


Seven hundred and ninety-seven square yards of Tarvia- Lithic sidewalks were built on Summer Street and three hundred and eighty-two square yards were built on Florence Street. The plots between the sidewalks and roads were loamed, seeded and rolled.


On October 25th sidewalk work was started, using funds fur- nished by the State under Chapter 464, Acts of 1935, State Bond Issue, of which the Town of Andover received $4,593.52. Seven- teen hundred and fourteen square yards of Tarvia-Lithic walk were laid on the west side of Main Street from the Post Office Building to the corner of Main and School Streets; four hundred and ninety-four square yards on the east side of Pasho Street; eight hundred square yards on the east side of Washington Ave- nue and eight hundred and fifteen square yards on both sides of Morton Street between School Street and Bartlet Street. The grass plots were loamed ready for seeding next spring. During the construction of the Main Street sidewalk, a drain on Morton Street not connected to the Main Street drain when the block- paving job was done, was connected. This will remedy a bad condition heretofore existing in the Morton Street drainage between Main and School Streets.

The State Highway Department gave the Town $1200 with the proviso that the Town spend an equal amount of money to repair roads built under Chapter 90. Accordingly $1200 was transferred from the Reserve Fund and River Road from Laurel Lane west a distance of 3100 feet was treated with asphalt emul-

sion and pea stone; Haverhill Street from the North Andover Line to a point 300 feet east of the Railroad Bridge was treated with asphalt-cut-back and pea stone and then dragged. Other work done with this money was the replacing of a concrete slab that had gone down on Main Street near the Railroad Bridge and the covering with asphalt Type E material the entire width of Main Street near the bridge and the regrading of a sunken gutter at the corner of Balmoral and Main Streets.

The work of gravelling a section of Salem Street from the North Andover Line to Gray Road was started December 2nd, with labor supplied by W.P.A. and truck hire from the unexpend- ed balances; from Article 15, Highway Construction and a part of Water Construction of the 1934 Warrant. The work of regrading the Ballardvale Playstead was transferred to the W.P.A. At the end of the year the borrow had been delivered and most of the loam had been spread. Fifteen hundred dollars were trans- ferred from the Reserve Fund to purchase and haul borrow to the Ballardvale Playstead and also to pay for a portion of the truck hire on Salem Street.

We recommend an appropriation of $18,000 for snow removal for the year 1936, subject to change.


SEWER DEPARTMENT


A main sewer line, 310 feet, was installed from Bartlet Street to the new Junior High School, with work done by E.R.A. labor other than engineering, supervision and the construction of a manhole on Bartlet Street.


The sewer main on Salem Street was extended a distance of two hundred and twenty-three feet before the road construction started.


A six-inch sewer main was also installed on Elm Street from the corner of Washington Avenue easterly a distance of 148 feet to the corner of Johnson Road and seven hundred and fifty-eight feet of six-inch sewer main were laid from the corner of Elm Street and Johnson Road along Johnson Road. This work was done by Louis Cyr, contractor, and paid for by Fred Cheever, owner of the property. The Town supervised the work and the contractor paid the cost.


Six applications have been filed for sewer house-services during 1935, making a total of 1118 in use January 1, 1936.

PARK DEPARTMENT


In the early part of January the football field was sprayed for skating and conditions were excellent until the arrival of the big snow storm.


The football and baseball bleachers were repaired and a section of the Park on the Whittier Street side extended and regraded.


The brush at Carmel Woods was cut down by help supplied by the W.P.A. Fifty dollars were transferred by the Finance Com- mittee to purchase tools, etc.

All the sidewalks at the Park were covered with stone dust, and the paddle tennis court at the Ballardvale Playstead built by the E.R.A. was covered with clay and stone dust. Because it was impossible to play football on the Ballardvale Playstead, the Smith & Dove soccer field was marked out so that the Ballardvale Football Team would have a place to play.

Please note-Recommended expenditures combined with estimated receipts, result in estimated


TAX RATE, $30.20-INCREASE $1.00.


After thorough study of every departmental budget and every special article, and after adjusting the estimate of State and County assessments and receipts from outside sources, your Finance Committee presents recommended expenditures totaling $587,278. 53, an increase over last year of about $7200.00.


The above increase in expenditures combined with an esti- mated loss in net income from outside sources of about $8100.00 gives an estimated tax rate of $30.20, an increase of $1.00 per last year's actual rate.


You will note that the total of all regular departmental budgets is about $7500.00 less than that of last year and recommended special articles, total about $14,700 more.


We believe we have recommended those special articles of most merit, giving due consideration both to the desirability and need of the project and to its fitting in with or as a W.P.A. project.


Additional Special Articles totaling $74,460 net, after our special recommendation on water projects, have not been ap- proved and represent a further increase in your tax rate of all or any part of $4.60, providing you see fit to appropriate funds for them.

ESSEX, ss .: To either of the Constables of the Town of Andover, GREETING :


In the name of the Commonwealth you are hereby required to notify and warn the inhabitants of said town who are qualified to vote in Elections and Town Affairs to meet and assemble at the designated polling places in Precincts One, Two, Three, Four, Five, and Six, viz: The Town Hall in Precinct One; the Lower Town Hall in Precinct Two; the Administration Building, Shaw- sheen Village in Precinct Three; the West Center School House in Precinct Four; the Old School House, Ballardvale, in Precinct Five; and the Phillips Club House, School Street, in Precinct Six, in said Andover, on MONDAY, THE SECOND DAY OF MARCH, 1936 at 6.00 o'clock A.M., to act on the following articles :


ARTICLE 1 .- To elect a Moderator for one year, Town Clerk for three years, Treasurer for one year, Collector of Taxes for one year, one member of the Board of Selectmen for three years, one member of the Board of Assessors for three years, three members of the School Committee for three years, one member of the School Committee for one year to fill a vacancy, two members of the Board of Public Works for three years, one member of the Board of Health for three years, three Constables for one year, one Trustee of Memorial Hall Library for seven years, one Tree Warden for one year, one member of the Planning Board for five years, and all town officers required by law to be elected by ballot.


All the above candidates to be voted on one ballot. The polls will be open from 6 o'clock A.M. to 6.30 o'clock P.M.


After final action on the preceding Article One, the said meeting shall stand adjourned by virtue of Section 20, Chapter 39, of General Laws, to Monday, March 9, at 1.30 o'clock P.M. at the Town Hall, then and there to act upon the following articles, namely :

Southerly line :- Beginning at a stone bound on the easterly line of Johnson Road; said bound being located 736.91' northerly from a bound marking the intersection of said line with the northerly line of Elm Street; thence S 57°-25'-55" W, 290.9' to a stone bound on the westerly line of Cedar Road at its intersection with the line herein described.


Northerly line :- Beginning at a point on the easterly line of Johnson Road extended; said point being located 786.91' north- erly from a point marking the intersection of said line with the northerly line of Elm Street; thence S 57º-20'-55" W, 281.35' to a

point on the westerly line of Cedar Road extended, at its inter- section with the line herein described.


Said street being 50' in width throughout its entire length.

Easterly line :- Beginning at a stone bound on the northerly line of Elm Street, said bound being 177.17' northeasterly from a stone bound marking the junction of the northerly line of Walnut Avenue with the northerly line of said Elm Street; thence by a curve to the left having a radius of 16.0', a distance of 28.62' to a stone bound; thence N 32°-39'-05" W, 716.97' to a stone bound

marking the junction of the southerly line of Coolidge Road with said easterly line of Johnson Road.


Said street being 50' in width throughout its entire length excepting at its extremities where it joins said Elm Street and said Coolidge Road.


Reference is hereby made to a plan entitled, "Acceptance Plan of a portion of Johnson Acres, Andover, Mass." made December 1935 by Morse & Dickinson and Goodwin, Engineers, Haverhill, Massachusetts-from which a more particular descrip- tion of said street may be obtained.

ARTICLE 11 .- To see if the town will vote to purchase of Fred E. Cheever, the water mains, with appurtenances thereto belong- ing, now laid in Coolidge Road, Cedar Road and Johnson Road, provided the town votes to accept said roads as Public Ways, and to appropriate the sum of three thousand four hundred and six dollars for said purpose, on petition of Fred E. Cheever.

ARTICLE 12 .- To see if the town will vote to appropriate the sum of five thousand dollars to be expended under the direction of the Board of Assessors for legal services, for services for experts, and for other expenses in defence of the petitions for abatement of taxes filed with the Board of Tax Appeals by the American Woolen Company and the Textile Realty Company vs. Board of Assessors of the Town of Andover.
