To the Town of Rutland:
The first meeting of the Library Trustees was held in March. Bernice Putnam was elected chairman for the ensu- ing year. Several other meetings were held and books se- lected from Denholm & Mckay Company. Our reference library has been increased by several volumes this year, and many of our old books have been rebound.

Report of the Fire Engineers
During the year 1946 there were five alarms for house fires, one automobile fire. Eleven permits were issued to keep and store fuel oil, under Chapter 148 of the General Laws. Such permit must be posted by all persons using fuel oil.
The American Legion Auxiliary, Post 310, presented the Fire Department with a woolen blanket to be used in rescue work.

Report of the Forest Warden
During the year there were nine brush and grass fires. There were 46 permits issued for lighting fires in the open. Under Chapter 148 of the General Laws all persons burning in the open must have a permit on their person.
A portable pump has been purchased to fight brush and grass fires ; it will also be used for house fires in the outlying districts, where access to water cannot be made with our trucks.

Gentlemen :
I submit herewith my report of an audit of the books and accounts of the town of Rutland for the period from June 17, 1945 to July 17, 1946, made in accordance with the provisions of Chapter 44, General Laws. This is in the form of a report made to me by Mr. Herman B. Dine, Assistant Director of Accounts.

As directed by you, I have made an audit of the books and accounts of the town of Rutland for the period from June 17, 1945, the date of the previous audit, to July 17, 1946, and submit the following report thereon :
The financial transactions, as shown on the books of the several departments receiving or disbursing money for the town or committing bills for collection, were examined and checked with the records of the town accountant and of the town treasurer.
The books and accounts in the town accountant's office were examined and checked. The recorded receipts were

compared with the treasurer's books and with the records in the several departments collecting money for the town or committing bills for collection. The recorded payments were checked with the treasury warrants and with the disburse- ments as shown by the treasurer's books. The appropriations and transfers were checked with the town clerk's records of financial votes passed by town meetings.
The necessary ledger adjustments resulting from the audit were made, a trial balance proving the accounts to be in balance was taken off, and a balance sheet, showing the financial condition of the town on July 17, 1946, was prepared and is appended to this report.
The books and accounts of the town treasurer were ex- amined and checked in detail. The cash book additions were verified. The recorded receipts were analyzed and compared with the available records in the several departments in which money was collected for the town and with the other sources from which money was paid into the town treasury, while the payments were checked with the selectmen's warrants authorizing the treasurer to disburse town funds and with the accountant's books.
The payments on account of maturing debt and interest were proved with the amounts falling due and with the can- celled securities on file.
The savings bank books and securities representing the investment of the trust funds in the custody of the treasurer were examined and listed, the income being proved and the disbursements verified.
The records of tax titles and tax possessions held by the town were examined and checked, the amounts transferred from the tax levies to the tax title account being verified.
The books and accounts of the tax collector were ex- amined and checked in detail. The tax accounts outstanding at the date of the previous examination and all subsequent commitments were audited and compared with the assessors' warrants for their collection. The recorded collections were checked with the payments to the treasurer as shown by the treasurer's and the accountant's books, the recorded abate- ments were compared with the assessors' records of abate- ments granted, and the outstanding accounts were listed and proved with the town accountant's ledger accounts as adjusted.
