On chapter 81 roads the usual maintenance of scrap- ing and drainage was done. 5 new culverts were installed. 15,900 feet of roadway treated with tar and asphalt. 9,000 gallons of tar and asphalt were used. On Intervale Road 1,200 feet widened and graveled 12 in. deep. 1,550 feet new gravel tarred on Wachusett Street.

Omitted in the 1949 report was the gift from Mrs. Charles J. Campbell of three volumes of a Narrative History of Worcester County by Nelson.
Mr. Stephen Rich of Barre presented the library the volumes of Musical Encyclopedia.
Books were donated by Rev. Willard Bicket and the American Cancer Society. Magazines were given by Mrs. Franklin Wood and the American Humane Society.
Money to be used for the purchase of magazines for the reading tables was received from Persis Putnam Chapter, O. E. S., Home Relief Society, Rutland Firemen, Monday Night Club and the Women's Union.
The 1949 National Geographic and the Playmate maga- zines were bound in book form.

Report of the Veterans' Agent
To the Board of Selectmen, Rutland, Mass.
I herewith submit my report as Veteran's Agent for the year 1950.
During 1950 the case load under Veteran's Benefits re- mained at three permanent cases. There was, however, a sharp increase in temporary payments as well as an in- crease in medical payments.
This brought about payments in 1950 of $2,650.97 against $1,985.44 in 1949.
During the year 1951 there will undoubtedly be an in- crease in the cost of these services, and I am requesting an appropriation of $3,500.00.

The first Regional School District Committee of Massa- chusetts, as established by vote of the Towns of Holden, Paxton, Princeton, Rutland and Sterling, consisted of the following members as appointed:

The first meeting of the Committee was held July 19, 1950, and the following officers were elected:

Mr. George Lyman of Holden - Secretary
Since that time the Committee has held ten regular meetings, scheduled for the first and third Mondays of each month, and four special meetings.
On August 7, 1950, it was unanimously voted that we adopt the name of "Wachusett Regional School District".
Twelve architects were interviewed, with the assistance of Mr. Leo Doherty as consultant, and several schools, de- signed and built under their supervision, were visited. On September 18, 1950, the Committee voted to retain the L. W.

Briggs Associates, Inc., as architects, and a contract with the concern has been negotiated.
The Committee voted to retain an architectural and educational consultant to work with the L. W. Briggs As- sociates, and a contract with the firm of Nichols and Butter- field, of Hartford, Conn., has been signed.
The Committee voted to retain Attorney Paul Hinckley, of Holden, as their legal counsel in matters other than school law.
A set of By-Laws has been drawn up and accepted by the Committee.
An Official Seal was adopted by the Committee.
After having surveys made of two acceptable school sites in the Town of Holden, the Committee voted in favor of the Warren property, located on the southerly side of Route 122A, approximately one mile west of Holden Center. Considerable time has been spent in surveying the plot of approximately 100 acres so that an official appraisal might be made. Negotiations with the Warren interests are in progress.
At such time as the land has been obtained and the educational consultant has completed his curriculum sur- veys, the architect and consultant will start their prelimin- ary drawings. Presently the Committee hopes to be ready for bids on the construction sometime in the Spring of 1951.
By that time the problems of material procurement should be cleared up and construction can be started. This should enable your Committee to have the school ready for use in the Fall of 1952.

Wachusett Regional School District REPORT OF THE TREASURER
December 31, 1950
Chapter 638 of the Acts of 1949, under which the Wachu- sett Regional School District is the first district to become incorporated, is a new and untried law. For this reason certain difficulties, both in financing and in other matters, have been encountered along the way. In spite of these in- conveniences, however, good progress has been made and the schedules which follow present the financial picture of this District as of December 31, 1950.
On November 20th your District Committee voted to appropriate the sum of $5,000 to cover its current expenses for the period ending December 31, 1951. These expenses will include such items as office supplies and expenses, the fees of attorney and consultants, the bond of the Treas- urer, and many other miscellaneous expenses which will arise in the initial stages of our development.
In agreement with Section 16B of Chapter 638 of the Acts of 1949 and Sections 4b and 10 of the Regional School District Agreement, the amount of $5,000 was certified to the Treasurers of the towns of the district in accordance with the following schedule:

The District Agreement provides that all assessments for a given year must be certified to the Towns before December 1st of the previous year. It therefore became necessary to make provisions for the estimated interest charges and other costs in connection with the capital financing of 1951.
Interest for six months on proposed bond issues total- ling $1,500,000 and estimated at 13/4%, would amount to $13,125. Further, certification and other costs connected

with the issuance of these bonds would approximate $3,500. Consequently, these appropriations were voted by your Committee in the total amount of $16,625 and, in conform- ity with Section 16B of Chapter 638 of the Acts of 1949 and Sections 4a and 10 of the Regional Agreement, were certi- fied to the Town Treasurers of the District according to the following schedule:

Anticipating payment by the five towns of the assess- ment of $5,000 for current expenses, the District has borrow- ed $3,000 on its short term note in order to be in a position to care for current bills. Obligations in the amount of $203.94 have already been paid from this source.
In the light of these facts and figures the financial statement of the Wachusett Regional School District, as of December 31, 1950, is presented.
